2 Regional Cooperation on e-government in Latin America and the Caribbeaning of e in e- Government e-government is not equally pronounced within the region. Risk that inequalities in critical success factors may further increase without deliberate actions and improved coordination. UNDESA has undertaken two regional level projects, in cooperation with national, regional and international partners, in order to: Accelerate and enhance government reform, modernization efforts, democratization, and the meeting of development challenges; Address disparities and build the capacity of countries e-government development. Allow for a smoother, more coherent and more equitable transition to the knowledge society;

3 Central America and Caribbean e-government Projects Both Central America and Caribbean projects seek to develop Regional e-government Strategies and Action Plans Central America, activities to date include: Conference on ICT and e-government for Regional Development and Integration in Central America Creation of Central America Regional e-government Task Force Caribbean, activities to date include: Ministerial Consultations devoted to e-government Creation of Caribbean e-government Working Group Development of e-government readiness assessment methodology Establishment of Regional e-government observatory

4 Benefits of Regional Cooperation Raise awareness, facilitate dialogue, build political consensus, develop a common vision Overcome challenge that small countries face and take advantage of economies of scale Enhance sharing of experiences (good practices and lessons) Mechanisms for collaboration on cross-border issues Enhance cross-border data flows Partnership building Greater harmonization of national policy Models and guidelines on e-government Strategies and Action Plans at the national level

7 DPADM & e-government: Philosophy Capacity building for e-government development as a key component of public sector reform and development, and based on nationally and/or regionally identified priorities and needs. Work through Partnerships with: Governments: help to identify opportunities and address barriers to e-government, recipient country driven Private Sector: locate and involve private sector resources and expertise, help ensure they meet governance/development priorities International Community: encourage donors and other actors to support e-government efforts and pursue complementary activities which reflect nationally defined objectives. Avoid isolated, duplicative, and white elephant projects.aim for coordination, synergies, and realistic and effective programming

8 DPADM & e-government: Activities DPADM has been working with governments for many years through several lines of service: Analysis and Diagnostic Tools E-readiness methodology; Open Action Plan on e- Government; e-government Survey; e-government Flagship Report Advisory Services and Technical Cooperation Regional Cooperation Frameworks, National e- Government Strategy/Application Pilot Projects Advocacy and Conferences WSIS, WSLAIS, Regional Conferences in LAC, Africa, Asia Training UNPAN, Diplomat Training

9 DPADM & e-government: Activities in Cooperation with Italy Support to III Global Forum on Reinventing Government: Fostering democracy and development through e-government - Napels 2001 Support to the International Conference on E-government for Development Palermo 2002 Plan of Action on E-government for Development Trust Fund on e-government for Development in support of the Capacity Building Initiative on ICT for Development Technical Advisory Support Facility to provide technical assistance Project Implementation in 4 countries (Albania, Jordan, Mozambique, Tunisia) 6 Projects identified and soon to start (e-gov. Strategies and Action Plans, Government Electronic Networking, e-land, e-accounting, e- Procurement)

10 DPADM & e-government: Activities Planned in the Near Future II Expert Group Meeting on Public Administration and e-government, New York Capacity Building Workshops on Emerging Technologies and their impact on e-governance, Mexico City, November 2003 Support to Building e-governance Capacity in Africa with NEPAD Expansion of Services to be offered through the United Nations Public Administration Network Additional regional support centres to form part of the global support network of UNPAN Strengthening partnerships with development partners (EU, bilateral, private sector, NGOs, academia) on knowledge management in Government and e-government Strengthening Parliaments Information Systems in Africa - A regional capacity-building initiative
