1 The Corporation of the Township of Ignace Minutes of the Committee of the Whole Meeting of Council Held Wednesday, July 15, 2009 at 6:00 p.m. in the Multi-Purpose Room. Attending: Mayor Lionel Cloutier Councillor Kimberley Crossley Dianne Loubier Sherrill Musclow John Taddeo Administrator-Treasurer Recording Secretary Wayne Hanchard Yvonne Romas Guests 7 Regrets: Deputy Clerk Sheila Hintz 1. Call to Order. The Meeting was called to order at 6:00 p.m. with Councillor Sherrill Musclow in the Chair. 2. Approval of Agenda. Moved By John Taddeo Seconded By Kimberley Crossley That, We approve the Agenda for this July 15, 2009 Committee of the Whole Meeting with the following additions: 6.1 Operations Committee e) Provincial Park Garbage f) Rezoning Multi-Residential Building 6.2 Fire Services Committee a) Pumper Truck Retest 6.5 Finance Committee h) Healthy Communities Fund Application i) Senior Housing 3. Disclosure Of Pecuniary Interest and the General Nature Thereof. There were no disclosures of pecuniary interest in regard to the Agenda as approved.

2 Page Minutes. Approval of Previous Minutes Minutes of June 24, 2009 Seconded By Dianne Loubier That, We approve the Minutes of June 24, 2009 as amended. Business Arising from Minutes A meeting needs to be arranged with the Plaza Merchants to review the current agreement. A review and report on new construction within the municipality has not yet been completed. A garbage collection tender will be advertised. Councillor Loubier has met with Greg Rickford regarding the Federal project funding and extension for the New Water Treatment Plant and will keep Council updated on any progress. 5. Delegations/Deputations. There were no delegations/deputations for this July 15, 2009 Committee of the Whole Meeting. 6. Reports of Committees Operations Committee a) Grass Cutting Requirements There is a considerable amount of green space that needs to be maintained with limited resources. Priorities must be established. Public Works was directed to research options on changing the green space that requires less maintenance. Action: Public Works Councillor Crossley stated that the curb work could be completed by a volunteer in the community if the supplies are provided. b) AMO re: Tire Plan Council was in agreement that this Tire Plan was an excellent start to a recycling program to divert waste from the waste disposal site. An amended fee schedule by-law will be brought forward to Council upon acceptance and implementation of the program and then the public will be informed of the new program and fees.

Seconded By Dianne Loubier That, We recommend Council participate in the Ontario Tire Stewardship (OTS) as a Generator/and or Collector for used tires. c) Ignace Fitness Club re: Repairs The issues that the Fitness Club are referring to will be addressed with the Arena renovations project. The Architect for the project will be in Ignace tomorrow (July 16) to review the options. The Fitness Club will be informed of the Township s intentions for the repairs. d) Free Household Dumping Bear season is here and Council directs Administration to offer the residents of Ignace free dumping of household waste until further notice to deter bears from entering the community. e) Provincial Parks Garbage It was questioned if the Township receives revenue from the waste that is removed from the Roadside Rest areas. Administration will inquire. f) Rezoning Multi-Residential Administration is instructed to determine what is allowed in this zoning and inform the resident Fire Services Committee Councillor Taddeo informed the Committee that the Pumper Truck did not pass the pressure test. The estimate for the repairs is $15, The Fire Services Committee will have the Pumper Truck retested in Thunder Bay before initiating repairs Economic Development Committee a) Thunder Bay Community Economic Development Commission Economic Development Officer Doug Pronger will be appointed to the Immigration Web Portal Initiative as the Township of Ignace s representative.

