INTRODUCTION The South African television broadcasting services have been broadcasting by way of analogue technology since Following the rest of the World, South Africa took a decision to migrate television broadcasting from analogue to digital to make more efficient use of the available radio frequency spectrum, which is a scarce national resource Free to air terrestrial television represents the largest single broadcast platform worldwide. It supplies primary content to the majority of people worldwide. Despite the rise of the pay television (TV) industry, particularly in developed countries, to many consumers free terrestrial still represents the most affordable access to TV content, requiring a single payment for a receiver or license fee and no monthly subscription costs As digital switchover becomes more frequent globally, there has naturally been huge demand for DTT receivers. By the end of 2010 there were 364 million active digital terrestrial television (DTT) receivers worldwide, up from just 4 million in With the aggressive analogue switch off (ASO) dates being pursued by many countries, the majority of this growth has thus far occurred across Western Europe, US and Japan which, together accounted for 84 per cent of all active DTT receivers in Globally, the market for free DTT receivers will remain in good health over the next five to ten years. However, the DTT set-top box (STB) market will be more volatile, as more people adopt integrated digital televisions (idtvs) The migration is necessary due to the developments in telecommunications technologies and the international obligations for broadcasting digital migration. The conference resolved that all countries of Europe, Africa, Middle East and the Islamic Republic of Iran should migrate from analogue to digital broadcasting services by 17 June In August 2008, Government approved the Broadcasting Digital Migration (BDM) Policy. The BDM Policy provides for a framework within which digital migration should take place in the country. It also provides that before analogue switch-off, there will be a time where both analogue and digital signals will broadcast. Thus for TV owning households to receive the digital signal on their current analogue TV receivers, STBs, which convert the broadcasting digital signal to analogue, is required. Otherwise it will be necessary to acquire digitalenabled TV receivers The Broadcasting Digital Migration Policy provides that set-top-boxes will be sourced from local manufacturers The STB manufacturing sector development strategy focuses on those areas where South Africa has the necessary expertise to ensure the final assembly of STBs locally for domestic and export markets Therefore this section outlines the various areas of the value chain and roles of players in unlocking the potential for growing the sector. 2. OBJECTIVES OF THE STB MANUFACTURING STRATEGY 2.1. The Strategy seeks to achieve the following objectives: To increase the sector's contribution to the real economy, improving growth and facilitating job creation both directly and indirectly; STB MANUFACTURING SECTOR DEVELOPMENT STRATEGY Page 4

Ensure that the local industry and government's investment is protected through the use of technical and non technical barriers to entry; 2.4. To facilitate investment into the upgrade and establishment of manufacturing operations in the domestic STB industry; 2.5. To bring about transformation in the electronics industry; and 2.6. To promote innovation and research and development. 3. SECTOR OVERVIEW 3.1. Industry structure and its performance The South African electronics manufacturing sector is characterized by large, middle-sized and small manufacturers with primary focus on the assembling and manufacturing of electronics consumer products such as TV receivers, telecommunications equipment, and STBs for the pay television market. Most of these companies have been established within South Africa and they exhibit varying degrees of expertise. These manufacturers have strong engineering design capabilities particularly in software and systems development which is a critical element in the manufacturing of STBs. Some of the manufacturers already have established relationships with the retail market and have distribution networks, with easy access to outlets in the cities and towns throughout the country South Africa is a net importer of TV, radio and communications equipment. Table 1 demonstrates that, the value of exports increased from R1.7 billion to R2.0 billion in 2001 and 2009 respectively, with the highest increase recorded in 2007 where exports recorded R3.7 billion. Table 2 below depicts the tariff structure of the major dutiable components used in the manufacturing of set-top-boxes. There are six product types used for the manufacture of STBs which are not manufactured domestically and has to be imported from elsewhere in the world. In order to support the growth and development of the STB manufacturing industry it is proposed that government consider that these products do not attract duties. Due to the fact that the electronic industry is capital intensive and the fact that domestic electronic products have to compete with imported from other parts of the world. Such duties also increases production costs unnecessarily and thus a cost burden to the consumer of the final product produced The components comprise 20.18% of the total component cost. If the customs duty is rebated the Southern Africa Customs Union (SACU) product would be approximately 3% more competitive against international competition and would sell at the set selling price of the foreign competitor's product. Also, an anomaly existed in the sense that the components used in the manufacturing of STB MANUFACTURING SECTOR DEVELOPMENT STRATEGY Page 6

