1 Page 1 of 8 The regular meeting of the Council of the Township of Armour was held on Tuesday, at 7:06 p.m. Those in attendance were: Reeve Bob MacPhail, Councillors, Rod Blakelock, Jerry Brandt, Marty Corcoran, Pat Hayes; Delegates, Bob Gray, Peter Hall, Doug Weddel, Barb Marlow, Staff Sergeant, Detachment Commander Whalley; Staff, Keith McCoy, Road Supervisor, Wendy Whitwell, Clerk Administrator and Melinda Torrance, Deputy Clerk. CONFIRMATION OF THE OF THE PREVIOUS MEETING The minutes of the regular meeting March 13, 2012 were approved as circulated. The minutes of the closed session January 24, 2012 were approved as circulated. DECLARATION OF PECUNIARY INTEREST: None DELEGATIONS: Keith McCoy, Road Supervisor attended to discuss the following: - Keith is in contact with Tracks & Wheels to remove the transmission on the brusher - Tracks & Wheels will take the transmission out at the Municipal Garage and take to North Bay where they will take a look at the issues at which point they will advise Keith of the status and price for the repairs required. Bob Gray & Peter Hall attended to discuss the following: - Bob reported on the Burk`s Falls Jamboree and that there was an excellent turnout with approximately 300 people at the gate. - $1,800 was raised and donated to the hospital foundation. - All in all, the Jamboree was a great success with no major complaints. - A request for another donation for the 2012 Jamboree from council in the amount of $500 was approved by resolution. - Bob Gray and Peter Hall thanked council for their support. Bob Hall & Barb Marlow attended to discuss the following: - Bob reported on the Burk`s Falls, Armour and Ryerson Winterfest and read a letter of thanks to council for their support. - 2 new additions of candy floss and bed race were a big success; both events will be back in Barb Marlow submitted a financial statement from the Winterfest for ; the end balance was a surplus of $1, Doug Weddel & Barb Marlow attended to discuss the following: - Doug Weddel, Councillor from the Township of Ryerson spoke to council to discuss sharing a grader, and was also seeking input and ideas from other municipalities to see if sharing a grader is feasible. - Some ideas put forward were: a purchase agreement for a new grader between the townships, contracting services out or a monetary agreement with Armour Township maintaining all roads within Ryerson Township. - Ryerson has 100 kilometres of soft top roads within their township and that 500 hours are spent grading these road. - Keith McCoy stated that Armour`s grader has been out every day and that usage in hours is being tracked to determine if Armour would be able to provide any service with the current grader to assist in Ryerson township. No decisions reached, further discussions will be required. - Doug Weddell also spoke to council about MTO compliance on equipment. Staff Sergeant, Detachment Commander Whalley attended to discuss the following: - Report on the Business Plan Review for 2011 and a copy of the completed plan will be provided. - Report on the 2011 Calls for Service and that the rate of crime has decreased. - Staff Sergeant Whalley was questioned about the incident of snowmobilers/atv s at Doe Lake Park; Staff Sergeant Whalley did not know the particulars but will be providing information relating to this matter. - OPP will be moved into the new building by 08:00 on May 29, 2012.

2 - Council was thanked for allowing the OPP to use Council Chambers. APPLICATIONS: - Zoning By-law Amendment - Zoning by-law amendment application submitted by Sitter and Webb, Lot 27, Concession 14, 1537 Pevensey Road; resolution authorizing the planner, Robert Miller to draft the amendment, was approved. BY-LAWS: - By-law # , being a by-law to confirm the proceedings of council was read a first, second and third time. REPORTS: - Fire Board, Bob reported - AHHC, Jerry reported - Arena, Pat reported - Library, Rod reported - Steering, Jerry reported - Katrine Community Centre list of Board of Directors for 2012 with contact information and Treasurer s Report for February 2012 provided. - AMCTO Zone 7, staff report Clerk authorized to close the Municipal Office and register staff to attend workshop on May 3 & 4, CORRESPONDENCE: - Request of support from The Corporation of the Township of Havelock-Belmont- Methuen regarding the Ontario Wildlife Damage Compensation Program, supported by resolution. - Request to adopt a Recommendation from the Town of Halton Hills regarding Exemption from Taxation Royal Canadian Legion, supported by resolution. - Request of support from the Municipality of Clarington for a Moratorium on Wind Turbines, supported by resolution. - Request of support from the Town of Penetanguishene regarding Payment in Lieu of Taxes for Heads and Beds, supported by resolution. - Request of support from Claude Gravelle, M.P. for Nickel Belt to pass a resolution in support of Keeping Northern Ontario s Federal Ridings at No Less than 10, supported by resolution. - Invitation from the District of Parry Sound Municipal Association, Spring Association Meeting being held on Friday, April 27, 2012, available Council members and two staff will be attending, supported by resolution. - Request from Almaguin Highlands Secondary School for donation, supported by resolution. - Request from Burk s Falls Figure Skating Club for donation, supported by resolution. - Letter from OPP announcing that the Contract Policing Section is now the Municipal Policing Bureau. - AMCTO letter providing input on the 2012 Ontario budget in Helping Ontario Achieve its Budgets Goals - News Release announcing Local Committee Set to Receive Nominations for Queen s Diamond Jubilee Medals. 