1 THE SIXTY-NINTH MEETING OF THE ONE HUNDRED AND THIRTY-SEVENTH COUNCIL OF THE CORPORATION OF THE CITY OF ST. MINUTES Motion by Councillor Rymal - Tinlin: THAT: The minutes of the meetings held on November 6, 2017 be confirmed. DEPUTATIONS Elgin St. Thomas Age Friendly Community Plan - Appendix A Ms. Deb Ballak, Consultant and Dr. Joyce Lock, Medical Officer of Health, Elgin St. Thomas Public Health provided a power point presentation about the Elgin St. Thomas Age Friendly Community Plan. The members inquired whether the County of Elgin would be eligible to make application for a Seniors Active Living Centre and whether the application process allows for an existing building to be expanded. Dr. Lock advised that applications are for programming and that the County of Elgin had expressed support for submission of an application. The Acting Director, Social Services advised that during the most recent Steering Committee meeting, the Elgin St. Thomas Public Health had a project in mind and further, that more than one application could be submitted. The members discussed the benefits of housing options such as home-sharing. Mayor Jackson thanked Ms. Ballak and Dr. Lock for their deputation. Getting Ahead - Circles Programs Ms. Candice MacDouell, Getting Ahead-Circles Coordinator, YWCA St. Thomas-Elgin was in attendance to provide an overview of the Getting Ahead - Circles programs and recent activities. Ms. Tasha Fitch and Ms. Jazz Staddon, graduates of the Getting Ahead program spoke about their personal experiences with the program.

COMMITTEE OF THE WHOLE Council resolved itself into Committee of the Whole to deal with the following business. STRATEGIC DIRECTION AND DEVELOPMENT Social Infrastructure Fund Allocation Transfer with London - Appendix B Motion by Councillor Clarke - Kohler: THAT: Report SESS relating to the Social Infrastructure Fund Allocation Transfer with London be received for information; and further, THAT: Council approve a request to the Ministry of Housing to trade Social Infrastructure Fund allocations with London as described in Report SESS in order to facilitate housing developments in both communities, and authorize the Director of Social Services to sign the Request to Revise Notional Allocation form attached to Report SESS and forward it to the Ministry of Housing; and further, THAT: Council approve the revised Social Infrastructure Fund Program Delivery and Fiscal Plan (PDFP) attached to Report SESS Service Manager Contribution Agreement - Walter Ostojic & Sons Limited - 50 Locust Street Appendix C The members noted that although an elevator was not required for this building, the developer chose to include one as part of the construction project. Motion by Councillor Rymal - Wookey: THAT: Report SESS relating to the Service Manager Contribution Agreement - Walter Ostojic & Sons Limited - 50 Locust Street be received for information; and further, THAT: Council approve entering into the Service Manager Contribution Agreement attached to Report SESS with Walter Ostojic & Sons Limited to establish mutual responsibilities, obligations, terms and conditions related to provincial/federal funding in the amount of $731,925 provided through the Investment in Affordable Housing for Ontario 2014 Extension, Rental Housing Component, for nine one-bedroom apartments at 50 Locust Street in St. Thomas; and further, THAT: A by-law be prepared to authorize the Mayor and Clerk to execute a Service Manager Contribution Agreement with Walter Ostojic & Sons Limited. 3 The 69th meeting of the 137th Council Ontario Early Years Child and Family Centres - Transfer Payment and Service Agreement - Appendix D The members inquired about data analysis services and the services expected to be offered to children between the ages of six and twelve. The Children s Services Supervisor advised that the Social Services department will be required to continue data collection and that once a service provider is identified, there will be programming for children between the ages of six and twelve. The members inquired about programs for young adults with disabilities who have completed high school. Motion by Councillor Rymal - Tinlin: THAT: Report SESS relating to the Ontario Early Years Child and Family Centres - Transfer Payment and Service Agreement be received for information; and further, THAT: Council approve entering into the Transfer Payment and Service Agreement attached to Report SESS related to $1,131,194 in annual funding from the provincial Ministry of Education to operate Ontario Early Years Child and Family Centres; and further, THAT: A by-law be prepared to authorize the Mayor and Clerk to execute the Transfer Payment Agreement with the Ministry of Education. BUSINESS CONCLUDED INFRASTRUCTURE AND CIVIC OPERATIONS BUSINESS CONCLUDED CORPORATE GOVERNANCE AND ADMINISTRATION Police Building Debenture - Appendix E The members inquired whether the debt could be repaid sooner than 20 years. The Director of Finance and City Treasurer advised that the repayment period was fixed over the 20 year period. The members inquired about costs included in the debenture amount. The Director of Finance and City Treasurer advised that in addition to the building costs, the cost of the road and radio system were included in the debenture amount. Motion by Councillor Tinlin - Burgess: THAT: Report TR relating to the Police Building Debenture be received for information.