15 STAATSKOERANT, 14 SEPTEMBER 2012 No SECRET STB's are dutiable under various ad valorem duties, whilst the final product, the STB, is free of duty. This anomaly does not encourage the domestic manufacture of the STB's. The rebate of the duty on the components used in the manufacture of STB's is intended to level the playing field The country's STB manufacturing industry is dominated by few manufacturers and they do not have the capacity to service the 11.5 million domestic STB market. Therefore interventions are required to ensure that there are more players in the market in order to satisfy the demand. This trend is also prevalent in the antennae manufacturing sector, where there are only two manufacturers Over and above the manufacturing of STBs, there are opportunities in the manufacturing of antenna. Research conducted by the Southern African Digital Broadcasting Association (SADIBA) on the South African transmission parameters indicated that TV households will need either an outdoor antenna or indoor active antenna to boost the picture quality. The manufacturing of antenna provides an opportunity for job creation within the value chain Initial assessment by the Department indicates that there are few manufacturers of antennae in South Africa. The strategy therefore calls for the sourcing of both outdoor and indoor antennae from local manufacturers. In line with the need to bring about new players, Government must support the availability of antennae to the five million TV owning households. Government will also choose the prospective antennae manufacturers to supply the five million subsidised TV owning households. The industry has the potential to produce more than 11.5 million antennae to service both the subsidised and non-subsidised market The STB industry is not transformed as it does not reflect the demographics of the country. There are no black owned STB manufacturers. STB MANUFACTURING SECTOR DEVELOPMENT STRATEGY Page 7

16 16 No GOVERNMENT GAZETTE, 14 SEPTEMBER 2012 SECRET Therefore building the local STB manufacturing capabilities will create a sustainable domestic electronic sector and international competitiveness; and also change the composition of ICT investment from low value added activities to intermediate and high-technology goods and services Conformance Authority for the STBs All STBs must be tested and type approved by the Independent Communications Authority of South Africa (ICASA) and the South African Bureau of Standards (SABS) to minimize the risk of product failure. Currently there is no conformance authority that exists in South Africa and most of the STBs are tested outside the country. As part of providing support to the industry, it is important that a strong STB conformance regime is built in South Africa. Conformance is critical to secure the DTT platform and ensure that only conformant boxes are able to operate to avoid performance failure South Africa should build this capacity to ensure that STBs in the market conforms to the DTT standard. This also presents opportunity to also conduct STB conformance for the Southern African Development Community region as well as the servicing the African continent. This capability will have to be built within the SABS to conduct conformance to both subsidized and nonsubsidized set-top-boxes Job creation opportunities The distribution network and logistics that carries the STBs from the manufacturers up to the point of sale and to the end user create employment opportunities. The warehousing, logistics and courier sectors allow for significant participation by black owned companies and small, medium and micro enterprises. The objective is to ensure that end-users do not struggle to receive the products irrespective of their localities The project of digital migration magnitude and the roll of millions of set top boxes require a dedicated call centre to support consumer take up. As part of the communications and awareness campaign, a call centre to assist the consumers will be established The STB installations represent important aspect of the DTT roll out support system. The digital migration process is an ideal opportunity to bridge the digital divide and enable access to government information and services. The STB installations support affords all citizens especially the vulnerable groups to take up digital broadcasting without unnecessary inconveniences. The STB installations offer a great opportunity for local SMMEs. Manufacturers will have the responsibility of ensuring that STB installers are provided with the requisite skills. Accordingly a programme to capacitate youth with the necessary skills to repair set-top-boxes will be instituted. 4. IMPLEMENTATION OF THE STRATEGY 4.1. Increase the manufacturing base The manufacturing of STBs largely consists of assembling electronics components in accordance with the engineering designs, and manufacturing of enclosures. Thus maximizing the value in the manufacturing process ensures that many local manufacturers participate in the full manufacturing value chain. This will result in the improvement of capabilities for the manufacturing of specific electronic components. STB MANUFACTURING SECTOR DEVELOPMENT STRATEGY Page 9

