1 The Lorain Civil Service Commission met in regular session on Tuesday, September 11, 2018 at 5:00 p.m. in Lorain Council Chambers First Floor Lorain City Hall. Present: Victor Takacs, President and Joe Smith, Vice-President, Juanita Senquiz, Secretary, Alex Berki, Superintendent of Black River Wastewater Treatment and Lisa Zamiska, Human Resource Director Rose White DISPOSITION OF MINUTES The President called for the disposition of the Minutes from the July 17 and August 6, 2018 meetings. A motion was made by Mr. Smith and seconded by Mrs. Senquiz to approve the minutes of both the July 17 and August 6, 2018 meetings. Motion carried 3-0. CORRESPONDENCE RECEIVED: Payroll for Lorain City Schools for 8/17/18 and 8/31/18. September issue of HR News Lorain Police Department employee evaluations CORRESPONDENCE SENT: Ltrs. to Mrs. Karen Shawver, City of Lorain Auditor, releasing classified payrolls for 8/17/18 and 8/31/18. Ltr. to Mr. Josh Hill, Treasurer Lorain City Schools, releasing classified payrolls for 8/17/18 and 8/31/18. Ltr. to Mr. Dan Given, Safety /Service Director unanimously approving the request for the two (2) Exceptional appointments of Mr. Thomas Maloy and Mr. Christopher Vazquez to the position of Millwright in Training in the Black River Waste Water Treatment Plant in the Lorain Utilities Department. Ltr. to Mr. Dan Given, Safety /Service Director unanimously approving the request for the Exceptional appointment of Mr. Richard Negron to the position of Assistant Chief Electrician in the Building/Electrical division of the Lorain Building, Housing & Planning Department. Ltr. to Mr. Dan Given, Safety /Service Director unanimously approving the request for the selection a testing company to administer the assessment center portion of the Promotional Assistant Fire Chief exam.

2 Score letters sent to all individuals (8/29/18) that took the Telecommunicator / Information Officer exam (which was given on 8/7/18 and 8/14/180. Score letter sent to the only individual that took the Maintenance Group I / Food Service Truck Driver Group I exam for Lorain City Schools (which was given on 9/6/18). PERSONNEL CORRESPONDENCE: Agenda item #1- Request from Safety / Service Director Dan Given for an OAC 123: (C) appointment to the position of Master Mechanic in the garage division of the City of Lorain Public Property Department. Ms. Lisa Zamiska, Human Resource Director requested for the Commission to suspend the provision of duty that requires competitive testing (pursuant to ORC to ) explaining that the applicant that is being recommended was interviewed and possesses all the necessary certifications, technical skills and experience needed to perform the duties of this position. A motion was made by Mr. Smith and seconded by Mrs. Senquiz to waive the provision of duty which requires competitive testing pursuant to ORC to Motion carried 3-0. Mr. Michael Leopold, Equipment Maintenance Superintendent (fka Garage Superintendent) indicated that eight Mr. Terry Taylor has 5 ASE (National Institute for Automotive Service Excellence) certifications and thirteen years diesel experience in the military and is a highly qualified candidate. On a motion made by Mrs. Senquiz and seconded by Mr. Takacs the request for the Exceptional appointment of Mr. Terry Taylor to the position of Master Mechanic in the garage division of the Lorain Public Property Department was approved. Motion carried 3-0. Agenda item #2 -- Request from Safety Service Director, Dan Given for an OAC 123: (C) appointment to the position of Groundskeeper /Facility Crew Worker in the Landscaping division of the Lorain Utilities Department. Ms. Lisa Zamiska, Human Resource Director requested that the Commission again suspend the provision of duty which requires competitive testing pursuant to ORC to ORC She explained that this applicant went through the interview process and that he had thirty-four years of experience in park maintenance, possessed a Class A CDL, experience as an equipment operator and attended OSU Agricultural Technical institute. A motion was made by Mr. Smith and seconded by Mrs. Senquiz to waive or suspend the provision that requires competitive testing pursuant to ORC to Motion carried 3-0.

3 On a motion made by Mrs. Senquiz and seconded by Mr. Takacs the request for the OAC 123: (C) appointment of Mr. Michael Janosik to the position of Groundskeeper /Facility Crew Worker in the Landscaping division of the Lorain Utilities Department was granted. Motion carried 3-0. Agenda item #3 To establish the eligibility list for the position of Telecommunicator / Information Officer in the Lorain Police Department (exam given August 7 & 14, 2018.) A motion was made by Mr. Takacs and seconded made by Mrs. Senquiz to establish the eligibility list for the position of Telecommunicator / Information Officer (aka Dispatcher) in the Lorain Police Department. Motion carried 2-0. *Additional item to agenda to be considered-- A motion was made by Mr. Smith and seconded by Mr. Takacs to waive the 72-hour rule in order to add an item to the agenda to be considered. Motion carried 2-0. (Commissioner Senquiz abstained from the vote.) A motion was made by Mr. Takacs and seconded by Mr. Smith to establish the eligibility list for the position of Lorain City Schools Maintenance Group I / Food Service Truck Driver Group I. Motion carried 3-0. On a motion made by Mr. Smith and seconded by Mr. Takacs the payrolls for the City of Lorain and the Lorain Board of Education were approved providing they are in accord with standard Civil Service policy and procedures. Motion carried 3-0. On a motion made by Mr. Takacs and seconded by Mrs. Senquiz the next meeting date was scheduled for Tuesday, October 9, 2018 at 5:00 p.m. in Council Chambers. Motion carried 3-0. A motion was made by Mrs. Senquiz and seconded by Mr. Takacs to adjourn the meeting. Motion carried 3-0. Meeting was adjourned at 5:11 p.m. *ALL REQUIREMENTS AND PROCEDURES FOR GIVING NOTICE AND NOTIFICATIONS OF THE MEETING WERE COMPLIED WITH UNDER SECTION OF THE OHIO REVISED CODE.
