2 Social Forestry in Indonesia Social Forestry in various forms (Community Forestry, Community Based Forest Management, Collaborative Management Forest) had been implemented since many years ago in Indonesia. The Forestry Act No. 41/1999, the Government Regulation No. 6/2007 and the Ministerial Regulation No. 37/2007 on Community Forestry provide a Regulatory Framework for Community Forestry in Indonesia through three schemes: Hutan Kemasyarakatan (Community Forestry) Hutan Desa (Village Forest) Kemitraan (Collaborative Management Forest). Social Forestry in Indonesia is not only aimed to alleviate the poverty around forest village at an estimated + 40 million people all over Indonesia, but it is also aimed to support and accelerate process of reforestation in national scale. 4 Ongoing Follow-Up Actions: Socialization Program on Implementing the Ministerial Regulation 37/2007 to the Four Regional Centers on Forestry Development Developing the National Database on Social Forestry Developing the Guidelines on Inventory of National Potential in Social Forestry Facilitation in the Development of General Planning on Social Forestry Management Evaluation on Social Forestry Activities implemented prior to the issuance of the Ministerial Regulation 37/2007 to be awarded Legal Permit in achieving target of 400,000 ha social forestry. Training Needs: Training on Access to Information Training on Application for HKm Permit Training on Project Development Training on Facilitation in Social Forestry Training on Post-Harvest Technology Training on Marketing Skills Training on Management Skills 4

5 Training Opportunities Exchange of Farmers Groups on Best Practices and Lessons Learned in Social Forestry Training Facilities established under the Cooperation in Social Forestry between the Ministry of Forestry of Indonesia and Partner Organizations (Ford Foundation, RECOFTC, etc). Challenges Facilitation in the various skills needed in implementing Social Forestry: Application for HKm License Cultivation Technology Post-Harvest Technology Marketing Skills Management/Administration Limited Resources to implement simultaneous Facilitation by Government Agencies to cover Large Areas at same time. 5

6 Recommendations Further implementing the Policy across Levels/Areas of the Country in ensuring Social Forestry with the support of joint activities with partners Further developing the Infrastructure for Community Empowerment in Social Forestry across Producing Factors Capacity Development Implementing Units Social Forestry be part of Priority Attention in mitigating climate change as it is the type of forest resources management that is able to function the 2 strategic roles of the forestry sector: reducing/preventing deforestation and increasing reforestation.