18 18 No GOVERNMENT GAZETTE, 14 SEPTEMBER 2012 SECRET To stay cost-competitive, the domestic STB manufacturers have invested in capital-intensive production lines to mount and place chips surface mount technology assembly. The final assembly of the STB remains labour-intensive and provides opportunities for job creation An inclusive Government/Industry Partnership approach that envisages the participation of the existing and new local manufacturers be adopted. This partnership encourages the working together of the existing and new manufacturers in different areas especially in the sharing of Research and Development expertise and the intellectual property (IP). In this partnership government must support new entrants with start-up costs using the existing incentive programmes Enhance the competitiveness of the sector Although the sector will be competing with other products from elsewhere in the world, it is necessary that local manufacturers be supported to ensure that STBs are affordable to the majority of TV households With regard to the availability input material such as chip sets, for the production of STBs, South Africa does not have the capacity to support the sector. Therefore such chip sets will have to be imported from other countries such as China. The importation of such material carries ad volarem taxes of approximately 15%. In support of the growth and development of the local industry, the importation of chip sets should be exempted from import duties Since STBs imported from elsewhere in the world are duty free, an import duty should be levied on all STBs imported from elsewhere in the world Research and Development (R&D) The consumer demand for media rich home entertainment services is driving innovation and new revenue opportunities in the STB industry. 19 STAATSKOERANT, 14 SEPTEMBER 2012 No SECRET architectures are becoming more sophisticated through integration of new functions into the box This makes the production of STBs a highly technical process which requires continuous research and development (R&D) an embedded activity. Therefore, it is not possible to a build a globally competitive STB industry without a dedicated R&D to drive innovation. The innovation and manufacturing of the cutting edge electronic products are the drivers of successful electronic consumer industries The promotion of R&D activities will create a condusive environment to enable the manufacturing of integrated digital TV receivers and other electronic consumer devices in the near future. The future is idtv, where a digital tuner is built into a TV set. idtv can receive digital broadcasts with no extra hardware required idtvs do away with the need for a set top box to convert signals for reception on an analogue television receiver. They may also include support for other features of a digital television platform From the manufacturing perspective, it is therefore desirable that local manufacturers be encouraged to begin conducting research and development with a view of manufacturing idtvs to meet the future local demand. The manufacturing of integrated television receivers is more complex than the manufacture of set top boxes and, consequently, the potential for job creation in the manufacture of integrated television receivers is greater than that for set top boxes. The skills required are also likely to differ The common critical feature for all the major global electronics companies is engineering design capabilities and intellectual property (IP) ownership. To this end the development of the local design capabilities of the STB engineering, architecture and its related applications present significant opportunities for STB MANUFACTURING SECTOR DEVELOPMENT STRATEGY Page 11

This presents opportunities for further investment in local engineering design capabilities Some local companies have engineering design capabilities and own intellectual property thereof. In order to promote investment, innovation and excellence in the industry, locally developed lips be supported for the manufacturing of subsidized set-top-boxes Build the STB conformance testing capabilities South Africa must build conformance testing capabilities to ensure that STBs in the market conforms to the national STB standard. This presents opportunity to also conduct STB conformance for the Southern African Development Community region as well as the servicing the African region as a whole. This capability will have to be built within the South African Bureau of Standards (SABS) to conduct conformance to both subsidized and non-subsidized set-topboxes. This would generate extra income to the national fiscus since all STBs and other electronic products from other parts of the African continent would be tested in South Africa. The conformance authority is the first in the African continent Use the existing incentives to grow the industry The fact that government is subsidizing 70% of the cost of the STB for five (5) million poor TV owning households serves as an incentive to encourage new players especially manufacturers owned by previously disadvantaged individuals, thereby transforming the industry Job Creation Once all of the above are realised, the STB industry is expected to create direct and indirect jobs. These jobs are expected to come from the actual manufacturing of the STBs and antennae, installation of the STBs and STB MANUFACTURING SECTOR DEVELOPMENT STRATEGY Page 12

