2 CDAC/ADMN/022(A)/ th March 2018 NOTICE Tender for Cleaning Activities & Supply of Manpower at CDAC, Thiruvananthapuram C-DAC, Centre for Development of Advanced Computing, the premier R&D organization of the Ministry of Electronics and Information Technology (MeitY), Government of India, invites sealed quotations for CLEANING ACTIVITIES & SUPPLY OF MANPOWER (Office Attendants / Helpers / Cleaners etc.) on Contract basis for a period of one year from 01 April 2018, from experienced Registered/Licensed Agencies (having valid license issued under the provisions of contract labor Regulation and Abolition Act 1970), fulfilling the terms and conditions laid down below: Description and scope of work, Statement of wages and Profile of contractors for Cleaning Activities & Supply of Manpower (Office Attendants / Helpers / Cleaners etc.) proposed to be engaged in C-DAC, Thiruvananthapuram, is attached as Annexure I, II and III respectively. I. SUBMISSION OF TENDERS 1. The quotations are to be sent in two parts: a) First sealed envelope enclosed with Tender document (along with copies of certificates as per checklist attached), Annexure I & Annexure III. b) Second sealed envelope enclosed with Annexure II superscripted as Annexure II. The two sealed envelopes as above should be placed in another sealed envelope. Sealed Quotations along with the details in Annexure I, II & III shall reach the following address latest by 5.00 PM on by Registered post / Speed post / Courier. 3 2. A non-refundable amount of Rs. 1120/- (Rs % GST) as tender document fee is to be remitted in the form of DD payable in favor of CDAC, Thiruvananthapuram. In case, tender form is downloaded from Website the tenderer shall deposit the cost of tender document along with the submission of tender. Any tender received after the deadline for submission of bids shall be automatically rejected. 3. Quotation should be enclosed with EMD of Rs. 10,000/- (Rs. Ten Thousand only) as DD in favour of CDAC, Thiruvananthapuram. This amount will be returned to unsuccessful bidder after finalization of the contract with the successful bidder. 4. All the Envelopes should be superscribed as TENDER FOR CLEANING ACTIVITIES & SUPPLY OF MANPOWER, 022(A)/ The bidder shall quote only Service charge in Annexure II. Wages will be fixed by CDAC as per rules applicable. 6. All pages of the tender are to be stamped and signed. 7. A Xerox copy of photo identity (attested) of the applicant (copy of Aadhar, Electoral Card, Driving License etc) should be enclosed alongwith the quotation. 8. The bidder shall submit self attested copies of the following Documents/Certificates alongwith the Bid Document. i) Copy of Labour Registration Certificate of the agency/firm from the appropriate authority. ii) iii) iv) Experience Certificate for minimum period of 03 years with minimum 500 employees, of any corporate Organization/ PSU/ Government body. Preference will be given to PSU / Government body. Copy of ESI Registration and payment certificate from ESI Department. Copy of Employees Provident Fund Registration and payment Certificate from EPF Department. v) Copy of GST Registration Certificate. vi) vii) Relevant pages of the Bank Account Passbook having Account details. 4 viii) Any other required document. II. DATE OF OPENING 1. The tenders will be opened at AM on 16 th March 2018 in the presence of the bidders or their representatives present at that time and members of the committee duly nominated by CDAC. 2. Tender containing false, misleading information will be rejected and may also be liable for consequences for submitting false information. Incomplete quotations and the quotations received after the bid opening will also be rejected. 3. If the Office remains closed or is not able to function due to unexpected reasons, the tender will be opened at the same time of the next following working day of the Centre. 4. If a representative / an authorized person of the bidder wish to attend the bid opening, an authorization letter must be produced before attending the bid opening. III. TENDER EVALUATION 1. Evaluation of tender will be done on the basis of the previous experience & performance and the rates quoted in terms subjected to fulfillment of all tender requirements prescribed herein by a Committee constituted for this purpose. 2. Tenders received and found deficient on account of registrations, documents or required information are liable to be rejected summarily. 3. In case, if there is any difference in quote written in figure and quote written in words, then the amount written in words will be treated as amount quoted. 4. CDAC reserves the right to disqualify such bidders who has a record of not meeting the contractual obligations against earlier contracts entered into with the CDAC. IV. TERMS & CONDITIONS 1. The Bidder should have a minimum THREE YEARS experience of providing Cleaning Activities & Supply of Manpower to any Corporate Organizations /PSU/ Government body. The documents submitted should Page 4 of 15

