3 Arborist Report 1.0 Introduction WSP Canada Group Limited has been retained by the City of Toronto, through Parks and Forestry & Recreation, to undertake tree inventories and to prepare Tree Preservation Plans and an Arborist Report to assess trees that have the potential to be impacted by development. The proposed work involves the creation of new trails and site amenities such as shelters and parking pads, as well as the removal and / or installation of fencing. The focus of this report is on the proposed trail alignment located within Beare Hill Park, in Scarborough. There are certain sections of the trail that will follow an existing service access route, which runs from the bottom of the hill to the peak. These original access roads were intended to be used as a baseline for the main trail, off which secondary trails were added. The proposed main trail width is designed to be 3.0m wide, with 0.75m wide single track trails connecting sections of the main route. Trail accessibility was also considered during trail alignment, whereby the trail shifted from existing access roads in some sections to allow for accessible changes in elevation. During the early planning stages, approximately 8,000 to 10,000m of trail was designed, but will be subject to refinement during detailed design. This report presents a detailed inventory of the trees >10cm DBH within 12m of the proposed construction activities. Trees <10cm DBH within 1.2m on either side of the flagged trail alignment were noted for understory context and compensation purposes. Vegetation is within the regulatory limits of the TRCA and Ravine and Natural Feature Protection By law (RNFP). Trees were assessed for species, quantity, dripline radius, location (located using hand held GPS unit and later surveyed) and condition. Recommendations have been provided for tree protection, tree injury and tree removals based on the limits of work. This report is to be read in conjunction with: Table 1: Tree Inventory and Preservation Chart; and Tree Preservation Plans (TP 1 to TP 14). 2.0 Existing Conditions The site is situated on the former Beare Road municipal landfill site, located near the Toronto Zoo and lies adjacent to the CNR rail line and within the Rouge River watershed. The site is generally open, with a large expanse of meadow habitat in the central to northern extent of the project area. A large portion of this meadow area is considered to be habitat for Species at Risk (SAR) birds such as Bobolink (Dolichonyx oryzivorus) and Eastern Meadowlark (Sturnella magna). On the east side of the site, there is a forested area that follows along the eastern edge of the site and contains invasive European Buckthorn (Rhamnus cathartica), Dead White Ash (Fraxinus americana), Manitoba Maple (Acer negundo), Paper Birch (Betula papyrifera) and a variety of Willow Species (Salix sp.). The south side of the site contains a former gas plant, situated on an existing service access laneway. There is a small existing woodlot located on the northwest side of the site, and scattered throughout the Park area are a few naturally established clusters of young to semi mature deciduous and coniferous trees and shrubs. Generally, the topography of the site slopes upward toward a peak the centre of Park. Arborist Report Beare Hill Park WSP October 16, M

4 Arborist Report Trees and shrubs inventoried within approximately 12m on either side of the proposed trail alignment consist of urban tolerant, native and non native species that range in size from 1 to 58cm diameter at breast height (DBH). Species consist of: Frequent amount of Manitoba Maple, Ash (Fraxinus sp.), Eastern White Pine (Pinus strobus), Canada Poplar (Populus x canadensis), Common Buckthorn and Black Locust (Robinia pseudoacacia); Occasional Eastern Red Cedar (Juniperus virginiana), Balsam Poplar (Populus balsamifera) and Willow Species; To a lesser extent there was mixture of Red Maple (Acer rubrum), Silver Maple (Acer saccharinum), Freeman s Maple (Acer x freemanii), Tree of heaven (Ailanthus altissima), Paper Birch, Black Walnut (Juglans nigra), Apple Species (Malus sp.), White Mulberry (Morus alba), Large toothed Aspen (Populus grandidentata), Trembling Aspen (Populus tremuloides), Pin Cherry (Prunus pensylvanica) and Siberian Elm (Ulmus pumila). The understory (trees <10cm DBH) is limited and consists of Manitoba Maple, Ash, Honeysuckle (Lonicera sp.), Eastern White Pine, London Plane tree (Platanus x hispanica), Canada Poplar, Common Buckthorn, Black Locust, Willow Species and herbaceous plants. Condition: Tree health ranges between good and poor; a majority observed to be in good condition. Signs of decline and defects include: Deadwood ranging between 10 to >90%; Weakly formed unions; Poor tree form due to abnormal development of scaffold branches causing injury to other branches; Trunk wounds, frost cracks, split trunks, dead stems, cracked branches, broken branches; Lean; Water sprouting; Exposed and girdling roots; Epicormic shoots; Co dominant leader stems; Pruned limbs; Dead trees; and Symptoms of decline in Ash trees due to the presence of Emerald Ash Borer (EAB), (Agrilus planipennis), which included: o D shaped holes; o Suckering at the base; and o Deadwood in crown. 