The call centre to be established as part of the consumer support would create employment opportunity to young people. 5. CONCLUSION The successful implementation of the STB Manufacturing Strategy will lay a foundation for the long-term growth and development of the electronics sector in general. This will increase the sector's contribution to the Gross Domestic Product of the country. The Strategy is a call for the establishment of a partnership between government and industry to deliver a successful broadcasting digital migration in South Africa. (2) For the purposes hereof "Electrical Industry" or "Industry" means the industry in which employers and employees are associated for any or all of the following- (a) the design, preparation, erection, installation, repair and maintenance of all electrical equipment forming an integral and permanent part of buildings and/or structures, including any wiring, cable jointing and laying and electrical overhead line construction, and all other operations incidental thereto, whether the work is performed or the material is prepared on the site of the buildings or structures or elsewhere, (b) the design, preparation, erection, installation, repair and maintenance of all electrical equipment incidental to the purpose for which a building and/or structure is used, including any wiring, cable jointing and laying and electrical overhead line construction, and all other operations incidental thereto, whether the work is performed or the material is prepared on the site of the buildings or structures or elsewhere,

For the purposes of this definition- (i) (ii) electrical equipment includes: (aa) electrical cables and overhead lines, and (ab) generators, motors, converters, switch and control gear (including relays, contactors, electrical instruments and equipment associated therewith), electrical lighting, heating, cooking, refrigeration and cooling equipment, primary and secondary cells and batteries, transformers, furnace equipment, radio sets and allied electrical apparatus, signalling equipment and other equipment utilising the principles used in the operation of radio or electronic equipment. design, preparation, erection, installation, repair and maintenance does not include- (aa) the manufacture, installation, repair and/or maintenance of lifts and escalators,

(4) For the purposes of this Agreement, the " rate of remuneration" of learners prescribed under the Skills Development Act, 1998, shall be taken to be

SPECIAL PROVISIONS The provisions of clauses 20, 25(1)(d), 27(3), 30, 30B, 39(12), 50 and 51 of Part 1 of the Agreement published under Government Notice No. R. 90 of 26 January 2001, as re-enacted and amended under Government Notices Nos. R. 795 of 14 June 2002, R of 5 September 2003, R. 53 of 23 January 2004, R. 280 of 1 April 2005, R. 52 of 27 January 2006, R. 57 of 2 February 2007, R. 870 of 21 September 2007, R. 826 of 30 July 2008 and R. 256 of 13 March 2009 (hereinafter referred to as the "former agreement") shall apply to employers and employees. 2B. SCHEDULE TO THE PROPOSED RAISING OF THE CLANWILLIAM DAM AS A GOVERNMENT WATERWORKS AND A SUMMARY OF THE ENVIROMENTAL IMPACT ASSESSEMENT A. PROPOSED CONSTRUCTION OF THE SCHEME PURPOSE Clanwilliam Dam has been exposed to a chemical reaction in the concrete that may affect the integrity of the structure in the medium to long term. The main threat is inherent to dams equipped with crest gates. Failure to operate these gates under extreme flood conditions may result in overtopping of the non-overspill crest, which has the potential to result in damage. The latter will be addressed during rehabilitation works to improve the shear resistance of the foundations of the dam. The opportunity will also be taken to raise the dam, in conjunction with the dam safety work, to create additional yield. The objective of the project will be (a) to establish resource poor farmers in sustainable farming enterprises, (b) to reduce poverty, improve livelihoods and provide job opportunities, and (c) to improve the assurance of supply to existing commercial farmers on the scheme. The allocation of the additional yield will be guided by the Water Allocation Reform Strategy and the Broad Based Black Economic Empowerment Act (Act No. 53 of 2003). A locality map of the scheme is attached. RAISING OF CLANWILLIAM DAM Clanwilliam Dam is situated on the Olifants River near the town of Clanwilliam which is within the Cederberg Municipality in the Western Cape Province. The dam was originally built in 1935 and was later raised by 6 metres to its current level in 1969 to provide for an increasing irrigation demand. In recent years, the Lower Olifants River Water Users Association requested the Department of Water Affairs to investigate the feasibility of raising the dam in conjunction with the rehabilitation of the dam wall. Raising of the full supply level would increase the storage capacity and yield of the dam and improve water availability, which is currently considered inadequate for the

