2 Call for Papers Frankfurt, Germany, 21 & 22 February 2019 I. EBI Global Annual Conference on Banking Regulation 1. Conference The EBI will organise the 4 th EBI Global Annual Conference on Banking Regulation. The objective is to present state-of-the-art research on banking regulation from law, economics, and accounting and discuss it with senior policy makers, supervisors, industry representatives and other banking practitioners. 2. Topics We solicit papers in research areas of interest to the Institute (indicated in bold print). Topics include, but are not limited to: Enhancements of the Single Rule Book and of supervisory practice in the EU: What is needed to complete the Banking Union? What architecture for the ESAs? How should the reforms of the last decade be assessed? Proportionality: What lessons can be drawn from experiences of two (or multiple) tiered regulatory regimes and recent US RegRelief initiatives? Interaction between supervision and resolution: What lessons can be learnt from the first resolution experiences? Is the implementation of TLAC/MREL (discretion of EU authorities) adequate? How to cover capital and liquidity requirements in resolution? What are the institutional and financial requirements for the Single Resolution Fund and a common backstop? Can professional secrecy guarantees and the right of access in resolution and supervisory contexts be reconciled? Bank business models: Which market and policy implications can be inferred from return on equity for different banking models in the Euro area? What will/should be the future structure of the Euro area banking sector and to what extent will/should regulation shape this structure? Page 2 of 7

Resolution and insolvency law: Can bank failures be handled adequately in national insolvency laws if they fall outside the scope of resolution regimes? What role for DGS in resolution and insolvency scenarios? FinTech: Is there a regulatory asymmetry between traditional banks and Fintechs and what to do with it? Judicial review: Which challenges does the cross-border dimension of financial disputes pose and what are the prospects for the European judicial and quasi-judicial system (administrative board of appeals and alternative dispute resolution mechanisms)? Corporate governance: How to implement fit and proper requirements? How to handle the intersection between national company law and the Single Rule Book generally? Should the scope of corporate objectives for banks be expanded to include ESG values (green finance)? 3. It will take place on Thursday, 21 and Friday, 22 February Call for Papers Deadline and Procedure Authors can submit papers or extended abstracts to Claudia Collins The deadline for submissions is 18:00 hrs. (CET), Friday, 31 August The program committee will communicate decisions on acceptance of papers at the end of September Final papers will be due at 18:00 hrs. (CET) on Friday, 21 December Accepted papers will be eligible for the EBI Working Paper Series on SSRN and will thus participate in the selection of the EBI Annual Best Paper Award. 7. Costs We are able to cover travel and accommodation costs for speakers. All papers presented at the conference are eligible for inclusion in the EBI Working Paper Series.. Page 4 of 7

5 II. The European Banking Institute 1. Overview The European Banking Institute (hereafter also EBI or the Institute ) has been created to develop a pan-european research center for banking regulation and supervision, which mirrors the pan-european character and the set-up of the SSM (hub and spokes model). EBI focuses on high-quality research into the legal and economic aspects of banking regulation and supervision. The Institute will focus its work in research projects in the field of law, economics and accounting. The Institute shall endeavor to provide academic input to banking regulators, supervisors and the private sector in Europe. The purpose of the Institute is to conduct high quality research, to distribute knowledge and to promote the dialogue between scholars, regulators, industry representatives and advisors in relation to issues concerning the regulation and supervision of financial institutions and financial markets from a legal, economic and any other related viewpoint. EBI will thus collaborate mainly with European academic institutions and the relevant public and private sector institutions. At a second stage, the EBI endeavors to develop a policy center with the target to establish a new truly pan-european think tank in the area of banking regulation, supervision and banking resolution and any related areas.
