The meeting was called to order at 6:06 p.m. Mayor Smith informed: that October 24, 2018 is World Polio Day, encouraged all citizens to join with the Rotary Club in the fight for a polio-free world, and thanked the Rotary Clubs of West Vancouver for their hard work and efforts on behalf of our community and for ridding the world of polio; that Council, at its September 17, 2018 closed meeting, appointed Smila Patel to the Gleneagles Community Centre Advisory Committee for a term ending December 31, 2019; and that Council, at its September 17, 2018 closed meeting, appointed Paul Hundal to the Heritage Advisory Committee for a three-year term ending July 9, APPROVAL OF AGENDA 2. Approval of October 1, 2018 Regular Council Meeting Agenda MOVED by Lambur, seconded by Booth: THAT the October 1, 2018 regular Council meeting agenda be amended by: adding to Item 3 the minutes of the September 10, 2018 special (open session) and regular Council meetings and public hearing, the minutes of the September 17, 2018 special (open session) and regular Council meetings, and the summary of the September 10, 2018 public hearing; AND THAT the agenda be approved as amended. Adoption of Council Meeting Minutes MOVED by Gambioli, seconded by Cameron: THAT REPORTS 1. the minutes of the September 10, 2018 special (open session) and regular Council meetings and public hearing and the September 17, 2018 special (open session) and regular Council meetings be adopted as circulated; and 2. the Summary of September 10, 2018 Public Hearing regarding Proposed Zoning Bylaw No. 4662, 2010, Amendment Bylaw No. 4992, 2018 (150 25th Street) be approved. 4. Community Day Event Planning Working Group Event Framework (File: CDWG) B. Brink and D. MacCaulay (Members, Community Day Event Planning Working Group) and staff provided a presentation and responded to Council s questions. A Council member commented. MOVED by Cassidy, seconded by Cameron: THAT 1. the proposed Community Day Event Planning Working Group Event Framework be approved; 2. the proposed Community Day Event Planning Working Group Event Framework be incorporated into District work plans and into the budget process for 2019 and subsequent years; and 3. staff proceed with planning and implementing a two-day multicultural festival for the first weekend in June 2019, as outlined in the Community Day Event Planning Working Group Event Framework. B. Brink thanked Council for their work for the community. 5. Proposed Bylaw Notice Enforcement Bylaw No. 4368, 2004, Amendment Bylaw No. 4983, 2018; Proposed Municipal Ticket Information System Implementation Bylaw No. 4383, 2004, Amendment Bylaw No. 5000, 2018; and Proposed Smoking Regulation Bylaw No. 4607, 2009, Amendment Bylaw No. 4984, 2018 (File: /4984/5000) Staff spoke relative to the subject report and proposed bylaws. MOVED by Soprovich, seconded by Gambioli: THAT proposed Bylaw Notice Enforcement Bylaw No. 4368, 2004, Amendment Bylaw No. 4983, 2018 be read a first, second and third time. 3 MOVED by Soprovich, seconded by Booth: THAT proposed Municipal Ticket Information System Implementation Bylaw No. 4383, 2004, Amendment Bylaw No. 5000, 2018 be read a first, second and third time. Staff responded to Council s questions. The question was called on the motion. MOVED by Soprovich, seconded by Booth: THAT proposed Smoking Regulation Bylaw No. 4607, 2009, Amendment Bylaw No. 4984, 2018 be read a first, second and third time. 6. Liquor Primary Structural Change Application Capilano Golf and Country Club 420 Southborough Drive (File: ) Councillor Booth recused herself as she is a member of the Capilano Golf and Country Club, and left the meeting at 6:40 p.m. Staff spoke relative to the subject report and responded to Council s questions. Council members commented. MOVED by Cameron, seconded by Soprovich: THAT the District of West Vancouver participate in the licensing process for the Liquor Primary Structural Change application submitted by Capilano Golf and Country Club by gathering public input in the manner set out in the report dated September 10, 2018, titled Liquor Primary Structural Change Application Capilano Golf and Country Club 420 Southborough Drive. Staff responded to Council s questions. The question was called on the motion. Councillor Booth returned to the meeting at 6:48 p.m. Councillor Booth absent at the vote 7. Temporary Protection of the Webb House at 2495 Mathers Avenue (File: ) Staff spoke relative to the subject report and responded to Council s questions. A. Kazemzadeh (1220 Duncan Street) spoke relative to the purchase of the subject property, its heritage status, working with District staff, the condition of the interior of the subject house, and responded to a Council member s question. C. Reynolds (Chair, Heritage West Van) spoke in support of the subject recommendation and commented regarding: the condition of the interior of the subject house; moving heritage houses from the District of West Vancouver to other locations; and the Heritage Advisory Committee. 