62 62 No GOVERNMENT GAZETTE, 14 SEPTEMBER 2012 high value crops produced on the scheme. A feasibility study was subsequently undertaken to consider all the implications of raising the dam. The feasibility study, completed in October 2007, found that raising the dam was both technically feasible and financially viable and recommended that the dam be raised by 13 metres. The project involves extending the dam wall on the downstream side and then raising it to a higher level. The additional yield for a 13 m raising, allowing for current water allocation, upstream use and ecological water requirements, was assessed as 69.5 million m3 per annum. This additional yield will provide an opportunity to establish resource poor farmers to promote food security and decent employment through inclusive economic growth. EXISTING DAM The existing Clanwilliam Dam is a concrete gravity dam with a non-overspill crest length of approximately 250 m. The maximum wall height of the dam is 43 m above lowest river bed level. The dam wall comprises an ogee crest spillway m long. The spillway discharge is controlled by 13 vertical gates. Piers support the gates and deck over the spillway, resulting in an effective spillway length of 101 m. The full supply level of the dam is metres above sea level ( m.a.s.l.). Two outlet pipes of nominal diameter mm positioned at m.a.s.l. discharge into the river downstream. The maximum discharge capacity is approximately 10 m3/s, controlled by sleeve valves. An additional outlet pipe delivers water to the municipal water infrastructure and also to the irrigation canal on the downstream right bank and the small hydropower plant. RAISED DAM Clanwilliam Dam is founded on quartzitic sandstone of the Nardouw Formation, Table Mountain Group with minor, mostly discontinous, interbedded shale bands. Four geological investigations for the purpose of dam safety evaluations were undertaken in 1988, 1990, 1993 and The investigations found that the foundation is generally safe. Geological and geotechnical investigations for the design of the raising of the dam were recently undertaken and the foundation again was found safe for the proposed 13 metre raising. Results from form the geotechnical investigation indicated that

63 STAATSKOERANT, 14 SEPTEMBER 2012 No adequate aggregate is available for the proposed raising by roller compacted concrete (RCC). RCC is the preferred material mainly due to the rapid tempo at which it can be placed, resulting in shortened construction periods and its relatively low heat of hydration. The design of the raising of the dam was therefore based on the use of RCC. Raising of Clanwilliam Dam will be designed to pass the 1:200 year flood of m3/s which was adopted as the recommended design flood (RDF). The safety evaluation flood (SEF) is estimated to be m3/s. No flood gates or other mechanical or electrical equipment will be installed to operate the spillway of the raised dam. Such equipment was avoided as it can reduce the discharge capacity of the spillway when malfunctioning. A standard uncontrolled ogee spillway will be designed for the raised dam. B. SUMMARY OF THE ENVIRONMENTAL IMPACT ASSESMENT (EIA) (For more information please see full EIA on the website htto:// oov.za/documents/wma/17) An environmental impact assessment (EIA) was undertaken in parallel with the Feasibility Study for Raising Clanwilliam Dam and completed in September Environmental authorization was subsequently granted in February 2010 in a Record of Decision effective over a five year period. The findings of the EIA study are summarized below. Socio-Economic Poverty levels are extremely high throughout the Olifants/Doring catchment, with more than 70% of households living on less than R per annum in all areas. Direct dependence on aquatic ecosystem resources is negligible except in the case of the estuary where up to 200 households in the Ebenhaeser community are involved in a gill net fishery. The Reserve Determination study however found that with the raising of Clanwilliam Dam, an Ecological Reserve Category of B (largely natural with few modifications) can be achieved and maintained at the estuary. The negative impact on estuarine livelihoods would be very low. Agriculture is the dominant economic activity in the area which means access to water for irrigation could greatly improve livelihoods for the poor households in the catchment. The raising of Clanwilliam Dam will improve the assurance of supply to protect agricultural investment in the catchment from severe climatic conditions. Much of the additional yield created by the raising of the dam will be allocated to resource poor farmers to be established in the area, resulting in improved job creation and livelihoods. The socio-economic impact assessment found that while only 650 construction jobs, approximately, will be created, as many as new jobs could ultimately be created and R200 million in additional gross geographic product generated as a result of raising the dam. Ecological Reserve The Reserve Determination study found that in terms of hydrology, the Olifants River is naturally perennial, with distinctly seasonal flow with a high flow period in winter, low flow period in summer and intermediate flow periods in spring and autumn. The present ecological status (PES) of the Olifants River upstream of the Clanwilliam Dam and downstream of the confluence with the Hex River can be classified as largely modified and was classified as Category D. The PES of the Olifants River downstream of Clanwilliam Dam and Bulshoek Weir can be classified as seriously modified, with extensive loss of natural in-stream habitat and the system being extremely unstable. This section of the river was classified

