2 OUR FIRST An elected Majority Liberal Nationals Government will get to work first thing on Sunday morning to deliver on our plan to get back in control of cost of living, crime and congestion. The first 100 days of a Liberal Nationals Government will be focused on change that helps Victorians safer communities, better roads and public transport and easing the cost of living squeeze. Under our Cost of Living Relief Package, families will be up to $1,700 a year better off with lower electricity and gas prices, free school books for secondary students at government schools and up to $100 a year off water bills. A Liberal Nationals Government will urgently pass laws to make our communities safer like fixing bail laws so that if you breach bail you go to jail, smashing gangs with tough new anti-consorting laws as well as mandatory minimum jail sentences for repeat violent criminals because we believe jail means jail. We will get to work straight away on our infrastructure plan of more highways, unclogging arterial roads as well as building a better rail network in Melbourne and delivering European high-speed rail for regional Victoria. It s the centrepiece of our strategic plan to decentralise Victoria s population and jobs. Unplanned, unmanaged population growth is killing our livability. Melbourne s population squeeze is putting enormous stress on our roads, public transport, schools and hospitals and that impacts everyone s quality of life. Daniel Andrews says it s inevitable that Melbourne s population will hit 8 million people in the next three decades. We don t accept that. We say we need to decentralise our jobs and population throughout Victoria. That s why we will establish a Population Commission to help manage Victoria s population growth for now and the next generation. 3 We will immediately begin implementing our plan for Victorians to Get Back In Control of the cost of living, crime, congestion and population. DAY ONE Premier, Deputy Premier and Treasurer meet with executive teams from the Premier s Department and Treasury to be briefed on the State s finances, any issues that have arisen during the caretaker period and to discuss implementation of the new government s agenda. FIRST 7 DAYS Instructions issued for the machinery of government changes necessary to implement the new government s ministerial and departmental arrangements. Appoint a Minister for Counter Terrorism. Appoint a Minister for Population and a Minister for Decentralisation. Appoint a Minister for Geelong. Swear in new Liberal Nationals Cabinet at Government House. Hold first Cabinet meeting, followed by a media briefing on the Government s priorities. Charter letters from the Premier to all ministers setting out the portfolio priority outcomes expected during the government s first term. Ministers meet departmental and agency teams for initial briefings and provide directions on the implementation of the Government s priority policies. Commence drafting new legislation to Make Victoria Safe for presentation to the first sitting of Parliament. Commence drafting legislation to protect the rights of our CFA volunteers so that no militant Labor Premier can ever try and take away their rights again. Commence drafting a Presumptive Legislation Bill to ensure that all career and volunteer fire fighters have fair and timely access to cancer compensation. Announce pre-christmas parliamentary sitting schedule to deal with priority legislation relating to improving community safety. Direct the Health Department to close down the ice and heroin injecting room. Meet with AEMO to ensure that Victoria has adequate power supply for the summer peak. DECEMBER Finalise the Governor s address for the Opening of the 59th Parliament outlining the Government s policy agenda and priorities. Review the state s financial position following four years of Labor. Establish a Budget sub-committee to begin work on the 2019/2020 State Budget. Initiate investigation into the Red Shirts Rorts affair. Direct departmental officials to begin work on the tender for supply of 500 MW of electricity to facilitate a new power station to drive down power prices. Start work on a tender to get a special energy deal in place for low-income earners. Meet with our Victims of Crime Consultative Committee. Commence drafting new laws for mandatory minimum sentences, a public sex offenders register and the end of concurrent sentencing for offences committed while on bail. Parliament sits. Introduce priority legislation to enhance community safety.