3.0 Policy Context: This section summarizes the various municipal, regional, provincial and federal planning policies and regulations related to the tree inventory and apply to the Beare Hill Park project. 5 Arborist Report 3.1 Trees on City Streets By-Law The City of Toronto s Trees on City Streets By law (Municipal Code, Chapter 813, Article II Trees on City Streets) applies to the planting, care, maintenance, protection, preservation and removal of all trees of any size located on any City street. A permit is required to injure or remove any tree on a City street of any size. Applicability to Project No trees on City Streets are within the project limits. 3.2 Private Tree By-law The City of Toronto s Private Tree By law (Municipal Code, Chapter 813, Article III) establishes the criteria and conditions required for the injury, destruction or removal of any tree, including a multi stemmed tree having at least one stem that has a diameter measurement of 30 cm or more, measured at 1.4 m above ground in the study area and within 6 m of the study area. A permit is required to injure or remove any tree on private property that is greater than 30 cm diameter at breast height (DBH). Applicability to Project No trees situated on private property are within the project. 3.3 Ravine and Natural Feature Protection By-Law The City of Toronto s Ravine and Natural Feature Protection (RNFP) By law applies to trees of any size within areas designated as Ravine. This By Law (Municipal Code, Chapter 658) applies to the injury, removal or destruction of trees located on protected ravine land and the restriction of dumping fill, refuse of altering the grade of protected ravine land. Where the limit of work will occur within RNFP limits, trees will be inventoried, 12m from this limit. Applicability to Project All inventoried trees are within the RNFP limits. The City of Toronto requires that an Arborist Report for Development Applications be included and submitted for approval. The application form has been included in Appendix 1. A preliminary Ravine and Natural Feature Permit Application illustrating that trees will be injured and removed has been included in Appendix 2. o A complete application will be submitted under a separate cover. 3.4 Parks By-law The City of Toronto Parks By law (Municipal Code, Chapter 608 Parks) applies to trees of any size and prohibits the removal, injury or destruction of trees located within City parkland. Approval is required from the City of Toronto Parks Department prior to the removal of any tree. Applicability to Project All removals and impacts are subject to the RNFP By law. 6 Arborist Report 3.5 Tree Injury The City of Toronto s Tree injury policy is defined as: The minimum tree protection zone not being protected. Applicability to Project A preliminary Ravine and Natural Feature Permit Application illustrating that trees will be injured and removed has been included in Appendix 2. o A complete application will be submitted under a separate cover. 3.6 City of Toronto Tree Categories Categories as per City of Toronto Arborist Report for Development Applications Form (Refer to Table 1: Tree Inventory & Preservation Charts) 1. Trees with diameters of 30cm or more situated on private property on the subject site. 2. Trees with diameters of 30cm or more situated on private property, within 6m of the subject site. 3. Trees of all diameters situated on City owned parkland within 6m of the subject site. 4. Trees of all diameters situated within lands designated under City of Toronto Municipal code, Chapter 658, Ravine Protection. 5. Trees of all diameters situated within the City road allowance adjacent to the subject site. 3.7 Canada Food and Inspection Agency Canada Food and Inspection Agency (CFIA) Directive D 03 08: Phytosanitary Requirements to Prevent the Introduction into and Spread within Canada of the Emerald Ash Borer (Fairmaire) applies to Ash Species observed on properties that are located within the Emerald Ash Borer (EAB) Regulated Areas of Canada, prepared by the Canada Food and Inspection Agency (CFIA) and dated February This area covers all south and central Ontario and western Quebec. Ash trees that require removal are subject to this directive. Applicability to Project The CFIA restricts the movement of all Ash material including wood, bark, chips or bark chips from being transported outside of the Regulated Area. A Movement Certificate is required by the CFIA for any Ash material leaving the Regulated Area. Ash are permitted to be chipped on site and/or removed or cut down and removed from site. Chipped Ash material that is to remain on site must be ground or chipped to a size of less than 2.5 cm in any two dimensions. All Ash material chipped or whole that is to be removed from site must be disposed of within the Regulated Areas of Canada. 