The Olifants Estuary is considered to be extremely important from an ecological and social perspective, and has been targeted as a Desired Protected Area. The study found that the PES of the estuary can be classified as moderately modified or Category C. The Reserve study recommended that further water resource development should be limited only to the Olifants River and that the Doring River should be preserved in its present, almost pristine condition. Impact on Groundwater Resources Based on historical evidence, there is concern that raising Clanwilliam Dam could result in raising the groundwater table, resulting in increased spring flow in the town, the development of new springs or seep areas. These could result in, inter alia, increased rising damp problems for some of the residents in Clanwilliam. A geohydrological investigation was therefore undertaken to investigate the potential impact on geohydrology of the area. The investigation found that the impact is of medium negative significance. Extensive groundwater monitoring, through monitoring wells, tracer testing in the vicinity of springs and seeps to measure groundwater flow and transport parameters will be undertaken to determine whether raising the dam will affect the groundwater table. If this is proven, appropriate mitigation measures will be designed. Impact on Heritage Resources Clanwilliam Dam is located in an area with numerous sites containing rock art, Stone Age tool deposits and other culturally significant artefacts. The raising of the dam could result in the inundation of significant artefacts and rock paintings from the Early, Middle and Later Stone Ages as well as historical structures and graves. Out of the 26 rock art sites identified by the Heritage Impact Assessment, the significance of inundation of the majority of these sites was found to be very low to medium. The implementation of mitigation measures specified in the Record of Decision will be further investigated to reduce impacts on archaeological and heritage material. Impact of Inundation on Infrastructure The raising of the dam wall will inundate various roads in the study area such as the national N7 Road, portions of the gravel road between Clanwilliam and Citrusdal, portions of the road to Algeria from Route N7, portions of the Citrusdal Road (MR 539) and portions of the Renbaan Road (MR 16/2). The affected road portions will be re-aligned and/or raised to restore access and ensure at least the current level of service. There is a suite of developments that surround the Clanwilliam dam, ranging from commercial farms to residential properties and tourism facilities. The inundation of such infrastructure will result in a range of impacts including loss of income and viability of farms in some cases. An independent Valuator will determine fair compensation, based on market value, for affected properties within the dam basin in accordance with legislation. Impact on Flora The vegetation of the Olifants River catchment is characterized by two main vegetation types, namely the Fynbos and Succulent Karoo, while the area in the vicinity of the dam basin is characterized by Fynbos. The Botanical Assessment found that whilst the Citrusdal-Clanwilliam Valley is in the Greater Cederberg Biosphere Reserve Corridor, the study area is not considered to be a floristic hotspot. This is largely due to the fact that large parts of the area around the dam basin are cultivated and disturbed due to agricultural activities. Fluctuations in water levels in the existing dam have already transformed much of the vegetation up to the Full Supply Level. While some listed Red Data Book plant species will

