4 City Observatory Project of the International Observatory of Participatory Democracy, Net 3-Democracy in the City-of URB-AL. The ObservaPoa is the result of a partnership among the City Hall, Federal University of the Estate of Rio Grande do Sul (UFRGS) Catholic University (PUC), Dieese, Economics and Statistics Foundation (FEE) and Participatory Budget Council.