3 Page 3 of 8 - The Parry Sound District Office of the Ontario MNR has reviewed and approved the Westwind Forest Stewardship Inc. April 2, 2010 March 31, 2013 Annual Work Schedule for the French Severn Forest. - The Association of Municipalities of Ontario provided its 2012 Pre-Budget Submission to the Finance Minister, Municipal Affairs Minister and members of the Ontario Legislature s Standing Committee on Finance and Economic Affairs and provided key highlights of the submission. - Memo from Conservation Ontario regarding Ontario Flood Terminology Review Update. - Office of the Auditor General of Ontario Releases Special Report on Ornge Air Ambulance and Related Services: Potential Impacts for Municipal Land Ambulance Services. - Letter from the Ministry of Community Safety and Correctional Services congratulating our municipality for completing the mandatory emergency management program. UNFINISHED BUSINESS: - Registration for Keith McCoy to attend workshop in Soils and Pavements, supported by resolution. - Armour discussion regarding municipal restructuring. A majority of council members are willing to discuss this with open minds; further discussion will take place at a later date. Next TRI Committee meeting is scheduled for April 30, 2012, Ryerson to host. NEW BUSINESS: - Council reviewed and discussed the 2012 Proposed Budget, 2011 Surplus, Fire Agreement and JHSC meeting, no decisions were made. - The 2012 Annual Emergency Preparedness Training taking place on April 17, 2012 will be attended by available council members and staff. - TRI R Committee Landfill and Recycling Budget reviewed. - Health and Safety Certification Training will be taking place for one staff member, supported by resolution. - Doe Lake Beach staff report reviewed and discussed with Staff Sergeant Whalley. He will be providing a follow-up report. - List of correspondence received and not on the agenda. RESOLUTIONS: - Moved by Marty Corcoran, Seconded by Rod Blakelock, That the Council of the Township of Armour hereby approve the minutes of the regular meeting held on March 13, 2012, as circulated. Carried - Moved by Rod Blakelock, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby approve the minutes of the closed meeting held on January 24, 2012, as circulated. Carried - Moved by Rod Blakelock, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby approve the promotion of Keith McCoy from Acting Road Supervisor to Road Supervisor with a probationary period beginning on January 21, 2012 to December 31, The wage rate is to remain the same. Carried - Moved by Jerry Brandt, Seconded by Marty Corcoran, That the Council of the Township of Armour approve a donation in the amount of $ for the 2012 Burk s Falls Jamboree. Carried

Carried - Moved by Marty Corcoran, Seconded by Jerry Brandt, That By-law # be read a third time, signed and the seal of the Corporation affixed thereto and finally passed in open Council this 27th day of March, Carried - Moved by Marty Corcoran, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby accept the Armour, Ryerson and Burk s Falls Arena Committee Policy of Employment as recommended and adopted by the Board, effective January 1, Carried - Moved by Jerry Brandt, Seconded by Marty Corcoran, That the Council of the Township of Armour hereby support the Armour, Ryerson and Burk s Falls Memorial Community Centre and Arena Committee entering into an agreement with Winning Techniques as presented to Council for years Carried - Moved by Marty Corcoran, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby authorize the closing of the Municipal Office and registration of all staff in the amount of $95.00 per person to attend the AMCTO Zone 7 workshop for May 3 & 4, Carried - Moved by Marty Corcoran, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby support the motion from the Township of Havelock- Belmont-Methuen that the Minister of Agriculture, Food and Rural Affairs is asked to reconsider the eligibility requirement that all applicants must have a valid Farm Business Registration Number, with the intent to enable financial assistance similar to the previous program to a wider array of livestock producers whose livestock have been injured or killed as a result of Wildlife. Carried - Moved by Marty Corcoran, Seconded by Jerry Brandt, That the Council of the Township of Armour hereby support the recommendation regarding Exemption from Taxation Royal Canadian Legion. THAT Report No. CS dated January 23, 2012 regarding the Exemption from Taxation Royal Canadian Legion be received; AND FURTHER THAT Staff be authorized to prepare a by law exempting the lands and buildings of the Royal Canadian Legion Branches 120 and 197 from local taxes for a period of ten years commencing on 2012; AND FURTHER THAT Staff request the Region of Halton to pass a similar by law exempting the Royal Canadian Legion Branches in Halton Hills from regional taxes; AND FURTHER THAT the Council for the Town of Halton requests the province to exempt all Legion Halls in Ontario from Property Tax Rolls within the Province of Ontario; and AND FURTHER THAT the Province contribute back to affected municipalities a Payment in Lieu of Taxes (PILT) for their Legion Halls that are eligible for a tax exemption. 