1 The Town of Gambo A regular meeting of the Town Council of Gambo was held on, October 6 th, 2014, at the Walsh House, Gambo. Minutes of the regular meeting of the Town of Gambo, held on October 6 th, 2014, at the Walsh House, Gambo. Members in Attendance Mayor Peter Lush Deputy Mayor Darren Dyke Councillor Fred Jeans Councillor Scott Pritchett Councillor Christopher Jackson Councillor Craig Lush Lorne Greene Town Manager Jean Blackwood - Town Clerk Members Absent Councillor Sonja Denobrega Mayor Lush called the meeting to order at 4:30 pm Motion: (C. Jackson/D. Dyke) to approve the minutes of September 8 th, 2014 as presented. Carried 6/0. Business Arising from the Minutes: SAM Councillor Jeans attended the Fall Convention in Bonavista and gave a report on the Stewartship proceedings here in town. Twenty people were in attendance and thirty six communities were represented. Day Care Center gone back to the Province to various Depts for a proceed date. Second Audit for the Park to be completed soon. Table Top Emergency planning exercises scheduled for October 24 th, the Mayor and three other Councillors required. Wastewater Study between Client and Prime Consultant.Agreement Motion: (D. Dyke/C. Lush) approval of the signing of the Wastewater Study Client and Prime Consultant Agreement in the amount of $39, Carried 6/0. Tony and Town Manager travelled to Bishop Falls to view the Abodoze system that was supposed to be free. It was at a cost of twelve million dollars to Bishop Falls. 1

2 Municipal Plan adoption. Motion: (S. Pritchett /D. Dyke) Be it resolved to approve the Gambo Municipal Town Plan and the Gambo Development Regulations Carried 6/0. 3 Motion: (C. Jackson/S. Pritchett) to approve signing of a Proclamation for Diabetes marking the month of October as Diabetes month. Carried 6/0. Committee Reports: Finance: S. Pritchett/F. Jeans The curb stop to be fixed at the Trailer Court. Application for Vendors permit round table discussion on permit prices for Motion: (S. Pritchett/F. Jeans) approval to extend Vendor permit to end of year with a renewal date for January Carried 6/0. Tenders for Auditors back for Motion: (S. Pritchett/F. Jeans) to approve the lowest bidder in the tenders for the Audit services 2015, Lori K. Mercer at the cost of $ yearly plus HST, with the conditions that we may change in a year if there is a reason and we can also charge a late penalty. Carried 6/0. Motion: (S. Pritchett/F. Jeans) to approve the Town Managers travel claim in the amount of $ Carried 6/0. Rescue Truck purchase Motion: (S. Pritchett/F. Jeans) to approve Tendering on the purchase of a Rescue Truck from the Town of Gander and the Fire Dept will be responsible for the purchase.. Carried 6/0. Sewer Pump Purchase Motion: (S. Pritchett/C. Lush) to approve Town Manager expenditure of a sewer pump in the amount of $10, It was sent in for repairs and was informed it would be cheaper to purchase a new one. Carried 6/0. Tender for two Graders from Trans and Works Motion: (S. Pritchett/F. Jeans) approval of two tenders for two Graders from Trans and Works in the amount of $ each. They are twenty years newer than ours. Carried 6/0. Park Revenue came back at the amount of $ Aged Trial Balance Motion: (S. Pritchett/F. Jeans) approval of the Aged Trial Balance in the amount of $20, Carried 6/0. 3

4 Cell Phone Motion: (S. Pritchett/F. Jeans) approval to pay monthly cell phone charges for the Mayor, he was paying half while employed, now that he is retired, Town will pay full amount. Carried 6/0. Cheque Register Motion: (S. Pritchett/C. Lush) approval of the Cheque Resister in the amount of $32, Carried 6/0. Fire Dept: D. Dyke Had a course offered at the Fire Hall anf there were other communities in attendance. There is a $ grant for the Fire Dept because there were other communities in attendance. Having Open Hose, a visit from the Girl Guides and the School. We will be covering Hare Bay Dover while their Fire Truck is in for repairs, but there will also be a fire truck here in town for response. Public Works: D. Dyke /S. Pritchett Application to build driveway 8 Valley Road Motion: (S. Pritchett/C. Lush) approval of application to build driveway at 8 Valley Road with stipulations that he will be responsible for water if it occurs and the size culvert stated by town foreman has to be installed. Carried 6/0. Municipal Recommendation for Crown Land Motion: (D. Dyke/C.Lush) approval of the Municipal Recommendation for Crown Land from 6 Walters Lane. Carried 6/0. Capital Investment Plan Splash Pad $150, Trails $100, Booster Pump $165, Walsh Reno s $92, Municipal Capital Works Plan Motion: (D. Dyke/C. Lush) approval of the Municipal Capital Works Plan as stated: Water Treatment Plant Upgrade(PH Adjustment) $45, Town Hall Renovations $300, Wastewater Treatment Facility (RFP) $200, Street Paving / Improvements $635, Carried 6/0. 4

5 Application to access land that leads to Victoria Drive Motion: (D. Dyke/C. Lush) approval to use the land until otherwise is needed by council. Carried 6/0. Request for Action Committee for wastewater Council already has a process and protocol in place. Load analysis for Church Council will wait until spring to see if any damage is done by Spring. Letter from resident on Crosses Road council has no issues with the property required and have already made their decision on their position to the resident. Festivals/Events: S. Denobrega Festival report and recommendations attached Administration: C. Jackson/S. Denobrega A member of the committee was ill so the meeting is re-scheduled for next week. Waste Management: F. Jeans /C. Lush Town Manager reported there are bundles of cardboard. Town Manager s Report Attached Mayor s Report: Christmas Tree Lighting Dec 7:30 pm Village Green and Christmas Party December C. Jackson reported that Mayor Lush was present at the Cadets, the Mayor advised it was the best Drill he had seen and parents should be proud of them, really enjoyable. C. Lush enquired about shed height restrictions and if we would be grading Trailway this year. Only if requested to do so. Motion: (S. Pritchett/D. Dyke) that the meeting be adjourned.