4 The 69th meeting of the 137th Council Sewage Service Rates - Proposed Amendment to By-Law Appendix F The members inquired about projects relating to future combined sewer separation. The Director, Environmental Services advised that large projects are included in a detailed capital plan and may involve watermain and road reconstruction. The members inquired about proposed rates for cemeteries. The Director, Environmental Services advised that cemeteries attached to churches have been exempt and the proposed rates include an exemption for standalone cemeteries. Motion by Councillor Rymal - Wookey: THAT: Report ES84-17, 2018 Sewage Service Rates Proposed Amendment to By-law B/L , be received for information; and further, THAT: The 2018 Sewage Service Rates, as outlined in Report, to be effective January 1, 2018, be approved; and further, THAT: The amended Sections 5.3(3)(b) and 5.(5) Table 1 with the updated 2018 Sewage Service Rates, be revised in the existing By-law for the establishment of a Sewage Service Rate; and, THAT: A by-law be submitted to Council for approval that all cemetery properties to be exempted from being charged the special rate per month, and for approval of the new 2018 sewage rates. Valleyview Home Parking Lot Expansion Hydro One Construction Agreement - Appendix G Motion by Councillor Tinlin - Wookey: THAT: Report ES relating to the Valleyview Home Parking Lot Expansion Hydro One Construction Agreement be received for information; and further, THAT: A by-law be prepared to authorize the Mayor and Clerk to execute the construction agreement with Hydro One Networks Inc. BUSINESS CONCLUDED COUNCIL Council reconvened into regular session. REPORT OF COMMITTEE OF THE WHOLE Strategic Direction and Development Community Engagement and Services Infrastructure and Civic Operations Corporate Governance and Administration THAT: The recommendations, directions and actions of Council in Committee of the Whole as recorded in the minutes of this date be confirmed, ratified and adopted.

5 The 69th meeting of the 137th Council - 5 REPORTS OF COMMITTEES Elgin Area Primary Water Supply System Mayor Jackson provided an update on the activities of the Elgin Area Primary Water Supply System Board. St. Thomas Area Secondary Water Supply System Councillor Kohler provided an update on the activities of the St. Thomas Area Secondary Water Supply System Board. PETITIONS AND COMMUNICATIONS Salvation Army - Christmas Kettle Campaign - November 20th to 26th, Flag Raising Mayor Jackson advised that the Salvation Army kick-off event would be held at the Horton Farmers' Market on November 18th, Motion by Councillor Clarke - Tinlin: THAT: A flag raising ceremony for the Salvation Army be held at City Hall on Monday, November 20th, 2017; and further, THAT: The Salvation Army Flag be flown at City Hall from November 20th to 26th, Town of Lakeshore - Provincial Flood Insurance Program A copy of a letter addressed to Premier Kathleen Wynne requesting the establishment of a Provincial flood insurance program was received from Mary Masse, Clerk, Town of Lakeshore. Committee Appointments Mayor Jackson advised that applications were being accepted for various Committee appointments until November 17th, Rogers Home Town Hockey - November 18th and 19th, 2017 Mayor Jackson reminded the members of the Rogers Home Town Hockey event being held on November 18th and 19th, 2017 and that volunteers to assist with the event were welcome. St. Thomas Downtown Development Board - Committee Position THAT: Tom Johnston be removed from the St. Thomas Downtown Development Board. Entegrus Powerlines Board - Appointments THAT: Council of the City of St. Thomas appoint the following two members to the Entegrus Powerlines Board:

Former Cenotaph Site - Princess Avenue The members discussed the use of the former Cenotaph site and directed that staff prepare a report regarding options for the location. Televising of Council Meetings The members discussed the fact that Rogers has reduced the number of Council meetings being televised. The City Manager advised that Rogers had not yet indicated its schedule for the 2018 year and that staff could explore options to increase the number of Council meetings being televised. BY-LAWS Motion by Councillor Tinlin - Kohler: THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on the 14th day of November, A by-law to authorize the borrowing upon amortizing debentures in the principal amount of $14,000, towards the cost of a certain capital work set out in Schedule A to this by-law. (New Police Services Building) 3. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and the Corporation of the City of Toronto. (Green Lane Landfill Waste Disposal Agreement Extension) 4. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Hydro One Networks Inc. (Valleyview Parking Lot Expansion - Hydro One Easement) 5. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Walter Ostojic and Sons Limited (Investment in Affordable Housing for Ontario Program - Rental Housing Component - 50 Locust Street) 6. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Her Majesty the Queen in right of Ontario as represented by the Minister of Education. (Ontario Early Years Child and Family Centres operations) 7. A by-law to appoint an Acting Mayor. (Councillor Joan Rymal - November 22nd to December 2nd, 2017) First and Second Readings Motion by Councillor Tinlin - Kohler: THAT: The by-laws be now read a first time, referred to Council in Committee of the Whole and read a second time.

7 The 69th meeting of the 137th Council - 7 Councillor Clarke was appointed Chair of Council in Committee of the Whole and conducted the second reading of the by-laws. On motion duly moved and seconded, the Chair was ordered to report on the passing of the bylaws. The Chair reported as ordered and the Mayor resumed the Chair. Third Reading Motion by Councillor Tinlin - Kohler: THAT: The report of Council in Committee of the Whole on the following by-laws be received and adopted, the same be read a third time, engrossed, signed by the Mayor and Clerk, sealed and numbered. 1. (Councillor Joan Rymal - November 22nd to December 2nd, 2017) (B/L ) PUBLIC NOTICE 2018 Sewage Service Rate Change Notice was provided that Administration intends to introduce a by-law at the November 20, 2017 Council meeting relating to the proposed 2018 Sewage Service Rate change Water Consumption Rate, Water Supply Fees and Charges Notice was provided that a public meeting will be held on November 20, 2017 at 5:50 p.m. in the Council Chambers regarding the proposed 2018 Water Consumption Rate, Water Supply Fees and Charges. Notice was provided that Administration intends to introduce a report and by-law at the November 20, 2017 Council meeting relating to the proposed 2018 Water Consumption Rate, Water Supply Fees and Charges.
