Demott, Senio Land Resouce Coodinato DATE: Novembe 10, 2010 RE: Resolution Authoizing the Conveyance of 741 aces +/- in the Distict s Sandlin Bay Tact, Columbia County, Floida, to the United States Govenment, United States Depatment of Agicultue Foest Sevice RECOMMENDATION Subject to public comment that may be eceived, staff ecommends appoval and execution of Resolution and authoizing the Chaiman and Secetay to execute closing documents fo the conveyance of 741 aces ± in the Distict s Sandlin Bay Tact, Columbia County, Floida, to the United States Govenment, United States Depatment of Agicultue Foest Sevice, National Foests in Floida USDA FS). BACKGROUND Section ), Floida Statutes, allows the conveyance of Distict lands to othe units of govenment including the United States Govenment. In accodance with this Section, the Govening Boad is being asked to convey 741 aces +/- to the USDA FS. Since August 2000 the Distict has puchased 15,800 aces in Sandlin Bay and executed a Memoandum of Undestanding MOU) between the Distict and USDA FS fo inteim management and intent to sell 6,600 aces of the popety. Afte an extension of the MOU, the initial 6,600 aces was conveyed. Subsequently, anothe 5,720 aces have been deeded to the USDA FS. Funds fo all the conveyances to USDA FS wee fom the U.S. Govenment and the White Spings Agicultual Chemicals, Inc. WSA) Mitigation funds fo which the Distict has been assigned fiduciay esponsibilities. LAM 2

3 $500,000 fo this conveyance will come fom the U.S. Govenment, and the emaining $55,547 will come fom the WSA Mitigation Funds. It was specifically identified as a potential acquisition to mitigate fo altenative eclamation standads unde mining pemits fo PCS Phosphate. It was the intention of the Govening Boad at the time of acquisition to convey the popety to the USDA Foest Sevice as funds became available fom eithe mitigation o fedeal souces. USDA FS identifies this tact in thei Pinhook Swamp Puchase Unit, which lies between the Okefenokee National Wildlife Refuge and the main body of the Osceola National Foest. INTEREST TO BE CONVEYED: SRWMD acquied a fee-simple inteest by statutoy waanty deed. Fee-simple deed to the 741 aces +/- will be conveyed to the USDA FS. TITLE ISSUES: No title issues PRICE: $750 pe ace fo appoximately $555,550. This is the pice pe ace detemined fom cuent appaisals. ACCESS: Access to the subject popety is via county maintained, Little Suwannee Road a.k.a. Benton Towe Road), east of and intesecting US 441. 12 MEMORANDUM TO: FROM: Govening Boad Joe Flanagan, Diecto of Land Acquisition and Management DATE: Novembe 16, 2010 SUBJECT: Removal of the 47 Runs Pacel fom the Distict List of Suplus Lands RECOMMENDATION Staff ecommends the Govening Boad emove the 15-ace 47 Runs pacel located in Levy County fom the Distict list of suplus lands. BACKGROUND Afte its initial eview of Distict land holdings, the Suplus Lands Committee identified fou candidate pacels to fowad to the Govening Boad fo consideation. On May 13 the Govening Boad declaed these fou pacels as suplus as they wee deemed to be no longe needed fo consevation puposes. The citeia used in making the detemination of no longe needed fo consevation puposes included: ive fontage, floodplain aceage, wetlands aceage, aquife echage, public access and use, and management consideations. As additional infomation has become available egading both the wate esouce attibutes and the public access and use attibutes associated with the 47 Runs tact, the Committee eevaluated its initial detemination and ageed the 47 Runs tact should be ecommended fo etention by the Distict. Fo example, cuent zoning equies at least 20 aces fo one esidential unit. Inceasing the pacel size to comply with this equiement would significantly incease its popotion of wetlands. 15 MEMORANDUM TO: Govening Boad FROM: Joe Flanagan, Diecto of Land Acquisition and Management DATE: Novembe 29, 2010 RE: Resolution Regading the Use of Poceeds fom Suplus Land Sales RECOMMENDATION Staff ecommends appoval and execution of Resolution affiming that all poceeds fom the sale of suplus land be used exclusively fo the acquisition of lands with highe wate esouce value. BACKGROUND As pat of administeing the suplus lands pogam, the Govening Boad suplus lands committee and staff held public meetings. One of the main concens stated by membes of the public duing these meetings was how the Distict would spend money eceived though the sale of Distict lands to pivate landownes. The attached esolution will confim the Govening Boad s intent to use poceeds fom these sales to acquie lands with highe wate esouce value. It will also help put to est the concens that the Distict would use the funds fo othe Distict pogams o geneal administative expenses. gal LAM 15

Land Resouces Manage DATE: Novembe 16, 2010 RE: Ageement with Geenville Timbe Copoation fo Owens Sping Timbe Sale #1 RECOMMENDATION Staff equests authoization fo the Executive Diecto to execute a license to cut timbe with Geenville Timbe Copoation fo the Owens Spings #1 Timbe Sale. Geenville bid $13.23/ton fo pine pulpwood and topwood and $16.23/ton fo pine chip-n-saw. Hadwood will be chipped and emoved at no cost. BACKGROUND The Govening Boad declaed 77 aces of the 474-ace Owens Sping Tact as suplus on July 14, 2009, with instuctions to sell the timbe as a condition of placing the popety on the maket. A equest fo bids fo the Owens Spings #1 Timbe Sale was advetised on the Distict website. This is a thinning opeation on appoximately 163 aces of planted slash pine plantation located in Lafayette County. Hadwood pulpwood and hadwood chips will also be havested and emoved. Ranch Boad of Diectos held thei egula monthly boad meeting on Novembe 4 at the R. O. Ranch Equestian Pak. Fou membes of the public attended the meeting. Majo items discussed by the boad included the pak coodinato position and geneal liability insuance fo the pak. Staff met with the Lafayette County Commission to discuss the oad and paking lot paving. The commissiones ageed to gant the Distict a vaiance and equie that only 11 paking spaces be paved to obtain the final cetificate of occupancy. Staff is meeting with contactos to schedule paving of the paking spaces. McInnis Constuction is pogessing well on the bathhouse. The building is died in and ough installation of the electical and plumbing sevices has been completed by the subcontactos. McInnis is almost complete with the exteio siding, and the inteio walls have been painted. Wate lines ae being installed fom the wells to the visito cente. The ASMEcetified wate tank equied by the Depatment of Envionmental Potection has been eceived, painted and installed. Cews plan to attach the wate lines to the tank this week. Staff issued a equest fo bids fo installation of the septic tanks and dain field fo the bathhouse and dump station. Staff ecommendation and a summay of the bids ae included in a sepaate memo within the Decembe Govening Boad mateials. Constuction of 28 of the 32 campsites is complete. Most of the undegound wiing has been installed, and electical contactos ae cuently installing the distibution panels. The Distict s inmate cew played a lage ole in the ecent installation of one of the lage aluminum culvets unde the entance oad. The cew built two lage plywood boxes to fom the concete footes that will suppot each culvet. Each fom was 4 foot wide by 2.5 foot deep and 50 foot long.
