2 The meeting was called to order at 6:07 p.m. and adjourned at 8:39 p.m. 1. Approval of Agenda EAC That the agenda for the Meeting of August 14, 2018, be approved, as printed and circulated. 2. Declarations of Interest under the Municipal Conflict of Interest Act - nil 3. Previous Minutes 3.1. Minutes - - June 12, 2018 The minutes were considered by Committee of Council on June 20, 2018 and the recommendations were approved by Council on June 27, The minutes were provided for Committee s information. Clarification was made by David Laing regarding Item 7.1. Mr. Laing advised that representatives from Burlington Green, Clean Air Partnership, and the Toronto Environmental Alliance will be invited to delegate at a future Grow Green Network (GGN) or meeting when the new term of Council is in place. 4. Delegations/Presentations 4.1. Presentation by Laurian Farrell, Riverwalk Project Lead and Senior Manager, Environment, Public Works and Engineering, re: Riverwalk. Laurian Farrell, Project Lead and Senior Manager, Environment, Public Works and Engineering, provided a presentation entitled: Riverwalk. In response to questions from the Committee, Ms. Farrell provided information on potential funding sources, various design options, estimated timelines, Environmental Assessment process, potential risks, and partnering municipality development impacts. 3 to the Meeting of August 14, 2018, re: Riverwalk, be received. 5. Reports/Updates 5.1. Verbal Update from David Laing, Co-Chair, re: GeoHub. David Laing, Co-Chair, provided an overview with respect to the usage of the City s GeoHub webpage, which includes mapping tools and data that can be downloaded by the public. Mr. Laing explained that he was able to use the Online Services section of Brampton s GeoHub to submit a request for trees to be planted in an area near Sandalwood Public School, and advised that he received a prompt response from the City that his request will be looked into. Staff responded to questions with respect to the following: Further clarification regarding some of the GEOHub features The site can be used for research purposes and to develop Apps. All information inputted into GEOHub is reviewed to ensure privacy concerns are protected with respect to personal information. A formal presentation will be looked at for the next term of Council. EAC That the verbal update from David Laing, Co-Chair, Committee Member, to the Meeting of August 14, 2018, re: GeoHub, be received Verbal update from Stavroula Kassaris, Environmental Planner, Public Works and Engineering, re: Community Energy and Emissions Reduction Plan. Stavroula Kassaris, Environmental Planner, Public Works and Engineering provide the following update to the Committee: The City of Brampton, in partnership with Sheridan College, is developing a Community Energy and Emissions Reduction Plan (CEERP) The plan outlines a roadmap to help to integrate efforts of the municipality, local utilities and community stakeholders to improve energy efficiency, reduce greenhouse gas emissions, facilitate energy security and increase resilience to climate change Currently in the first stage of the project, which involve analysis of data Page 3 of 7

4 There will be community engagement in the near future, which will provide an opportunity for the public and other stakeholders to provide input into what the municipality should do with respect to energy planning Staff clarified that potential locations for District Energy may be one of the recommendations of the CEERP. The use of energy consumption mapping to identify which communities should be targeted for energy conservation initiatives, including outreach and education. EAC That the verbal update from Stavroula Kassaris, Environmental Planner, Public Works and Engineering, to the Environment Advisory Committee Meeting of August 14, 2018, re: Community Energy and Emissions Reduction Plan, be received Verbal Update from Stavroula Kassaris, Environmental Planner, Public Works and Engineering, re: 2018 Municipal Election. Stavroula Kassaris, Environmental Planner, Public Works and Engineering reminded the Committee of the 2018 Municipal election that is approaching, that the next Grow Green Network meeting agenda includes a discussion about the possibility of creating questions pertaining environmental sustainability for election candidates. Possibility of inviting City of Brampton municipal election candidates to state their position regarding environmental topics. BEAC engage with the candidates either directly, or indirectly through the Grow Green Network. Seeking advice from the City Clerk regarding the following questions: Possibility of a Grow Green Network hosting a debate with candidates Can BEAC or the Grow Green Network put forth a list of questions to the candidates? Can BEAC use the contact list created from outreach efforts such as to solicit questions and circulate candidate s responses? Will the City of Brampton support BEAC with posting questions and responses from election candidates on the Brampton environment webpage? Page 4 of 7