5 - Moved by Rod Blakelock, Seconded by Pat Hayes, That the Council of the Township of Armour hereby support the following resolution from the Municipality of Clarington. WHEREAS the Ontario Federation of Agriculture which is Ontario s largest farm organization has asked Premier McGuinty and the Provincial government to suspend the building of Industrial Wind Turbines across the province as of January 20, 2012; WHEREAS dozens of municipalities across this province have repeatedly asked for a moratorium on the construction of Industrial Wind Turbines until questions such as health concerns of people living in proximity to the Industrial Wind Turbines, proper setbacks of Industrial Wind Turbines, devaluation of neighbouring properties, decimation of the rural landscape, and destruction of wildlife habitats are properly studied and addressed; WHEREAS many of these municipalities have asked for the province to hand back the planning authority of Industrial Wind Turbines, but to no avail; and WHEREAS the Ontario Auditor General has even tried to explain to this government the serious errors being made under the Green Energy Act with regards to more jobs being lost than created, the consumer and taxpayer subsidizing the Industrial Wind Turbine projects to create huge profits for large off shore companies while making electricity very expensive for the citizens of this province, of the implications of decommissioning Industrial Wind Turbines twenty years from now; and NOW THEREFORE BE IT RESOLVED THAT the Municipality of Clarington, along with all other municipalities across this province who share these concerns regarding the damaging and devastating repercussions within our communities, hereby request that the Premier invoke an immediate moratorium of one year, with yearly extensions as required on the construction of Industrial Wind Turbines within the Province of Ontario until the concerns noted above are properly studied and addressed. Carried - Moved by Rod Blakelock, Seconded by Pat Hayes, That the Council of the Township of Armour hereby support the following motion from the Town of Penetanguishene for Payment in Lieu of Taxes for Heads and Beds. Therefore be it resolved that the Town of Penetanguishene calls on the government of the Province of Ontario to include in the budget now being prepared an increase to the payments in lieu of taxes; and Further be it resolved that the Town of Penetanguishene calls on the Province of Ontario to meet with the host municipalities for the purpose of reviewing the basis for payments in lieu of taxes, and determining a stable foundation going forward for those payments that meets associated costs prior to the 2012 budget cycle. Carried - Moved by Rod Blakelock, Seconded by Pat Hayes, That the Corporation of the Township of Armour hereby support the resolution of Keeping Northern Ontario s Federal Ridings at No Less than 10. WHEREAS any readjustment of the boundaries of an electoral district must respect the principle of fair representation, and the inhabitants of Northern Ontario are entitled to be governed by that principle; WHEREAS electoral boundaries commissions, in determining boundaries, do not only consider the average population per electoral district but also give weight to historical, geographic, linguistic (Franco Ontarien population) and democratic factors and principles; Page 5 of 8

6 WHEREAS it is important that the electoral districts in remote northern and rural regions, because of their low population density and extreme weather conditions, must have reasonable dimensions in order to ensure the fair representation of the inhabitants of those regions; AND WHEREAS the northern part of Ontario is greater in geographic size than every other province and territory except for Quebec and British Columbia; THIS Municipality of the Township of Armour supports the Electoral Boundaries Readjustment Act introduced in the House of Commons by Nickel Belt MP Claude Gravelle that includes broad support across the north and across partisan lines; and WE support the electoral districts in Northern Ontario being no less than 10 and that Northern Ontario means the geographic area comprising the following ten current electoral districts: Algoma Manitoulin Kapuskasing; Kenora; Nickel Belt; Nipissing Timiskaming; Parry Sound Muskoka; Sault Ste. Marie; Sudbury; Thunder Bay Rainy River; Thunder Bay Superior North; and