65 STAATSKOERANT, 14 SEPTEMBER 2012 No also be impacted by the raising of the dam wall, the Botanical Assessment found that these negative impacts will be of very low significance, with the most important implication for biodiversity being the additional loss of the Olifants River riparian vegetation. Impact on Fauna The raising of Clanwilliam Dam would result in the inundation of natural vegetation along the dam and river, reducing the area of suitable habitat, thereby impacting on the viability of fauna in the immediate vicinity of the raised dam. However, given the inherent mobility of many of the species, the affected faunal communities would be able to relocate away from the construction area and areas of inundation to undisturbed and protected areas to the east and west of the river and dam. The Fish Specialist Study concluded that the raising of Clanwilliam Dam will have no impact on the indigenous fish species upstream of the dam as the additional area of inundation as well as the river to Citrusdal has hardly any indigenous fish remaining. The inundated areas will, however, provide the ideal temporary habitat, when the dam is full, for the thriving bass and bluegill populations in the dam. Of greater importance to the remaining indigenous fishes in this part of the river is the correct management of summer base flows upstream of the dam to enable the aquatic ecosystem to function more effectively. The raising of the dam may affect the downstream environment through the temperature of released water affecting the spawning of Clanwilliam Yellowfish. A medium positive impact on the fish in the river and estuary will, however, result from implementation of ecological releases from the new multi-level inlet and outlet structure that meets the quantity, quality and timing requirements. The reinstatement of some summer flows will also result in the positive impact by ensuring that current contributions from the Daring River are maintained. Restoration work will be undertaken in the river and estuary to reverse some of the non-flow related geomorphological impacts. Impact of Reservoir Induced Seismicity In general, the construction of dams and the associated increase in water load on the surface of the earth may trigger earthquake activity known as reservoirinduced seismicity. The associated probability of reservoir induced seismicity at the raised Clanwilliam Dam is therefore very low. Reservoir induced seismicity is frequently observed when the reservoir is deeper than 100 m or has storage capacity exceeding million m3. With a raising of 13 m, Clanwilliam would have a maximum height of 56 m and maximum storage of approximately 330 million m3. Of the dams of this size and smaller world wide, only ten dams have displayed reservoir induced seismicity. Visual Impact The raising of the dam would result in an increase in the height of the existing dam wall and accordingly an increase in the lake surface area. The Visual Impact Assessment found that visual impact of the raised dam cannot be significantly mitigated due to its scale on the landscape. Impact on Traffic High volumes of traffic currently travel on the N7 Road between Clanwilliam and Citrusdal, and the road is poor in parts, with no shoulders or passing lanes. Accordingly, construction related traffic to and from the site will temporarily impact negatively on the traffic flow and the integrity of the N7 Road. It is envisaged that the quarry, concrete batching plant and construction site will be situated to the

66 66 No GOVERNMENT GAZETTE, 14 SEPTEMBER 2012 west of the N7 Road. Access will be provided under the re-aligned N7 Road to facilitate traffic between the construction site and the dam wall to minimize the potential safety risk and traffic impacts. Sourcing of Construction Materials A range of materials will be required for the raising of the dam wall, including different grades of aggregate for production of concrete. The majority of the material will be sourced from the extension of the existing quarry and as far as possible from the dam basin itself. Any additional material required may be competitively sourced from a commercial supplier. Public Participation Extensive public participation was undertaken during the Feasibility Study and especially during the Environmental Impact Assessment. Interested and Affected Parties were extensively involved to obtain their views about the dam raising and associated impacts. The procedure to be followed for payment of compensation for affected properties was presented to the Interested and Affected Parties. An appeal process was followed before the environmental authorization was issued by the Department of Environmental Affairs. Environmental Management Plan (EMP) A detailed EMP will be developed to guide the various activities associated with construction and operation phases of the raised dam. It is believed that such a programme will not only grow and develop the relevant export markets, but will support the international "footprint" of SA fruit.
