(Geysens/Wells) THAT the agenda be approved as presented. Disclosure of Pecuniary Interest (Item 3) None were declared. Adoption/Correction of Council Meeting Minutes (Item 5) The open and closed session Council Minutes of April 24, 2018, having been circulated for review and no errors or omissions noted, were declared as adopted, signed by the Mayor and Clerk and affixed with the Corporate Seal. Communications (Item 8) A) Jenn VanDeVelde, Fall Fest Beer Tent and Fireworks Re: LCBO Special Occasion Permit Notice to Municipality

(Columbus/Geysens) That the request from Jen VanDeVelde for a LCBO Special Occasion Permit for September 7 and 8, 2018 be approved pending receipt of all other required approvals. B) Delhi District German Home Ltd. Re: LCBO Temporary Licence Extension 3. (Columbus/Geysens) That the request of the Delhi District German Hall for a temporary Licence Extension for their June 1, 2018 annual steak B.B.Q. be approved pending receipt of all other required approvals. C) Louis Angelo Debono, Angelo s of Port Dover Re: Special Occasion Permit for July 12-13, (Wells/Oliver) That the request of Louis Angelo Debono of Angelo s Port Dover for a Special Occasion Permit at 348 Main Street, Port Dover on July 12 and 13, 2018 be approved pending receipt of all other required approvals. B) Health and Social Services Advisory Committee Minutes March 15, (Wells/Oliver) THAT the minutes of the Health and Social Services Advisory Committee of March 15, 2018, be received as information. C) Delhi Tobacco Museum and Cultural Advisory Committee Minutes and Curator s Report April 16, 2018

(Wells/Geysens) THAT the minutes of the Delhi Tobacco Museum and Cultural Advisory Committee Minutes and Curator s Report of April 16, 2018 be received as information. D) Norfolk Heritage Committee Minutes March 26, (Wells/Oliver) THAT the Norfolk Heritage Committee Minutes of March 26, 2018 be received as information. Public Meetings/Public Hearings (Item 10) Mayor Luke officially opened the Public Meeting, held under the Planning Act and the Municipal Act. Mayor Luke advised those in attendance that the Ontario Municipal Board or Local Planning Tribunal has the power under the Planning Act to dismiss an Appeal to either a Zoning By-Law and/or an Official Plan Amendment if the appellant does not make oral submissions at the Public Meeting or does not make written submission to Norfolk County Council before the Zoning By-Law is passed and/or before the Official Plan Amendment is adopted. A) Staff Report D.C.S OPNPL and ZNPL An application has been received to amend the Norfolk County Official Plan to permit the severance of three residential lots whereas Section a.i requires the submission of a draft plan of subdivision. In addition an application has been received to rezone the subject lands from Agricultural Zone (A) to Hamlet Residential Zone (RH) and to seek relief of metres (37 feet) from the required minimum lot frontage of 30 metre (98 feet) to permit a minimum lot frontage of metres (61 feet). JUDITH FAYE MATTAN & JOHN DAVID REID and agent JASON JUHASZ has put forth the application affecting the lands described as Part Lot 20, Concession 1, Geographic Township of Houghton. Mat Vaughan, Principal Planner, presented Staff Report D.C.S and responded to questions of Committee. The Agent, Jason Juhasz, was in attendance. Mayor Luke invited anyone who wished to speak in favor of the application to come forward. Mr. Juhasz came forward to speak in favour of the application.

The Mayor asked if there were any further questions of Council to the applicant or planner. 9. (Brunton/Wells) THAT the public meeting respecting D.C.S be closed. 10. (Geysens/Columbus) THAT the application by JUDITH FAYE MATTAN & JOHN DAVID REID 264 PLOWMANS LINE TILLSONBURG, ON N4G 4G9 affecting lands described as Part Lot 20, Concession 1, Geographic Township of Houghton, Norfolk County to amend the Norfolk County Official Plan and the Norfolk County Zoning By-Law 1- Z-2014, File Number OPNPL and ZNPL , BE APPROVED, for reasons set out in Report Number D.C.S AND THAT public input has been received for this application and therefore will be considered as part of this decision. By-Laws (Item 13) A) By-Law Being a By-Law to Authorize the Execution of a Contract with the firm of Dufferin Construction Company for Hot Mix Asphalt Resurfacing. (Contract PW-E-18-30) B) By-Law Being a By-Law to Authorize the Execution of Purchase of Service Agreements with Rahul Kuckreja o/a Ontario Inc. (Leisure Living Retirement Home, Jarvis), Emran Chowdhury and Gwen Chowdhury (Fellowship Home, Dunnville), Stefan Bojagora o/a Ontario Inc. (Maple Lodge, Simcoe) and Norman Sharpe (Simcoe Residential Home, Simcoe) for Domiciliary Hostel Services. C) By-Law Being a By-Law to Authorize the Execution of a Contract with Finnbilt General Contracting for East Quarter Line; Lot 10 Concession 8; and, LaSalette Bridge Rehabilitations. (Contract PW-E-18-51) D) By-Law Being a By-Law to Revise Terms of Reference for the Telecommunications Advisory Committee