5 There was consensus that Co-chair s David Laing and Trevor Boston would be responsible for drafting correspondence to be sent to Peter Fay, City Clerk for clarification and guidance regarding whether the above noted can be executed. EAC That the verbal update from Stavroula Kassaris, Environmental Planner, Public Works and Engineering, to the Environment Advisory Committee Meeting of August 14, 2018, re: 2018 Municipal Election, be received. 6. Sub-Committees 6.1. Verbal Update from Davika Misir, Committee Member, re: Grow Green Network Meeting #5. Davika Misir, Committee Member, provided an overview of the Grow Green Network (GGN) meeting held in May 2018, noting that the ideas brought forward at and since the May meeting with respect to the Institute for Sustainable Brampton were put into Google Docs for members to access and review. Ms. Misir advised the Committee that the focus should be on the framework and goals of the potential Institute for Sustainable Brampton. She highlighted the need to schedule a meeting in September Possibility of delegating to the new term of Council in January 2019 about the importance of establishing the Institute for Sustainable Brampton. Staff suggested focusing on establishing a proposed framework for Institute for Sustainable Brampton. Staff suggested at the next meeting the agenda should consist of two items: 2018 Election (if permitted by the City Clerk) Institute for a Sustainable Brampton Consensus that the next GGN meeting will be held on September 13, 2018 That the following motion be considered. EAC That the verbal update from Davika Misir, Committee Member, to the Meeting of August 14, 2018, re: Grow Green Network Meeting # 5, be received; and, Page 5 of 7

6 2. That a Grow Green Network meeting be held on September 13, Verbal Update from Rosemary Keenan, Committee Member, re: Eco Pledge 2018 Celebration Event. Rosemary Keenan, Committee Member, advised the Committee that the Eco Pledge Fall Celebration Event will take place on September 29, 2018 in concert with Community Parks Day to thank those who participated in the 2018 Grow Green Eco Pledge program. That the following motion be considered. EAC That the verbal update from Rosemary Keenan, Committee Member, to the Meeting of August 14, 2018, re: Eco Pledge 2018 Celebration Event, be received. 7. Other/New Business 7.1. Discussion at the request of David Laing, Co-Chair, re: Institute for a Sustainable Brampton. David Laing, Co-chair, provided an overview of the Institute for Sustainable Brampton and advised he was successful in speaking with the following individuals with respect to organizational development: Gaby Kalapos, Executive Director, Clean Air Partnership Amy Schnurr, Executive Director, Burlington Green Mr. Laing outlined the suggestions provided by each individual and advised the importance of establishing a good governance model. Expectations regarding direction of the institute Suggestions to align with a post-secondary institute such as Sheridan College. Advised that both Clean Air Partnership and Burling Green received financial support from there municipalities to get started Possibility of receiving funding from the City to initiate the launch of an Institute for Sustainable Brampton Page 6 of 7

7 Suggestion that a proposed vision, goals, objectives and other suggestions regarding an Institute for Sustainable Brampton be brought to the Brampton 2040 Vision team Discussion re: Term of the workplan, objectives and priorities for the next term, including potential abilities needed of future members. Stavroula Kassaris, Environmental Policy Planner, Public Works and Engineering, requested feedback from Committee members with respect to the recruiting for a future Environmental Advisory Committee in the new term of council. Ms. Kassaris advised she would send a communication to all members regarding feedback being requested. Ms. Kassaris thanked the current Committee members for all their hard work this term. She extended a special thank you to David Laing, Co-chair, for his wealth of knowledge, experience and dedication. 8. Correspondence - nil 9. Question Period - nil 10.