7 Arborist Report 3.8 Toronto and Region Conservation Authority Guidelines The Toronto and Region Conservation Authority (TRCA), as mandated under O. Reg. 166/06 TRCA Regulation of Development, Interference with Wetlands and Alteration to Shorelines and Watercourses, regulates and may prohibit work that may take place within a regulated area ( an area that represents the greatest physical extent of the combined hazards, plus a prescribed allowance, as set out in the Conservation Authorities Act ). This includes valley and stream corridors, wetlands and associated areas of interference and the Lake Ontario waterfront. Applicability to Project At a minimum, woody tree species greater than 10 cm DBH are required to be inventoried for projects within a regulated area. All the project limits are within the regulated area of the TRCA. 3.9 Endangered Species Act, 2007 Species designated as Threatened or Endangered by the Committee on the Status of Species at Risk in Ontario (COSSARO), otherwise known as Species at Risk in Ontario (SARO), and their habitats (i.e., areas essential for breeding, rearing, feeding, hibernation and migration) are automatically afforded legal protection under the Endangered Species Act, 2007 (ESA) (Government of Ontario 2007). The ESA (Subsection 9 (1)) states that: No person shall, a) kill, harm, harass, capture or take a living member of a species that is listed on the SARO List as an extirpated, endangered or threatened species; b) possess, transport, collect, buy, sell, lease, trade or offer to buy, sell, lease or trade; (i) a living or dead member of a species that is listed on the Species at Risk in Ontario List as an extirpated, endangered or threatened species; (ii) any part of a living or dead member of a species referred to in subclause (i); (iii) anything derived from a living or dead member of a species referred to in subclause (i); or c) sell, lease, trade or offer to sell, lease or trade anything that the person represents to be a thing described in subclause (b) (i), (ii) or (iii). Clause 10(1) (a) of the ESA states that: No person shall damage or destroy the habitat of a species that is listed on the SARO list as an endangered or threatened species. Applicability to Project No woody SAR were found within the project limits. 4.0 Fieldwork The field observations were conducted in August 2018 and October 2018 within approximately 12m on both sides of the proposed trail alignment. Tree information recorded included species, diameter at breast height (DBH), dripline radius, location and general health condition. Trees were identified in accordance with the City of Toronto s Ravine & Natural Feature Protection By law. 8 Arborist Report Trees greater than or equal to 10cm DBH within 12m on both sides of the main trail route were individually assessed and flagged using an alphabetical value. o Five trees located within 12 of the main trail were flagged as numerical values (Trees #1 5). Groupings of trees that may be impacted along the main trail route have been identified and flagged as tree groupings e.g. Group TG 1. Trees greater than or equal to 10cm DBH within 12m on both sides of the side trails were individually assessed and flagged using an alphabetical and numerical value e.g. Tree A 1. Groupings of trees within 12m on either side of side trails were identified and flagged as alphabetical tree groupings e.g. Group TG A. Understory trees and shrubs under 10cm DBH those within 1.2m of either side of the trail were noted and quantified during field investigations. A tree grouping is more than one (1) tree located within proximity of other trees with no separation between the canopies (e.g. TG 1 or TG A ). This refers to diameter (in centimetres) at breast height and is measured at 1.4m above the ground for each tree. This to the area around a tree that is to be protected through tree protection measures (e.g. hoarding). No construction activities are to be undertaken within this zone. 9 Arborist Report Suppressed Codominant Stem Union Irregular Tree Form Root Zone Critical Root Zone Refers to trees that have their crowns completely overtopped by adjacent trees and received limited to very limited sunlight. Stems