4 BYLAWS MOVED by Booth, seconded by Soprovich: WHEREAS: 1. The property located at 2495 Mathers Avenue, and more particularly described as , Lot 22, Block 12, District Lot 555, Plan 2261 (the Property ) is considered to be heritage property; and 2. Pursuant to s. 606 of the Local Government Act, a local government may order that real property be subject to temporary protection; THEREFORE BE IT RESOLVED THAT: 1. The Property is subject to temporary protection for a period of 60 days commencing on the date this Resolution is passed, and the prohibitions in s. 609 of the Local Government Act apply to the property without exception during the 60-day period; and 2. The Director of Planning and Development Services or a staff member acting on behalf of the Director is authorized to post one or more notices of temporary heritage protection on the property, in the form of this Resolution, and to remove the notice or notices upon the expiry of the 60-day period. 8. Proposed Waterworks Regulation Bylaw No. 4490, 2006, Amendment Bylaw No. 4997, 2018 (File: ) MOVED by Cassidy, seconded by Soprovich: THAT proposed Waterworks Regulation Bylaw No. 4490, 2006, Amendment Bylaw No. 4997, 2018 be adopted. 9. Proposed Solid Waste Utility Bylaw No. 4740, 2012, Amendment Bylaw No. 4996, 2018 (File: ) MOVED by Lambur, seconded by Booth: THAT proposed Solid Waste Utility Bylaw No. 4740, 2012, Amendment Bylaw No. 4996, 2018 be adopted. 10. Proposed Sewer and Drainage Utility Fee Bylaw No. 4538, 2007, Amendment Bylaw No. 4998, 2018 (File: ) MOVED by Gambioli, seconded by Booth: THAT proposed Sewer and Drainage Utility Fee Bylaw No. 4538, 2007, Amendment Bylaw No. 4998, 2018 be adopted. OTHER ITEMS 15. REPORTS FROM MAYOR AND COUNCILLORS 16. Reports from Mayor and Councillors Councillor Soprovich congratulated Mayor Smith on: his terms as Mayor; Council s accomplishments over the last seven years; his dealings with TransLink and Metro Vancouver; and his work with District staff to effect change in the community; and queried regarding comments made to the media relative to the upcoming general local election. Mayor Smith clarified comments made to the media. Councillor Soprovich again congratulated the Mayor for his work in the community. Councillor Gambioli reported on beach closures over the summer and that Metro Vancouver Utilities Committee reports found that there is no indication that any effluent from the wastewater treatment plant contributed to elevated E. coli counts that led to swimming advisories. Councillor Booth: reported on attendance, with Councillors Gambioli and Lambur, at the Howe Sound Sustainable Development Forum; congratulated the organizers of PumpkinFest for a successful event despite the rain; and thanked Mayor Smith for his many years of service on the School Board and Council, and wished him the very best in his retirement going forward. Councillor Cameron: thanked PumpkinFest volunteers and staff for their hard work; and referred to his recent letter to the editor and commented regarding working productively with Mayor Smith over the last seven years, appreciation for the Mayor s commitment to the community and his strength of leadership, and wished him well. Councillor Cassidy spoke regarding looking forward to hearing about the next chapter of the Mayor Smith s life. 10 PUBLIC QUESTIONS AND COMMENTS 17. Public Questions and Comments C. Reynolds offered her thanks and appreciation to Council and staff, and to Mayor Smith relative to the establishment of the Heritage Advisory Committee. PRESENTATION Accomplishments (File: ) N. Leemhuis (Chief Administrative Officer) provided a presentation regarding Council priorities and divisional achievements, and staff provided information regarding housing options and initiatives approved by Council since N. Leemhuis, on behalf of staff, thanked the Mayor and Council for their support and guidance. Council members commented. MOVED by Mayor Smith, seconded by Cameron: THAT the presentation from the Chief Administrative Officer regarding Accomplishments be received, with thanks. Mayor Smith commented regarding his years on the School Board and on Council, his appreciation for working with members of Council, volunteers, and District staff, and wished everybody the best of luck.