4 Page New Water Treatment Facility a) Boil Water Advisory Administration advised the Committee that the water quality is very good the software running the New Water System has technical difficulties during power outages and must be repaired before the Boil Water Advisory is removed. Council must insist ENL attends to the deficiency list. A water meeting is scheduled for Tuesday, July 21 at 1:00 p.m. Councillor Loubier will not be able to attend. Councillor Taddeo will attend. Township representative would like to arrange a meeting with Northern Water Works prior to the Water Meeting. b) Well and Pumping Station Decommissioning Well #1 the fencing and building will remain. Well #2 will be decommissioned. Well #3 will be decommissioned. That, We recommend Council enters into an agreement with LH North Ltd to perform work required for well decommissioning and abandonment. c) Payment Certificate #24 That, We recommend Council approves Payment Certificate #24 in the amount of $241, for the New Water Supply System. d) Kekwanzik Lake Source Protection Administration is instructed to further research options for source protection of Kekwanzik Lake through the Ministry of Natural Resources, Water Shed Management and the Environmental Assessment. e) Taddeo s Garage & Towing re: Encroachment of Property Administration will draft a letter of response for Council s consideration.

5 Page Finance Committee Accounts For period ending July 8, 2009 Moved By Dianne Loubier Seconded By Kimberley Crossley That, We recommend Council approves the Accounts Payable Cheque Register Report dated July 8, 2009 in the amount of $128, a) Infrastructure Funding Update Council/Administration is working hard to secure additional funding for the New Water Supply System through Northern Ontario Heritage Fund Corporation. Greg Rickford is also working on our behalf for additional funding. It was stated that perhaps this is a good time for the Township to obtain low interest loans to proceed with some of these initiatives that will be funded by the provincial and federal governments. b) Ignace Multipurpose Recreation Facility Funding Application Moved By Dianne Loubier That, We recommend Council approves the Northern Ontario Heritage Fund Corporation Funding Application for a new four season recreational facility. c) Meeting with NWMO Attendance Wayne/Doug Councillor Loubier will arrange a meeting for Township representatives with representatives of NWMO while in Ottawa for the AMO conference. d) Royal Canadian Legion Branch 168 re: Taxes Administration is to investigate further the status of the Royal Canadian Legion with Revenue Canada as well as their charitable status. e) Taddeo s Garage & Towing re: Financial Information Administration will respond in writing.

6 Page 6. f) Taddeo s Garage & Towing re: Sewer & Water Billing Administration will respond in writing. g) House of Commons, Standing Committee on Finance re: Pre-Budget Consultations 2009 This is an opportunity for Council to submit input to the budget. Administration is to prepare a brief for Council s consideration. The brief must be submitted by August 14, h) Healthy Communities Fund Application That, Seconded By Dianne Loubier We recommend Council approves the Township of Ignace to take the lead in a partnership to apply for funding to the Ministry of Health Promotions Healthy Communities Fund. i) Senior Housing Councillor Loubier updated the Committee on the Kenora District Services Board regarding senior housing. Administration is to request a Local Needs Survey with the KDSB. Business Arising From Other Committees a) Ignace Police Services Board RIDE Program Councillor Crossley informed the Committee that the Township lost the Ride Grant Program due to not having a signed contract. Council would like this decision in writing. There is a Police Services Board meeting next week and all of Council is invited to attend. b) Township of Ignace Official Plan A Public Meeting will be held Council would like to receive a copy to the proposed Official Plan. c) Youth Treatment Facility Council would like to move forward with this initiative. Administration will draft a letter of interest Human Resource & Labour Relations a) CUPE Negotiations Administrator Treasurer, Councillors Taddeo and Loubier will arrange a meeting with CUPE representative to negotiate the contract.

7 Page Community Adjustment Committee a) Extension Renewal Request That, We recommend Council approves submitting a request to the Ministry of Training, Colleges and Universities for an extension of up to one year for the Community Adjustment Program as recommended by the Committee of the Whole Reports of Municipal Officers a) AMO Conference Delegation Requests and Topics Administration will develop briefing for various Ministries that Council has identified a need to discuss local concerns. 7. Petitions: There were no Petitions for this July 15, 2009 Committee of the Whole Meeting of Council. 8. Resolutions: There were no Resolutions for this July 15, 2009 Committee of the Whole Meeting of Council. 9. Questions From The Public: Comment was received regarding the Royal Canadian Legion charity status. 10.