5 clearly state that the bidder provided Cleaning Activities & Supply of Manpower / General Service or similar service satisfactorily for a minimum period of THREE YEARS. 2. The bidder shall inspect the site during office hours before submitting the quotation to get fully acquainted with the scope of work as no claim whatsoever will be entertained for any alleged ignorance thereof. 3. Preference will be given to agencies having office at Trivandrum district. Office facility and competency of the shortlisted quotes will be verified by CDAC. 4. The bank account of the bidder, for financial transactions with CDAC, shall be with a branch of a Nationalized Bank in Thiruvananthapuram, preferably with Syndicate Bank, (CDAC, Vellayambalam branch). 5. The selected bidder shall have to enter into an agreement with the Centre and shall submit a Bank Guarantee for Rs 1,00,000/- (Rupees One Lakh only) as security deposit which will be released only after due and proper fulfillment of contract. 6. The contract will be awarded initially for 3 months and on satisfactory performance, it shall be extended for further 09 months. If the work is not carried out satisfactorily during the trial period or extension period, CDAC (T) reserves the right to terminate the contract. 7. Both parties will be at liberty to renew the agreement (if necessary) on satisfactory completion of the said period on mutually agreed existing terms. 8. The contractor shall comply with the provisions of all statutory compliance like EPF, ESI, Service Tax and any other registration which is mandatory as per Central Govt. / State Govt. /Local Authority for such Agencies, in force from time to time. 9. The bidder shall issue necessary Uniforms and ID Cards to all staffs. 10. The Contractor shall provide adult and skilled workers only. Employment of child labor will lead to the termination of the contract. The successful bidder shall engage only such workers, whose antecedents have been thoroughly verified, including character, police verification and other formalities like medical fitness certificate. 11. The contract awarded to the selected bidder is NOT TRANSFERABLE. 12. Copy of Labor License shall be submitted within one month from date of awarding the Tender. Page 5 of 15

6 13. The Contractor shall responsible to pay the necessary taxes as per rules. 14. On award of the contract to the successful bidder, the EMD amount of other bidders will be returned to them without any interest. The EMD is liable to be forfeited if the successful Agency fails to undertake the work from the stipulated date. 15. Salary bills and payments shall be made only against certified attendance statements. 16. The Centre reserves the right to reject any quotations or to cancel the partial/whole tender procedure without assigning any reason whatsoever. 17. C-DAC reserves the right for termination of the contract at any time by giving one month written notice, if the services are found unsatisfactory. 18. 7 Annexure I Quotation No: CDAC/Admn/022(A)/ th March 2018 Name of work: Cleaning Activities & Supply of Manpower (Office Attendants / Helpers / Cleaners etc.) in CDAC (T). Name of bidder: Description and scope of Work for Cleaning Activities 1. General: a) Total approximate area: sq ft floor area and bordering premises. b) Agency shall engage adequate number of cleaning staff but not less than 5 persons full time (from 8.30 AM to 5.00 PM) including one supervisor and 12 persons (one at Kochi) for part time (from 7.00 AM to AM). c) If anybody is absent, substitute to be provided. d) Cleaning Materials and equipments will be supplied by CDAC. 2. Daily Cleaning works: a) The floor of labs, Rooms, Offices, Passages, Stairs inside courtyards terrace and such other areas in the main building, guest house rooms and security building shall be swept with soft brooms (Monday to Friday - 7 am to 11 am). b) Sweeping of inside lab/rooms should be completed by 9.00AM and open area afterwards. c) Sweeping of campus roads, yard and car / bike parking area (Monday to Saturday). d) All toilets and washbasins using required detergent by putting naphthalene balls and air purifier in all urinals of CDAC building and shall be washed three times daily and as and when required. 8 e) The toilets shall always be maintained clean from 8.30 AM to 5 PM from Monday to Friday. Four persons (two male and two female) shall be deployed for cleaning toilets. f) Waste materials collected shall be removed. g) Vinyle/marblex floor areas shall be moped with plain water. 3. Once in a Week: a) Walls of toilets shall be cleaned. Cobwebs to be removed. Wherever washable paints/tiles are used on the surfaces, it shall be cleaned with water to remove stain, dirt etc. b) As and when the urinals, commodes are found stained it shall be removed immediately using cleaning acid. c) Cleaning of Carpets and Sofa sets using vacuum cleaners. d) Tiled/Mosaic/Cement floor areas shall be mopped using Parathion, Phenol, Liquid soap, Vim etc. e) Partitions, glass portions in all sections shall be cleaned. f) Sweeping Waste must be burn/destroy. g) The bidder shall also be responsible for pest control in the office and shall carry out, pests and rodents control activities. 4. Once in a Fortnight: a) ED s chamber on fourth Friday of every month. The cleaning activity is to be completed before 8.45am. Lights, fans and window panes etc. must be cleaned. b) Windows, Doors, Ventilators, Light shades, Tube lights, Fans, Furniture, Equipments, Shelves, Cabinets etc. for all sections must be cleaned. c) Cobwebs of the walls/ceiling (internal & external) of the building shall be removed. d) Sweeping of roof top area of the CDAC Main Building. 9 Description and scope of Work for Supply of Manpower (Office Attendants / Helpers / Cleaners etc.) a) Shifting of items from one section to another section. Supply of drinking water, carrying files from one section to the other, dispatch of official letters, Courier & Postal services, to assist purchase of materials, serving refreshments during official meetings, cleaning of labs office premises and assistance for all miscellaneous work as and when required. b) Normal working time Monday to Friday 9am to 5.30pm (including 30 minutes lunch break). c) Apart from above normal working hours, extra time work to be done as per requirement.