Timmins James Bay. Carried Township of Armour authorize the registration of two council and two staff to attend the Spring District of Parry Sound Municipal Association Meeting. Carried - Moved by Rod Blakelock, Seconded by Pat Hayes, WHEREAS John Vanthof, M.P.P. Timiskaming-Cochrane, submitted a motion to the House that a committee of the Legislative Assembly, with authority to meet at the call of the Chair, should be established as follows: That the membership of the committee be comprised of every member of the Legislative Assembly whose electoral district lies north of the French River; and That the committee be empowered to consider and report to the House, its observations, opinions and recommendations on all policies and legislation of the province that directly impact northern Ontario; and To which any bills whose principal focus and impact affect northern Ontario may be referred. ; AND WHEREAS the District of Parry Sound IS in Northern Ontario and IS part of the electoral district of Parry Sound Muskoka; AND WHEREAS Parry Sound District municipalities and their residents share the common socio-economic demographics and issues facing all the other northern electoral ridings including: 1. Lack of access to health care 2. Aging Population 3. Significant travel distances - large geographical area. 4. Limited industrial base 5. On the Canadian Shield 6. Concern over levels of education 7. Parry Sound District has the LOWEST median household income of $50,921. In comparison: Algoma (Manitoulin) $58,843.; Atikokan $66,434.; Kenora 59,493.; North Bay 59,900.; Sault Ste. Marie $63,377.; Sudbury $57,008.; Timmins $69,800.; Timiskaming $55,555.; Thunder Bay $68,926. (2006 Statistics Canada) Page 6 of 8

7 8. Parry Sound District is part of Northern Ontario for provincial funding programs and federal programs 9. There are Five First Nations in the District of Parry Sound 10. There are numerous unorganized territories 11. Increased cost of living (i.e. higher electrical, heating and transportation costs) 12. Lack of growth, jobs and educational opportunities 13. Is a member of the Federation of Northern Ontario Municipalities; AND WHEREAS there are numerous references which recognize Parry Sound District as being in Northern Ontario including: media recognition of the Riding s place in the recent Provincial election results for the eleven ridings which make up Northern Ontario Municipalities (CBC News October 6, 2011); and many provincially/federally funded reports refer to the Riding as being in Northern Ontario: Agricultural Economic Impact Study, Economic Cage Study, Ontario Environmental Farm Plan, Industry Canada s Exporting in Northern Ontario ; Bill 214 and the Representation Act of 2005 affirm the Riding as one of the eleven Northern Electoral Districts; Ontario Ministry of Finance in its application of the Northern Ontario Energy Credit Program; Northern Ontario Travel Snowmobiling; Northern Ontario School of Medicine allocation of one of its 13 local NOSM Groups (LNGs); Health Travel grants; Vehicle Licensing; Northern Ontario Growth Plan; Northern Ontario Service Deliverers Association; Centre for Addiction and Mental Health; the North East LHIN; the Northern Ontario Waste Diversion Study April 2006, to list a few; AND WHEREAS the municipalities in the District of Parry Sound Municipal Association support the principle of the Northern Ontario Committee and believe that there is strength in numbers. Therefore, Parry Sound Muskoka Riding should be included in the Committee to provide a strong, united northern voice; NOW THEREFORE BE IT RESOLVED THAT the Municipalities in the District of Parry Sound Municipal Association strongly recommend that Mr. Vanthof amend the Private Members Bill to correct the boundary of Northern Ontario, and include Norm Miller, M.P.P. for the riding of Parry Sound Muskoka on the Committee; AND FURTHER THAT this resolution be sent to John Vanthof, M.P.P. Timiskaming-Cochrane with copies to: the Northern Ontario M.P.P.s: Sarah Campbell Kenora-Rainy River, Hon. Michael Gravelle Thunder Bay-Superior North, Bill Mauro Thunder Bay-Atikokan, Gilles Bisson Timmins-James Bay, Michael Mantha Algoma-Manitoulin, Hon Rick Bartolucci Sudbury & Minister of Northern Development, Mines and Forest, David Orazietti Sault Ste. Carried - Moved by Rod Blakelock, Seconded by Pat Hayes, That the Council of the Township of Armour hereby approve the registration of Melinda Torrance to attend the Health & Safety Certification Training in Ajax, ON on May 28, 29 & 30 and agree to cover the cost of training in the amount of $495.00, and any out of pocket expenses related to same. Carried - Moved by Pat Hayes, Seconded by Rod Blakelock, Whereas Alison McGregor has successfully completed a three month probationary period. Now therefore the Council of the Township of Armour confirm Alison McGregor to be a permanent employee and eligible for the employee benefit program. Carried Township of Armour hereby adjourn this regular council meeting at 10:43 p.m. until the next regular council meeting scheduled for April 10, 2012, or at the call of the Reeve.