equal in size and relative importance that make up the overall crown of the tree. Junction point where two or more stems meet. A U shaped junction indicates a well formed union. A V shaped junction indicates a weakly formed union, whereas stems grow and increase in girth, weak bark called included bark forms within the junction and stems start to push apart causing vertical cracks and loss of structure. Refers to branches and stems that have formed irregularly often resulting in contorted growth, weak attachments, weakly formed unions and codominant stems. The irregular growth of scaffold (lateral) branches typically leads to damage to other scaffold branches. Refers to the subterranean area around the tree measured from the trunk to up to 2 3m beyond the dripline. The minimum area of the root system necessary to maintain vitality or stability of the tree. Typically, this area extends to the drip line of the tree. The severing of one root can cause approximately 5 20% loss of the root system. A reduction of this area by greater than 30% can pose stability concerns for the tree. Tree Assessment Criteria Trunk Integrity (T.I.) Canopy Structure (C.S.) Canopy Vigour (C.V.) GOOD FAIR POOR This is an assessment of the trunk for any defects or weaknesses. It is measured on a scale of poor, fair, good. This is an assessment of the scaffold branches, unions and the canopy of the tree. This is measured on a scale of poor, fair, good. This is an assessment of the health of the tree and assesses the amount of deadwood and live growth in the crown as compared to a 100% healthy tree. The size, colour and amount of foliage are also considered in this category. This is measured on a scale of poor, fair, good. Tree displays less than 15% deficiency/defect within the given tree assessment criteria (TI, CS, CV). Tree displays 15% 40% deficiency/defect within the given tree assessment criteria (TI, CS, CV). 10 Arborist Report 6.0 Discussion: This section is a discussion of the retention potential, preservation and or impacts to trees within the proximity of the proposed main trail and side trail alignments. Access along the northeast to southeast side will not require any tree removals as this route follows an existing service laneway. The construction of proposed main trails will require a 3.0m wide path with 0.75m wide single track trails meandering upslope and connecting sections of main trail. Some of the proposed trail alignment passes through shrubs and groupings of trees. Any trees that are located directly within the trail route, or have fallen and block the route, are recommended for removal. These proposed routes established by WSP Canada Inc. are preliminary and may be subject to change depending on site conditions. Impacts have been assessed based on trees that are directly within the trail alignment, or have a TPZ within the access road limits. Impacts are anticipated to be minimal due to the flexibility in meandering the trail alignment to avoid impacts to vegetation. Generally, the site is relatively open; therefore, much of the route follows decommissioned service roads and meadow habitat where few trees have established. This report was prepared based on review of a preliminary trail alignment, prepared by WSP Canada Ltd., dated: June 11, 2018, illustrating details of the main and side trail routes and locations of parking pads. Determinations made with respect to tree injury, preservation and removal are based on the degree of impact that will occur within the Tree Protection Zone (TPZ). Refer to the following section and Table 1. Table 1 details the species, quantity, condition, applicable by law, minimum tree protection zone and recommendation (i.e. remove, preserve). Vegetation recommended to be Retained is deemed to be minimally affected and will be protected through mitigation measures. Vegetation recommended to be Removed is deemed to be within work limits and would not be able to withstand construction related activities or changes to grading. This designation also may be applied to trees that are dead, in poor condition, or trees that could pose future safety concerns and trees dying because of a disease or insect infestation. Vegetation recommended to be Transplanted is deemed to be within the limit of work, in good condition and typically under 30cm DBH. Transplanting of trees is dependent on available space on site. This section has been organized to discuss trees per the relevant City of Toronto tree By law that applies in this area, which is the: Ravine and Natural Feature Protection By law. 6.1 Ravine and Natural Feature Protection By-law (RNFP) All inventoried trees are within the limits of the RNFP By law Tree Removal Some tree removal will be required to facilitate the proposed