GENERAL INFORMATION Name of Work:- Hiring of Office Premises for Maharashtra Maritime Board in South Mumbai. 1.1 Background Maharashtra Maritime Board (MMB), Having their Registered office at, Indian Mercantile chamber, 3 rd floor, Ramjibhai Kamani Marg, Ballard Estate, Mumbai is a statutory body working under Ports & Transport Section of Home department, Government of Maharashtra. MMB requires for lease / Lease & License fully furnished air conditioned office space consisting of Executive cabins, workstations, UPS, conference room, cafeteria and reception of approx.10,000 to 11,000 sq.ft built up area on lease basis with ready possession along with 5-6 Car parking spaces for 03 Year Period preferably in Nariman Point area of South Mumbai. 1.2 Terms & Conditions The space offered should preferably be an open hall approved for Commercial/ Institutional use on a single floor If the accommodation offered is in a multi-storey building, appropriate provisions for lifts should be available The location for office space should be in the vicinity of Mantralaya -i.e within a radius of 2 kms. Nothing contained in this clause shall however, prohibit MMB to accept the accommodation at farther locations, if the terms and the facilities/features are found to be attractive, meeting the requirement of MMB Adequate space for parking should be available to park about 5-6 cars The responsibility for payment of all kind taxes such as property tax, Municipal tax etc in connection with the property offered shall be of the Owner/Bidder and updated copies of all tax receipts should be scanned and uploaded along with the bids The property offered should have adequate security cover and fire safety measures installed as per the requirements of Mumbai Fire Brigade. 5 1.2.7 Possession of the accommodation will be handed over to Department within 30 days from the award of the order and rent shall be payable from the date of possession The space offered should be free from any liability and litigation with respect to its ownership, lease/renting and there should be no pending payments against the same Clearances/No Objection Certificates from all relevant Central/State Government and Municipal authorities including Fire Department for use if any as office premises conforming to the municipality Rules/Bye-laws along with the documents in support of ownership of Building/Land and construction thereon must be submitted with the Technical Bid. Also, copies of plan of the accommodation offered should be submitted along with the Technical Bid The tender will be acceptable only from original owner of the building/ property. Department will not pay any Brokerage for the offered property The Bidders should give rates, showing taxes, if any, separately Rates should be quoted in Indian Rupees only. Rates quoted in currencies other than Indian Rupee shall not be considered The property tax, water tax etc levied by Local Govt. and Central Govt. are to be borne by the Owners Bidders. 1.3 Procedure for Opening of Tender On Online Tender Technical Opening, a committee constituted for the purpose, shall inspect the premises with prior appointment. The Commercial bids of only those bidders whose premises are approved by the Committee shall be opened on the date indicated. Page 4 of 11

6 1.4 Payments Payments shall be made by the MMB against pre-receipted bills as per the lease deed Leave & Licence Agreement to be executed between the MMB and the owner or his/her legal representative Payments of rent will be made on monthly basis by account payee cheque / NEFT / RTGS in favour of Owner after deduction of the tax at source (TDS) as applicable from time to time Terms of Termination of Lease The period of lease should be minimum Three (03) years with provision for extension of lease on mutually agreed terms The lease/licence can be cancelled by either side by giving a notice of not less than 6 months after the expiry three years. 1.6 Miscellaneous The offer should be valid upto 180 days after closing date of tender MMB shall be under no obligation to accept the lowest quotation Non-fulfillment of any of the above terms shall result in rejection of Bid All disputes lie within the jurisdiction of Mumbai only MMB reserves the right to reject all or any tender without assigning any reason thereof. INSTRUCTIONS TO BIDDERS RELATED TO E-TENDERING The bidders are requested to familiarize themselves with the use of the e-tendering portal of Government of Maharashtra well in advance To view- Tender Notice, Detailed Time Schedule, Tender Document for this Tender and subsequently purchase the Tender Document and its supporting documents, kindly visit following e-tendering website of Government of Maharashtra: The Contractors participating first time for e-tenders on GoM e-tendering portal will have to complete the Online Registration Process for the e-tendering portal. A link for enrollment of new bidders has been provided on All bidders interested in participating in the online e-tendering process are required to procure Class II or Class III Digital e-token having 2 certificates inside it, one for Signing/Verification purpose and another for Encryption/Decryption purpose. The tender should be prepared & submitted online using individual s Digital e-token. An important Training Workshop on e-tendering procedure will be held on - - at : Hrs. at -. e-tendering Tool Kit for Bidders (detailed Help documents, designed for bidders) has been provided on e- Tendering website in order to guide them through different stages involved during e-tendering such as online procedure for Tender Document Purchase, Bid Preparation, Bid Submission. Bidders will have to pay cost of Tender Document through online modes of payment such as Net Banking, Debit Card and Credit Card during Tender Document Download stage. This payment will not be accepted by the department through any offline modes such as Cash, Cheque or Demand Draft. Similarly, Bidders will have to pay Earnest Money Deposit through online modes of payment such as Net Banking, Debit Card, Credit Card and NEFT/RTGS during Bid Preparation stage. This payment will not be accepted by the department through any offline modes such as Cash, Cheque or Demand Draft. The interested contractors / bidders will have to make online payment (using credit card/debit card/net banking) of Rs. 1038/- (inclusive of all taxes) per bid per tender to online service provider of e-tendering system (Sify NexTenders) at the time of entering Online Bid Submission stage of the tender schedule. TENDER DOCUMENT PURCHASE AND DOWNLOAD: The tender document is uploaded / released on Government of Maharashtra, (GOM) e-tendering website Tender document and supporting documents may be purchased and downloaded from following link of on e-tendering website of Government of Maharashtra, by making payment through Online Payment Modes i.e. Net Banking, Debit Card and Credit Card. 12 If for any reason a bidder fails to make this payment through online modes, system won't allow the bidder proceed further for next stage resulting in his/her elimination from Online Bidding Process. This payment will not be accepted by the department through any offline modes such as Cash, Cheque or Demand Draft. Subsequently, bid has to be prepared and submitted online ONLY as per the schedule. The Tender form will be available online only. Tender forms will not be sold / issued manually from office. The bidders are required to download the tender document within the pre-scribed date & time mentioned in online tender schedule. After expiry of the date and time for tender document download, Department / Corporation will not be responsible for any such failure on account of bidders for not downloading the document within the schedule even though they have paid the cost of the tender to the Department / Corporation.
