7 Project Background Milestone History 2006 PacifiCorp s license expires 2010: Parties agree to KBRA and KHSA 2012: Draft EIS/R by Bureau of Reclamation 2015: KBRA didn t pass Congress within time constraints 2016: Parties sign amended KHSA and KRRC forms 7

8 Project Background KRRC Details KRRC Launched in July 2016 Governance, IRS filings, banking, budgets, etc. 16 Board members were appointed KRRC Leadership CEO Mark Bransom COO Laura Hazlett Board President Lester Snow The Board is actively engaged 16 Board meetings held since summer 2016 Bi-weekly coordination calls with state representatives & PacifiCorp KRRC is funded Funding agreements with OPUC & CPUC; CA Bond funds 8

9 Project Background Recent Work - Regulatory 1. SWRCB processing 401 Certification. Triggers CEQA process. Working toward late spring public draft. Mid-to-late 2019 final. FERC processing transfer & surrender orders. a) FERC is federal NEPA lead b) June Filing of AIR Responses and Definite Plan c) Board of Consultants to start reviews in September Draft WQ certifications issued by CA SWRCB and OR DEQ 3. Other permit agency coordination ongoing (e.g. USACE Section 404, etc.) 9

29 SOQ Submittal Requirements 1. When RFQ is issued, register your Proposal Manager 2. RFQ questions will receive responses if submitted by deadline 3. During RFQ - No communication with KRRC, PacifiCorp, project consultants, FERC employee or elected official regarding the procurement process 4. Do not enter private property 29

In Statement of Qualifications, Respondent s team must include and identify: Lead design entity Lead construction entity Lead river restoration design entity Lead habitat restoration design entity 2. Respondent may identify liability transfer corporation and specialty construction contractors 3. Most firms/individuals involved in early project development will not be allowed to participate 30

31 SOQ Submittal Requirements 1. Local & Tribal Participation goal is 10% of project cost 5% goal for local participation 5% goal for local tribal participation 2. RFQ will evaluate Respondents on their previous success in meeting similar local/tribal programs. 3. RFP will evaluate Proposers on how their cost proposal meets these goals how they intend to monitor & report progress to goals Local means counties of Klamath, Siskiyou, Del Norte, Humboldt, Jackson, Josephine, Douglas, Lake, Trinity, Shasta, Tehama and Modoc. Particular preference given to counties of Klamath, Siskiyou, Del Norte and Humboldt. 31

32 SOQ Submittal Requirements 1. Both SOQ & RFP Proposal must state work: Self performed by named lead team members Competitively bid as part of GMP for Phase 2 Services 2. Self performed work: Cost basis will be checked against marketplace Open book 3. Options for incentivizing contractor are under investigation 32
