2 Regular Meeting August 27, 2018 The regular meeting of City Council was held this date in City Hall Council Chambers at 6:00 pm. In attendance were Mayor Terence Roberts, Mayor Pro Tem Thompson, Council Members John Roberts, Laughridge, Stewart, Chapman, Harbin, Newton and Jeff Roberts. Also in attendance were City Manager, Linda McConnell; Assistant City Manager, David McCuen; Finance Director, Margot Martin; and City Attorney, Frankie McClain. The invocation was given by Councilman Newton and respect to the flag was given by Councilman Chapman. APPROVAL OF MINUTES A motion by Councilman Newton seconded by Councilman Laughridge carried unanimously (9-0) to approve the minutes of August 13, 2018 meeting as presented. REQUEST SECOND READING OF ORDINANCE TO REZONE AND EDGEWOOD AVENUE FROM R-5 SINGLE FAMILY TO RM-18 MULTI-FAMILY City Manager, Linda McConnell said the applicant proposes to rezone the existing multi-family dwellings to RM-18, Multi-Family Residential in order to bring them into zoning compliance. According to the applicant, this is needed for lending purposes from the bank. When the multifamily dwellings were constructed years ago, the property was zoned for multi-family uses, but the area was changed to R-5, Single-Family Residential in 1998 when the Zoning Ordinance went through a major revision. Therefore, the multi-family dwellings are currently non-conforming uses. The City Council approved this request on first reading at the August 13 th meeting and the Planning Commission also recommended approval. A motion by Councilman Laughridge seconded by Mayor Pro Tem Thompson carried unanimously (9-0) to approve of Ordinance to rezone and Edgewood Avenue from R-5 Single-Family to RM-18 Multi-Family on Second Reading. 3 REQUEST CONSIDERATION OF APPOINTMENTS TO THE ACCOMMODATIONS TAX (ATAX) ADVISORY COMMITTEE City Manager, Linda McConnell said the ATAX Advisory Committee has three positions/terms of members to address: Vacant (hospitality/lodging) term expired for Cindy Suttles and she has agreed to continue to serve another 4-year term. Vacant (at-large) term expired for Summer Fredette and she has agreed to continue to serve another 4-year term. Vacant (at-large) term expired for Chris Glenn and staff recommends replacement by Reggie Hawthorne. The other four members that serve on this committee are Rebekah Peurifoy (hospitality/lodging), Vickie Culler (cultural), Shelton Pace (hospitality/restaurant), and John Doolittle (hospitality/restaurant). The staff recommends appointments/reappointments as indicated above with terms through December 31, A motion by Councilman Harbin seconded by Councilman Laughridge carried unanimously (9-0) to reappoint Cindy Suttles and Summer Fredette, and also appoint Reggie Hawthorne to the Accommodations Tax (ATAX) Advisory Committee serving terms through December 31, REQUEST CONSIDERATION OF APPOINTMENTS TO THE ANDERSON COUNTY CONVENTION AND VISTORS BUREAU BOARD City Manager, Linda McConnell said the Convention & Visitors Bureau was established under the umbrella of Innovate Anderson. Innovate Anderson s long-term goal when establishing the CVB was to develop it and then transition it to a stand-alone entity, separate from Innovate Anderson. The Anderson County Convention & Visitors Bureau (ACCVB), Visit Anderson, has completed this transition. The ACCVB has a Board of Directors. The City of Anderson plans to contribute to the ACCCVB/Visit Anderson to promote and support tourism in Anderson County from the City s Accommodations Tax collections, a part of which must be allocated to the designated tourism entity. As part of this participation, Bobby Beville, Division Director for the City Parks & Recreation is serving on the Board of the ACCVB; additionally, the City is appointing two people from the hospitality/lodging industry to serve on Council Meeting 8/27/2018 2

4 the ACCVB representing the City of Anderson. Bill Nikas and Shelby Clardy are willing to serve on this Board representing the City from the hospitality/lodging industry sector. A motion by Councilman Laughridge seconded by Councilman John Roberts carried unanimously (9-0) to appoint Bill Nikas and Shelby Clardy to the Anderson County Convention and Visitors Bureau Board as representatives from the hospitality/lodging industry. ADMINISTRATIVE BRIEFING UPCOMING EVENTS City Manager, Linda McConnell reminded Council of the following upcoming events and all meetings in September September 2 nd Celebrate Anderson September 3 rd City Offices closed for Labor Day September 11 th Sounds in the Park Carolina Wren Park September 13 th Anderson County Municipal Association EXECUTIVE SESSION A motion by Mayor Pro Tem Thompson seconded by Councilman John Roberts carried (9-0) to move into Executive Session to discuss: Section (a)(2) Discussion of negotiations incident to proposed contractual arrangements with Anderson University. Section (a)(2) Discussion of legal advice regarding Winn v. Scott and the City of Anderson. A motion by Councilman Laughridge seconded by Councilman John Roberts carried unanimously (9-0) to move out of Executive Session. Council Meeting 8/27/2018 3

6 Date: September 10, 2018 Agenda Item No: B-1 Title/Description: New Business City of Anderson Council Agenda Request consideration of a contract for the Continuing Sewer Assessment Program Year Two. Executive Summary: Background: In June 2014, the City began to develop several CMOM programs with the goal to eliminate all discharges of untreated wastewater known as Sanitary Sewer Overflows. One of the programs involves assessing the sewer system using various techniques. The goal of this program is to assess 10% of the system each year. On average, this equates to 27 miles of sewer line and over 600 manholes each year. Plans include CCTV assessment of approximately 13.5 miles of gravity sewer and 550 manholes as well as zoom camera assessment of approximately 5 miles of gravity sewer. The assessment data is used to prioritize future capital projects under the Infrastructure Rehabilitation Program. The City received bids on August 7, 2018 with interest from 4 bidders. A summary of the bids are as follows: Bidder Amount Location Pipetek Infrastructure Services, LLC $247, Taylor, MI Hydrostructures, P.A. $281, Pittsboro, NC VacVision Environmental, LLC $325, Greenville, SC Compliance Envirosystems, LLC $357, Atlanta, GA Our wastewater department crews will perform the balance of the required 10% assessment using CCTV, SLRAT, and smoke testing techniques. Benefit: Moving forward with this project will allow the City to meet the goals of the CMOM programs. Funding: The Continuing Sewer Assessment Program is funded in the FY19 Sewer Lines budget. Recommendation: Approve this assessment contract with Pipetek Infrastructure Services, LLC in the amount of $247, Action Requested: _X General Approval
