5 Brief Bios (Kamal Nagar, OSDT) Involved in various projects, studies, workshops and seminars related to Public Transport and have given input in Policy Formation at various Platforms, in order to study Public Transport best practices over the World and had officially visited Singapore and Bogota, Colombia to establish a Sustainable Public Transport scenario in the State of Madhya Pradesh. A Key member of the Transport division of the Directorate and proposed Madhya Pradesh Metro Rail Corporation Limited (MPMRCL), a Company fully owned by Government of Madhya Pradesh and to be created with an object to implement Mass Rapid Transit System (MRTS- Metro) in the Bhopal and Indore cities of the State.

Constitution of State Unified Metropolitan Transport Council (S-UMTC) under Chairmanship of Hon ble Chief Minister. Cabinet approval on establishment of Dedicated Urban Transport Fund (DUTF) at City and State for exclusively funding projects related to Urban Transport, this fund is proposed to be Non Lapsable and Non Fungible. State Parking Policy has been prepared, to be published.

41 Ongoing Assignments Bhopal city selected for Developing Operation Document on UMTA-UTF by Ministry of Urban Development, Government of India. Public Bicycle Sharing Program has been envisaged for Bhopal, acceptance has been given to Centre for Green Mobility (CGM) Ahmadabad for Technical Advisory and Project Implementation. DPR for 20 cities towards bus procurement prepared 600 Buses for 8 cities have been approved under JnNURM by GoI. Preparation of Comprehensive Mobility Plan (CMP) for 21 cities of Madhya Pradesh Handholding support to 6 ULBs where City Bus System is to be established i.e. Burhanpur, Chhindwara, Dewas, Guna, Katni and Sagar World Bank supported GEF-4, costing 50 Cr being implemented in Indore World Bank supported under ESCBS, GEF-5 being implemented in Bhopal Public Transport, NMT, Pedestrian, Advertisement, Parking and Transit Oriented Development (TOD) Master Plans for Bhopal, Indore, Jabalpur, Gwalior and Ujjain being prepared Preparation of Advertisement Policy, TOD Policy under process C-UMTC and DULT proposal precise prepared and sent to Finance Department for opinion. Proposal for including additional components in existing scheme- Public Transport Survey and Study prepared for competent Financial Committee approval

48 Summary Subject of Urban Transport has been given to Department of Urban Development in the year 2009 Department is accountable for Urban Transport. Department constituted SPVs still in the process of constituting SPVs. Like Department of Urban Development SPVs and ULBs are accountable and responsible for Development and regulation of Urban Transport. Still Powers related to Urban Transport lies with Transport Department and other agencies i.e. with transfer of subject Power and authority have not been transferred

54 Summary Still Transport Department has authority and power to regulate but it is not accountable for Development and regulation of Urban Public Transport in the cities Department and SPVs are accountable without authority Accountability and authority should be together. Without authority Department and SPVs unable to discharge their function properly. Thus authority related to Urban Transport should be transferred from transport Department and RTO to Urban Development and Environment Department and C-UMTC/UMTA/SPVs with reference to rules of business

55 Summary UMTA would be tool for authority transfer and making authority accountable UMTA through executive order i.e. City Level Unified Metropolitan Transport Council(C-UMTC) has been conceived, cabinet precise prepared and sent for opinion of finance Department. C-UMTC to be constituted and after that allied reforms could be implemented as per applicability. Transport and RTO thus authorities should be transferred Department of Urban Development and SPVs with reference to rules of business