4 Introduce Bail Reform legislation to ensure those who breach bail are sent to jail. Release any MOUs or contracts entered into with any foreign Government. Commence the planning for new schools and school improvements for government, Catholic and independent schools. Appoint Jennifer Buckingham to commence the school curriculum review. Scrap Labor s plan to toll the Eastern Freeway. Commence discussions with the Prime Minister and Federal Treasurer with the objective to secure a fairer financial deal for Victoria. POST DECEMBER COST OF LIVING Commence the tender process for the TVs and fridges rebate program. Introduce legislation to scrap the VRET. Commence planning for the Free School Books for Students program to start at the beginning of the following academic year. Introduce legislation to lift the moratorium on onshore conventional gas to increase supply, reduce energy prices and kick-start the gas industry, bringing many, many new jobs, particularly in regional Victoria. MAKE VICTORIA SAFE Introduce legislation for Mandatory Minimum Sentencing laws. Introduce legislation to end concurrent sentences for those committing crimes while on bail and parole. Introduce legislation to establish a Public Sex Offenders Register. Meet with Victims of Crime organisations on how government can better support them. Announce new funding to victims organisations. Restore funding to Neighbourhood Watch. Order new mobile CCTV units for Victoria Police. Begin working with shopping centres to establish Police Shopfronts. Start the rollout of our Police in Schools program at the start of the school year. POPULATION AND DECENTRALISATION Begin implementation of our decentralisation agenda. Establish the Population Commission. Take our plan to re-balance immigration control towards the states to COAG. Appoint the panel of business and community experts to review Victoria s taxation system and recommend options to encourage the decentralisation of our jobs and our population. Commence planning the removal of 55 dangerous and congested intersections in Melbourne and Geelong. Establish the high-speed rail authority in the Latrobe Valley. Meet with train manufacturers to commence design of the next generation of high-speed regional trains and determine the new jobs that can be created. Commence planning the return of train services to Mildura, Horsham, Hamilton and Donald. Commence planning for the extension of rail to Clyde from Cranbourne, the electrification to Baxter from Frankston and the duplication of the rail line from Greensborough to Eltham.

5 Introduce strict new planning rules to protect our suburbs from over-development including by re-introducing the two dwelling limit on lots and reducing building height limits in Neighbourhood Residential Zones. Instruct Development Victoria assess the best route for the East West Link. Re-task the North East Link Authority to manage the delivery of an East West Link and a North East Link, the workforce requirements and the jobs that will be created on the projects. Instruct VicRoads to undertake a detailed assessment of run-down country roads that should be funded under our $1 billion plan to upgrade and fix our country roads. Commence the process of relocating VicRoads to Ballarat. Establish the independent inquiry into farm rates. Commence the feasibility study for the Great Southern Ocean Bike Trail. Commence work on delivering our Grassroots Sports Package. Review Labor s SkyRail contracts and seek to modify the design where possible to a non- SkyRail design. Continue level crossing removals. Work with the State Revenue Office to prepare the plans to lower Payroll Tax to 1 per cent in regional Victoria. Gazette the new Sunbury Council boundaries. Commence planning for new hospitals and new hospital upgrades and review progress of upgrades currently underway. Start planning for the 2019 flu season including planning for free voluntary flu vaccinations for all Victorian children between the ages of 6 months and 5 years. Begin planning a formal review of the Victorian Curriculum to get rid of unnecessary content and focus on the three Rs. Ban the use of mobile phones in classrooms from the start of the 2019 school year. Prepare the return of Norm with Life. Be in It Instruct the Planning Department to commence work on finalising the release of 290,000 new housing blocks within the urban growth boundary to drive down housing prices. Introduce legislation to ban auctions on ANZAC Day. PROTECT THE CFA Introduce legislation to protect the rights of our CFA volunteers so that no militant Labor Premier can ever try and take away their rights again. Introduce a Presumptive Legislation Bill in the first parliamentary sitting week of 2019 to ensure that all career and volunteer firefighters have fair and timely access to cancer compensation. Issue Letters Patent for a Royal Commission into Victoria s fire services. RESTORE COMPETENT ECONOMIC MANAGEMENT Start preparing the state budget, including cost of living, safety and congestion busting projects. Review all major projects to uncover secret budget over-runs hidden by Labor. Commence process to establish new trade offices in Jerusalem and Thessaloniki. Review Labor s wasteful government advertising spending. Commence the process to appoint a sister state with Victoria in India.