works. Refer to the following notes on hoarding type and location: Place City standard 1.2m height orange plastic web snow fencing on a 38 x 89mm (2 x 4 ) wood frame on both sides of the trails, per detail TP 1 on sheet TP 12, on the outside of proposed silt soxx (refer to plans TP 12 & L 530). The snow fence will provide a barrier for the contractor to work within and will protect trees outside of the trail limits Tree Protection Zone Reduction (TPZ Tree Injury) The location of the trails will encroach into the tree protection zones (TPZs) of 34 trees. The TPZ will be reduced up to limit of work. Any roots encountered are to be pruned in accordance with the recommendations in Sections 12.3 & Tree Injury is detailed below: Arborist Report Beare Hill Park WSP October 16, M

Pruning is to be undertaken by a certified arborist or under the supervision of one and in conjunction with the guidelines in this report and plans. Refer to section 12.4 and sheet TP Mitigation Measures Any roots exposed during grading are to be pruned using good arboricultural practices and per the guidelines in this report. Water trees periodically during construction. To minimize damage to roots it is recommended that excavators scrape soil within the same direction of the roots and not across. Any roots exposed are too pruned neatly and cleanly. After construction it is recommended that a 150mm depth layer of mulch be placed in a 2m radius around the trunks of these trees. Water trees periodically during construction. 8.0 Hazard Trees The identification of Hazard trees is based on a Hazard risk tree assessment which is typically based on identifying the potential targets, the likelihood of a hazard tree hitting that target and the likelihood of Arborist Report Beare Hill Park WSP October 16, M

13 Arborist Report failure. Tree risk assessments have been based on the International Society of Arboriculture s Best Management Practices: Tree Risk Assessment (2011). This tree risk assessment is based on the significance of defects, conditions and response growth, the occupancy rate of any targets within the target zone and any factors that could affect the failed tree as it falls toward the target. In this case the occupancy rate is the access roads, machinery and workers. Dead or dying Ash trees within proximity of the trail that would have the potential to fall onto the trail are recommended to be removed. See section 9.0 for quantities and locations of Ash trees. Trees are living entities and their condition/health is subject to change in response to environmental conditions and weather. Trees should be re assessed prior to tree removals to assess changes in conditions or risk. Any hazard trees that are designated for removal will be cut to a maximum of 1.25m to provide wildlife habitat and protect the root structure of adjacent vegetation. No stumps will be removed. 9.0 Ash Tree Removal Emerald Ash Borer (EAB) was observed within Ash trees inventoried within inventory limit. The decline of trees because of the infestation varied from fair to dead. EAB killed trees are likely to become a Hazard and are more susceptible to wind throw. Ash infested with EAB that are in poor condition or dead located within the limit of work or close by are recommended to be removed to remove potential hazards within proximity of the trail. This applies to 18 trees that will not be impacted by the trail route: 15 trees between tree groupings TG 10 and TG 11; 3 trees between tree groupings TG 12 and TG 13 A permit to remove Ash trees infested with EAB is not required as infested Ash are exempt from the permitting process Tree Removals / Injury / Compensation To facilitate the proposed works and access road a small amount of tree removal will be required and some injury will occur due to encroachments into the TPZ. Refer to the charts below that detail tree injury and removals and exemptions. 14 Arborist Report Compensation Notes Replacement trees are based on the following criteria: Removals (City Tree By law), 1:1 replacement ratio; Removals (RNFP & Private Tree By laws), 3:1 replacement ratio; Injury (RNFP By law), 1:1 replacement ratio; These ratios and quantities are consistent with the replacement policies of the City of Toronto s tree protection by laws and the TRCA. Total replacement trees equal 617 trees. Compensation Planting will be coordinated by City of Toronto Urban Forestry staff in accordance with the Beare Hill Park Vegetation Management Plan. Exemptions from Compensation Applicable Bylaw / Ash Buckthorn Honeysuckle Staghorn Sumac Category RNFP By Law Exemption notes The following trees have been excluded from the removal and compensation table as they are exempt as per City and agency guidelines, by laws and specifications. Eighteen (18) Ash tree infested with EAB is also recommended to be removed; 32 Buckthorn are exempt from the RNFP permitting process; 13 Honeysuckle exempt from RNFP permitting process; 3 Staghorn Sumac exempt from RNFP permitting process Conclusion Much of the vegetation found ranges from immature to semi mature and is characterized by a mixture of planted native and non native urban tolerant species and cultivars. A moderate number of young trees are required to be removed within the limits of the trails. Given the implementation of the mitigation measures enclosed in this report, including protection of trees beyond the construction and staging limits, significant impacts to trees to be preserved are not anticipated. Vegetation has been recommended to be retained and preserved beyond the construction limits. Proposed mitigation measures will minimize the detrimental effects from grading and will help to ensure that the good tree health will continue. Care should be taken to protect trees to be retained with tree protection fencing as illustrated on the attached plans. Tree protection fencing shall be erected prior to the start of construction and demolition and maintained for the duration of the work. Priority should be given to protecting vegetation that will not be impacted by grading and construction as this vegetation along property lines provides a visual barrier, shade, noise and wind buffer between properties. 15 12.0 Preservation and Protection Recommendations Arborist Report The survival rates for trees, which are in proximity to construction, are dependent on the resultant changes to a variety of environmental and anthropogenic factors. These construction activities bring about changes to a variety of environmental features such as the existing microclimate that includes winds, air temperature, soil moisture, amount of available sunlight, soil quality, and the level of the water table. Increased human activities may also damage the structure and/or physiological activities of the trees. The full effects of the damage may not appear until several years after its occurrence. Thus, it is essential that both vegetative clearing and preservation methods follow the guidelines below. The guidelines are organized into those requirements set out by the City of Toronto Private Tree By law and the Ravine and Natural Feature Protection By law and applicable provincial regulations, and additional recommendations, that are in keeping with good horticultural and construction practices By-Laws and Provincial Regulations Private, City, Park and RNFP By-laws Prior to the commencement of construction, tree protection barriers shall be installed in accordance with the City of Toronto Tree Protection Policy and Specifications for Construction Near Trees, and in accordance with the approved tree protection plans and arborist reports, and must be approved by Urban Forestry. Tree protection barriers shall be maintained in good condition and shall not be altered, moved or removed unless and until authorized by Urban Forestry. The owner shall notify all contractors and other parties working on site of approved tree protection plans and arborists reports, and shall ensure that all contractors and other parties adhere strictly to the requirements of the tree protection plan. The permit shall be posted in a conspicuous location visible from the street, for a period of one day prior to the commencement of the approved tree injury and until such time as the approved tree injury has been completed in accordance with the permit. If a permit to injure or remove trees is issued, the work shall be carried out by or under the supervision of an arborist. Prior to the commencement of any excavation, roots approved for pruning by Urban Forestry must first be exposed using pneumatic (air) excavation, by hand digging or by using a low pressure hydraulic (water) excavation. This root sensitive excavation must be undertaken by an experienced operator under the supervision of a qualified and experienced arborist. The water pressure for hydraulic excavation must be low enough that root bark is not damaged or removed. This will allow a proper pruning cut and minimize tearing of the roots. The arborist retained to carry out root pruning must contact Urban Forestry no less than three (3) working days prior to conducting any specified work. The following activities are prohibited within a TPZ: o demolition, construction, replacement or alteration of permanent or temporary buildings, structures or pathways of any kind; o installation of large stones or boulders; o altering grade by adding or removing soil or fill, excavating, trenching, topsoil or fill scraping, compacting soil or fill, dumping or disturbance of any kind; o storage of construction materials, equipment, wood, branches, leaves, soil or fill, construction waste or debris of any sort; Arborist Report Beare Hill Park WSP October 16, M

