Net gain of 110 parking places. Gulf Coast Center, a nonprofit mental health transport agency, is supported by the United Way. Who is really on the hook here? The residents of Kemah. NO federal or local grants for the $ 9,125,000 needed to purchase buses and trolleys to run the Kemah Bus Line. This is not part of Metro. Table 9.5. NO federal or local grants for $ 995,813 in the projected Operating Cost (Loss) just on the Kemah Bus Line for the first 5 years. See Table 9.10 NO federal or local grants for the $ 759,200 in Operating Cost (Loss) for Trolley Car service to the Boardwalk for the first 5 years with NO revenue component. Table 9.9. NO federal or local grants for $ 555,900 5-Yr. Average Total Annual Operating Cost (Loss). Estimated LOSSES per Table 9.1. $ 414,000 annual revenue assumption on the Park & Ride Garage would require a 1000% increase in demand for this parking lot location. That is 69,000 extra cars a year at $ 6.00 per car. The School House Lot is only used on Friday and Saturday. The Kemah Park & Ride Garage would have to sell out 138 nights to produce that kind of money. That is a sell out for every Friday and Saturday plus another 34 nights during the year. Summary: For $ 250,000, you can move the School House to another location, reconfigure that block and Harris Street to hold a minimum of 390 cars at a cost of $ per parking space. NET GAIN OF 110 Parking Places. Page 9-1 of the Master Plan: The estimated capital costs for the Kemah Intermodal Terminal/Parking Facility are $ 24,422,612.

Matt Wiggins sends demand letter to Mayor and City Council to put the Parking Garage vote on the agenda so the election process can start. City Attorney Dick Gregg and Mayor Carl Joiner state that they have never seen the Protest Petition. Matt Wiggins addresses Kemah City Council about putting the Parking Garage on the ballot for a vote by the citizens of Kemah. Resolution KPFTC authorizing payments from KPFTC to GCC for New City Hall. Resolution Appropriating $ 1,500, for a new City Hall. 3 August 6, 2014 August, 2014 Date of Ground Lease between KPFC and GCC. Signed in December, Citizen Petition with 48 names delivered to City Secretary at a City Council meeting by Council Member Robin Collins. City Secretary hands the Protest Petition to City Administrator Rick Beverlin. The original Protest Petition disappears. City Attorney not notified. Texas Statutes - Section : PROTEST PETITION (a) A protest petition must object to the adoption of the ordinance creating an authority and request that the ordinance be submitted to the voters of the municipality. It must be signed by a number of registered voters of the municipality equal to at least 10 percent of the number of votes cast at the most recent general municipal election. (b) If a petition is filed, the municipality must determine whether the petition is valid within 10 days after the date of filing. (c) The governing body of the municipality shall call an election to submit the ordinance to a vote on the next uniform election date authorized by Chapter 41, Election Code, that occurs more than 30 days after the date the municipality verifies the petition is valid. (d) If a majority of the votes cast at the election are in favor of the ordinance, it takes effect on the certification of the results. If a majority of the votes cast are against the ordinance, it does not take effect. July 31, 2014 May, 2014 October 16, 2013 Development and Facilities Agreement between KPFTC and GCC draft agreement with effective date being in No fully executed copy has been produced after PIA request. 294 Voters cast ballots in the City of Kemah Municipal Elections. Interlocal Agreement Amendment No. 1 between City and GCC signed Mayor Bob never publicly recommended or put an item on the agenda about the Park & Ride Garage Election. May 5, 2013 May 1, 2013 Mayor Bob sends a letter to the Citizens of Kemah stating that the parking garage is in the study phase. It absolutely will not move forward, until the citizens have been heard. PERIOD! Mayor Bob goes on with I want you to know for the record, that as a Mayor I have no vote on this issue. Only Kemah City Council can vote. Finally, Mayor Bob states: I will recommend to the Kemah City Council that they propose a citywide election be held on this issue. Rick Beverlin comments to City Council about the Park & Ride Garage: The other action of significance. I know that we have discussed the concept of a potential commuter Park & Ride. Zero debt to the city. Totally funded by grants. 500 space program. That s been funded by HGAC for the grantee, the potential grantee, which will be Gulf

4 Coast Center. That s in FY16. And that s a project requiring no debt. We even have a potential revenue stream from the ancillary evening and weekend which will be probably be well above the current lease we have of about $ per month with the Boardwalk. Primary focus of that project is the weekly congestion relief. April 26, 2013 March, November 1, October 31, September September 19, August 2, July 26, July 12, Mayor Bob responds by publishing the City of Kemah Newsletter where he states: Recent 3rd Party efforts to depict a fictional $ 24 Million debt-financed facility are false, and have never been on the table for consideration by the City. Letters to H-GAC from State Representative Bonnen, Commissioner Ryan Dennard, Texas City Mayor Matt Doyle and the Pasadena Mayor Isbell as well as others, supporting the Kemah Park & Ride Terminal and the Kemah Trolley Circulator. Public Meeting at City Hall concerning Project. Galveston Daily News headline: Parking facility in Kemah gets a cool reception. That was a huge understatement. Wayne Rast said it should be on the ballot in May. Beverlin sent an that stated: The project has been submitted for federal funding consideration to H-GAC. The City has not yet looked at debt financing. The KCDC budget approved $ 175,000 for the ( Fictional $ 24 Million Transit Terminal Parking Garage, $ 100,000 for a Convention Center and $ 10,000 to move the School House for the Garage. David Mendel voted against this budget because there was no discussion or input from KCDC board members. Terracon Consulting Engineers & Scientists conducts environmental and soil test for the Kemah Park & Ride Garage. Rick Beverlin to Steve Greenberg, Landry s Government Affairs representative: we have taken early steps on pursuit of funding for a new park and ride/multi-use garage facility, a pedestrian swing bridge at the Marina channel, and for trolley circulator vehicles. Date of the City s appraisal. Land Value: $ 2,420,000 for the land to be used for the Park & Ride Garage. The KCDC commits to the City, the (Gulf Coast) Center and H-GAC, the 20% local share cash, up to $ 500,000 in support of three (3) Trolley Circulator Vehicles and a Pedestrian Swing/Drawbridge. In the Call for Projects for H-GAC it states: The primary purpose of the improvements is to ensure that residents and visitors within the community can efficiently and safely access to the Kemah Boardwalk as well as planned future bus circulator.
