This is a set of instructions on how to form an assembly. FIRST STEP - COMMUNICATIONS All human beings have the fundamental right to communicate in whatever form they choose. Whether it is in hand signals, symbols, verbal communication, or other form, this is where the right of free speech was derived. A: Three human beings start to communicate with each other. One says, I would like to start communicating with more people at once. This is called an assembly. The right to peaceably assemble, it is a basic human right. So the communication which was the first thing needed to start the second step, assemble. SECOND STEP - ASSEMBLE B: The three people all agree to assemble and keep a record of what is communicated while assembled. The record is called Minutes of the Meeting. The three people hold an election to vote on which one of the three people are trust worthy enough to keep the records without changing the wording of any given record to change its intent. The election is held and one is voted to keep the record s which is called a records keeper or scribe or registrar. This is a condition of trust from all assembly members. Trust is granted to one of the people to hold and store the records which also serve as a office of peaceful settlement of disputes. If two are arguing over what the other said, they go to the records keeper to settle the matter, peacefully. The records keeper always keep the date and time, time is the essence of all existence. The initial minutes should end with: I hereby ordain the existence of this assembly in the name of...god and that brings their religious venue into existence with the assembly. 2 THIRD STEP - CONDITIONS OF MEMBERSHIP C: Once the records keeper is elected, now everyone has to agree on the conditions of membership in the assembly. A: Is it a woman s assembly? B: Is it a sports assembly? C: Is it a general assembly? Since these instructions are for those that are seeking political status, we will discuss the General Assembly type of assembly. CURRENT CONDITION: Many people have a status of State resident which is missing the word alien. So when those words are put together we have a resident alien. A resident alien is someone that is alien to any country, basically stateless with legal standing as a resident without a country. This condition needs to change because those with a legal recorded status as Citizen or National are using the resident aliens to pay for their projects. Resident aliens are being used as surety and being held responsible for the debts of others. The General Post Office has found a way to reverse this situation that is perfectly legal all over the world. It is called a resident declaration. Verified resident declarations cannot be overturned in any court no matter the court, resident declarations are absolute. However, venue and jurisdiction is very important when deciding to perform a resident declaration. The next step is to find an address that does not trespass on the existing political parties. The address everyone has at the moment belongs to other political parties but one: It is called a Natural Area Code or NAC: The NAC code can be found here: Scroll all the way down to the bottom of the page where a resident declaration online form is available and all of the details are on the page as to who, what, when, where and why. 3 FIFTH STEP - NOTICE E: Whenever people come together in assembly, usually what they are talking about will affect all members of that American Society. Public notice of its existence is required otherwise risk being labeled a secret society. Public Notice in the newspaper is required of the name of the assembly, the seal (logo) of the assembly, possible flag, and its purpose. Names can include but not limited to: The (county name) Assembly. Now wait for anyone to object to its existence. If no one has any good cause why the assembly should not exist, then the assembly has been legally established. Assemblies can be registered here which starts the publication process: SIXTH STEP - RULES F: When a lot of people assemble, there needs to be a set of rules that everyone will abide by, it is also sometimes called a code. The acceptable form of setting rules is called a Home Rule Charter (HRC). An HRC is a set of rules and establishes the office held and the responsibilities of those offices. In other words, the assembly grants certain responsibilities to certain offices that everyone is ultimately responsible for in the first place. These offices are called offices of trust. Examples: Governor of the assembly, deputy governor, Secretary, Treasurer, records keeper, office of foreign affairs, Head of Security, Chamber of Commerce for businesses, etc Once the charter is signed by all assembly members and published, everyone has formed a body politic which creates a political party. The charter also sets the metes and bounds of the assembly, usually within the county which will push the city limits back to the original city limits. The people stopped assembling so the cities started expanding their metes and bounds as an overlay survey all the way to the county lines. This political boundary removed all power from the original office of the sheriff and the Sheriff s office started working for the cities thereby rendering the protection of the people useless. The main qualification that is recognized all over the world is an oath or affirmation of allegiance to the Home Rule Charter and The United States of America where any assembly member is claiming a Nationality. SEVENTH STEP G: The body politic is going to need trade and commerce. That is where the Government of The United States of America comes in to assist all assemblies formed within The United States of America. The Government of The United States of America is formed specifically as a full service Government that issues, debt free, interest free, tax free International and National currency that does not restrict each body politic and its currency to one county. Those assemblies will be able to trade all over the country through the Public Bank of the Government of The United States of America. The General Post Office also has jurisdiction over the NAC codes for future mail delivery. The Government of The United States of America has a newspaper that can establish all of the assemblies, assembly newspapers, church s by publication, and political parties to get the assemblies started. There are many services available to get the assembly on its feet and teach itself to self govern under the human right of self determination. This concludes the basics on how to get an assembly working and stable. Once the assembly becomes self aware of its authority and can handle its power in a responsible manner, mainly being able to fulfill its agreements, the sky is the limit on the peace it can create.