16 Arborist Report o application, discharge or disposal of any substance or chemical that may adversely affect the health of a tree; o causing or allowing water or discharge, to flow over slopes or through natural areas; o access, parking or movement of vehicles, equipment or pedestrians; o cutting, breaking, tearing, crushing, exposing or stripping tree's roots, trunk and branches; o nailing or stapling into a tree, including attachment of fences, electrical wires or signs; o stringing of cables or installing lights on trees; o soil remediation, removal of contaminated fill; o excavating for directional or micro tunnelling and boring entering shafts. Every precaution must be taken to prevent damage to trees and root systems from damage, compaction and contamination resulting from the construction to the satisfaction of Urban Forestry. The Contractor must report immediately to Urban Forestry any accidental/unforeseen damage to trees such as broken limbs and damage to roots so that the damage can be assessed and mitigated as deemed appropriate by Urban Forestry. Urban Forestry, Ravine and Natural Feature Protection City of Toronto 18 Dyas Road 1 st Floor Toronto, ON M3B 1V Migratory Bird Protection: Nesting migratory birds are protected under the Migratory Birds Conservation Act, MBCA (1994) and Regulations. No work is permitted to proceed that would result in the destruction of nests or eggs, or the wounding or killing of birds species protected under the MBCA and / or Regulations under that Act. It is the responsibility of the proponent and/or contractor to ensure compliance with the MBCA. Guidance for assessing potential risk of MBCA contravention and other relevant information is found on Environment Canada s website: itmb/default.asp?lang=en&n=1b16eafb 1. In general, it is recommended that activities which could result in an MBCA contravention be conducted outside of the area specific Regional Nesting Period. See nesting period and calendars here: itmb/default.asp?lang=en&n=4f39a78f 1. If works are proposed within that Regional Nesting Period, the proponent must demonstrate due diligence, including an evaluation of risk (per Environment Canada guidelines at the referenced web links) and appropriate avoidance / mitigation measures. This is a site specific analysis based on habitat, species recorded / expected and potential risk due to activities Construction Implementation: Prior to construction, a site meeting shall be held with the Contractor and Contract Administrator to review the clearing limits and confirm the installation location for the temporary tree protection fence. Tree protection barriers shall be clearly staked in the field and approved by Urban Forestry prior to construction to ensure correct positioning of fencing and avoid unnecessary disturbance. 17 Arborist Report To avoid root zone impacts on trees to be retained, excavated material shall not be stored against the tree protection barrier. Inspection of the tree protection fencing, including photographic records and deficiency notes, shall be undertaken by the site supervisor and submitted to Urban Forestry prior to the commencement of construction, during construction and after construction is completed mm of organic amendment and mm of wood chip mulch shall be applied to the area within the dripline of trees to be retained in parking islands within the subject property to retain moisture and promote survival. Upon completion of construction, all but 100mm of excess mulch shall be removed. All removals should be felled into the work area to ensure that damage does not occur to the trees within the tree preservation zone. Upon completion of the tree removals, all felled trees are to be removed from the site, and all brush chipped. All brush, roots and wood debris should be shredded into pieces that are smaller than 25 mm in size to ensure that any insect pests that could be present within the wood are destroyed Root Pruning Practices: All approved root pruning is to take place by or under the supervision of an arborist and in accordance with the Toronto Tree Protection Specifications. Pruned root ends shall be neatly and squarely trimmed and the area shall be backfilled with clean native fill as soon as possible to prevent desiccation and promote root growth. The exposed roots shall not be allowed to dry out and an appropriate watering schedule shall be undertaken (e.g. water bi weekly to field capacity between June 1st and September 15th) so that the roots maintain optimum soil moisture during construction and backfilling operations. Backfilling shall occur