5 Council Meeting Page 5 of 8 E) By-Law Being a By-Law to delegate authority to approve closures of streets, roads and sidewalks related to film and television production to the General Manager, Public Works, or designate F) By-Law 8-OP-2018 Being a By-Law to Adopt Amendment Number 104 to the Norfolk County Official Plan in respect of lands described as Part Lot 20, Concession 1, Geographic Township of Houghton, Norfolk County in the Name of Judith Faye Mattan & John David Reid. G) By-Law 37-Z-2018 Being a By-Law to Amend Zoning By-Law 1-Z-2014, as amended, for property described as Part Lot 20, Concession 1, Geographic Township of Houghton, Norfolk County in the Name of Judith Faye Mattan & John David Reid. 11. (Geysens/Columbus) THAT By-Law , By-Laws to By-Law inclusive, By-Law 8-OP-2018 and By-Law 37-Z-2018 be passed, signed by the Mayor and Clerk and affixed with our Corporate Seal. Motions (Item 12) A) Councilor Black Road Repairs 12. (Black/Oliver) Whereas, Urban Roads currently consist of Km s of the total county roads of Km s. (From NC GIS) Simcoe Dover Delhi Waterford Port Rowan Courtland (TBD) And Whereas, The number of complaints from the public are increasing regarding the deterioration of county roads; And Whereas: It is a fact that county roads are beyond the current financial allocations to maintain them; And Whereas, It is a fact that our road reserves are in the red and have been for some time now;

6 Council Meeting Page 6 of 8 And Whereas, We continue to get further behind in keeping up to date with our Road Needs Study; And Whereas, Prior to amalgamation there existed a two tier roads program between the region and lower level municipality; And Whereas, Our Urban Roads Program can be designed to maximize our road budgetary allocations by creating a more efficient and effective use of tax dollars in order to increase the number of roads being repaired; And Whereas, Our current Urban Road Repair Program consists of mostly completing a full top to bottom construction. And Whereas, In some situation the condition of the underground services are in good or reasonable condition but the road surface is falling apart. THEREFORE Be It Resolved That: Council direct staff to explore alternative methods to repair our Roads in order to stretch the dollar allocation further to complete more kilometres of repair. Further that a better method be developed to identify and prioritize repairs which includes road counts. Further that staff include the time lines when to return this report to Council. 13. (Geysens/Columbus) That the first Whereas clause respecting road distances be deleted in its entirety. Amendment Defeated. Main Motion Notice of Motions (Item 13) A) Mayor Luke Formation of a Recreation Facilities Advisory Board WHEREAS on April 24, 2018, Norfolk County Council instructed Staff to move forward with further investigation into the potential development of a multi-use recreational facility; AND WHEREAS Norfolk County s existing recreational facilities are currently in varying states of disrepair; AND WHEREAS Staff will provide cost analysis of each potential component of a multiuse facility and investigate capital and operating costs of all aspects associated with a multi-use facility;

7 Council Meeting Page 7 of 8 AND WHEREAS it has been indicated by multi-use facility proponents that twothird dollars for such a major project are currently available from Federal and Provincial governments; AND WHEREAS the Recreation Facilities Input Committee, after substantial consultation with the public, provided recommendations to move forward with the investigation of a multi-use recreational facility in the Simcoe area; AND WHEREAS the Norfolk County community has demonstrated strong and passionate interest in the multi-use recreational facility project; AND WHEREAS a fundraising/donation policy will be implemented in order for Norfolk County to receive funds towards a multi-use recreational facility. NOW THEREFORE BE IT MOVED THAT: Norfolk County Council establish a Recreational Facility Advisory Board ( RFAB ), to be primarily comprised of unelected members of the Norfolk County community. The RFAB would consist of 7 members, being 5 members of the Norfolk County Community, the Mayor of Norfolk County and one member of Norfolk County Council. AND THAT the 5 public positions be weighted for those with business expertise or previous community leadership related to significant capital projects or fundraising; AND THAT County staff are to draft terms of reference for the RFAB which will address tenure of Board members, purpose and mandate; AND THAT the Board s initial focus shall be receiving input from the public, fundraising and acting as a liaison to County Council; AND FURTHER THAT the Board s mandate and Terms of Reference after adopted by Council be subject to regular review and amendments to coincide with the various stages of progression of the Recreation Facility project.