immediately and shall be with clean uncontaminated topsoil from an approved source. It is recommended that texture of backfill be coarser than existing soils, and that backfill comes into clean contact with existing soils (remove air pockets, sod, etc.) 12.4 Branch Pruning Practices: All limbs damaged or broken during the course of construction should be pruned cleanly, utilizing by pass secateurs in accordance with approved horticultural practices. Should there be a potential risk of transfer of disease from infected to non infected trees; tools must be disinfected after pruning each tree by dipping in methyl hydrate. This practice is particularly important during periods of tree stress and when pruning many members of the same genera, within which a disease could be spread quickly (i.e., Verticillium Wilt on Maples or Fireblight on genera of the Rosaceae family). All pruning cuts should be made to a growing point such as a bud, twig or branch, cut just outside the branch collar (the swollen area at the base of the branch that sometimes has a bark ridge), and perpendicular to the branch being pruned rather than as close to the trunk as possible. This minimizes the site of the wound. No stubs should be left. Poor cut location, poor cut angle and torn cuts are not acceptable. Extensive pruning is best completed before plants break dormancy. Pruning should be limited to the removal of no more than one third (1/3) of the total bud and leaf bearing branches. Pruning should include the careful removal of: 1. deadwood, 2. branches that are weak, damaged, diseased and those which will interfere with construction activity, 3. secondary leaders of conifers, Arborist Report Beare Hill Park WSP October 16, M

18 Arborist Report 4. trunk and root suckers, 5. trunk waterspouts, and 6. tight V shaped or weak crotches (included unions). Any branches that overhang the work area and require pruning are to be pruned using good arboricultural practices utilizing by pass secateurs in accordance with approved horticultural practices and/or American National Standard (ANSI) A300 (Part 1) 2008 Pruning. The Contractor must report immediately any damage to trees such as broken limbs, damage to roots, or wounds to the main trunk or stem systems so that the damage can be assessed immediately Limitations of Assessment It is our policy to attach the following clause regarding limitations. We do this to ensure that the client is aware of what is technically and professionally realistic in retaining trees. The assessment of the trees presented in this report has been made using accepted arboricultural techniques. These include a visual examination of all the above ground parts of the tree for structural defects, scars, external indications of decay such as fungal fruiting bodies, evidence of attack by insects, discoloured foliage, the condition of any visible root structures, the degree and direction of lean (if any), the general condition of the trees and the surrounding site, and the proximity of property and people. Except where specifically noted, the trees were not cored, probed or climbed and there was no detailed inspection of the root crowns involving excavations. Notwithstanding the recommendations and conclusions made in this report, it must be recognized that trees are living organisms, and their health and vigour constantly change over time. They are not immune to changes in site conditions or seasonal variations in the weather conditions. While reasonable efforts have been made to ensure that the subject trees are healthy, no guarantees are offered, or implied, that these trees or any of their parts will remain standing. It is both professionally and practically impossible to predict with absolute certainty the behaviour of any single tree or its component parts under all circumstances. Inevitably, a standing tree will always pose some level of risk. Most trees have the potential for failure under adverse weather conditions, and the risk can only be eliminated if the tree is removed. Although every effort has been made to ensure that this assessment is reasonably accurate, the trees should be re assessed periodically. 32 ARBORIST REPORT FOR DEVELOPMENT APPLICATIONS City Planning / Parks, Forestry & Recreation The purpose of this form is to acquire preliminary information respecting trees on private and City property, in order for staff to assess the applicability of City of Toronto tree protection by-laws. City of Toronto by-laws respecting trees provide for the protection of trees situated on both private and City property. Retention and appropriate protection of existing trees is expected to be considered when developing plans and whenever possible, buildings, driveways and utilities are to be diverted around trees.
