3 1 INTRODUCTION Hartron on behalf of Department of Electronics & Information Technology, Haryana invites Expression of Interest (EoI) from Telecom infrastructure provider duly registered with the Department of Telecommunications, Government of India or any telecom services provider licensed from the Department of Telecommunication, Government of India or an infrastructure provider duly authorized by a licensee to lay the communication and connectivity infrastructure for enabling last mile connectivity in rural areas using fiber laid under of Govt. of India, as per the detailed features as contained in this document. This EoI further seeks response from these companies regarding the solutions, technologies and specifications available in the market for execution of such a project 3 Enabling last mile connectivity to the citizens in rural areas of Haryana using network created under

5 3 DIGITAL INDIA PROGRAMME EoI/Hartron/C&C/ Digital India is a programme to transform India into a digitally empowered society and knowledge economy. The vision of Digital India programme is to transform India into a digitally empowered society and knowledge economy. The Digital India programme is centred on three key vision areas: i. Digital Infrastructure as a Utility to Every Citizen ii. iii. Governance & Services on Demand Digital Empowerment of Citizens The first vision Digital infrastructure as utility to every citizen emphasises on availability of high speed internet as a core utility for delivery of services to citizens. Apart from the above visions, there are nine pillars of Digital India programme namely Broadband Highways, Universal Access to Mobile connectivity, Public Internet Access Programme, E-Governance Reforming government through Technology, ekranti Electronic delivery of services, Information for All, Electronics Manufacturing Target NET ZERO Imports, IT for Jobs and Early Harvest Programmes. The first pillar Broadband Highways also focuses on broadband for all rural, broadband for urban and National information infrastructure. 4 ABOUT BHARATNET PROJECT BharatNet project aims to enable broadband connectivity in all 2.5 lakh Gram Panchayats of the country by extending optical fibre connectivity from intermediate fibre point at Block level (known as Fibre Point of Interconnect or FPoI) to Gram Panchayat. The project is being executed by Department of Telecommunication (DoT), Govt of India through a Special Purpose Vehicle (SPV) setup for this purpose called as Bharat Broadband Network Ltd (BBNL). Government of India has adopted a phased approach for implementation of the BharatNet project across the entire country. Haryana is among the few states to be covered in phase I. Under this Phase-1 of BharatNet, almost 6004 Gram Panchayats of Haryana have been connected and declared service ready by BBNL while the work for 63 GPs is under progress by BBNL and is likely to be completed shortly. The request for inclusion of remaining 137 GPs in BharatNet project has been sent to DoT, GoI. 5 PURPOSE OF THE EOI While access to broadband infrastructure within the urban geographies is pretty much a reality, the rural economy remains largely deprived of this right. Therefore, it is imperative for the Government to take lead in building a vibrant eco-system for delivery of digital services especially in the rural areas of the country. Haryana has made significant investments in the last few months to deploy Digital India concepts on a war footing with rapid and startling results. 5 Enabling last mile connectivity to the citizens in rural areas of Haryana using network created under

6 To achieve this objective, the foremost requirement is to provide broadband connection to the rural areas in Haryana at affordable prices. This objective includes an on-demand availability of high-speed internet through FTTH in rural areas. For the said purpose, the Expression of Interest is invited from Telecom infrastructure provider duly registered with the Department of Telecommunications, Government of India or any telecom services provider licensed from the Department of Telecommunication, Government of India or an infrastructure provider duly authorized by a licensee to lay the communication & connectivity infrastructure and Internet services for enabling last mile connectivity in rural areas using fiber laid under of Govt. of India. The objective of this EoI is to solicit responses from interested companies regarding the solutions, technologies and specifications available in the market for execution of such a project which may include but not limited to:- i. Fiber to the Home (FTTH) Available/future technologies that may be adopted for providing last mile connectivity to the users at village level. As part of the scope, the interested part will have to lay down optical fiber from the ONT to the villages for providing the last mile connectivity to the homes. The component of the work shall involve a. Laying & Maintenance of optical fiber for providing last mile b. Provision of Bandwidth ii. Provision of Wi-Fi Services in the Villages of Haryana This shall enable villagers to be able to access Internet broadband connectivity. As part of this solution, the interested agency shall provide Wi-Fi Access Points to cover the area in the entire village. The solution thus proposed should include the following options: a. Centralized user authentication & control and free spectrum band to be used for Wi-Fi services. b. Wi-Fi shall be easily accessible using a Wi-Fi enabled user devices (i.e. Laptop, Tablet, Smart phone etc.), hence user will not require procuring additional infrastructure equipment. c. Non-Wi-Fi enabled devices (Personal Computer etc.) can access Wi-Fi also by using a cost effective Wi-Fi dongle/ adapter. d. The cost effective Wi-Fi services will help in capacity building at GP level. The details of the equipment required for each Wi-Fi access point is as under: a. Outdoor/Pole mount b. Operational Band: 2.4 and 5 GHz, a/b/g/n c. Antenna: High gain antenna (Omni directional/sector, depending on presence of GP PoP) to cover Meters area around GP (LoS) d. 2 *10/100 Base-Tx Ports e af Power over Ethernet (PoE) or power adaptor f. 7 Some of the security requirements for Wi-Fi internet broadband services are as under: a. The Wi-Fi broadband service will be delivered using separate VPN and will have Gateway level integration with internet service providers. b. ISP Gateway security requirements including AAA for Wi-Fi users will be enforced centrally. c. Central Gateway is also proposed to provide Traffic filtration capabilities for Wi- Fi internet services. d. Wi-Fi Protected Access Version 2 (WPA2) Security shall be used for all Wi-Fi hotspots being created, in alignment with i security requirements. e. The registered users would be able to access Wi-Fi services through OTP sent to their mobile number. The modality regarding the mechanism of registration and user validation shall be proposed by the interested parties Planning in detail the procedures and methodologies to implement the Last Mile Connectivity holistically or in parts thereof so as to derive the best possible operative advantage for the State of Haryana. 6 GENERAL INFORMATION i. This EoI document is not transferable. ii. Interested parties are advised to study the document carefully. Submission of response shall be deemed to have been done after careful study and examination of the tender document with full understanding of its implications. iii. The response to this EoI document should be full and complete in all respects. Incomplete or partial responses are liable to be rejected. 6.1 Disclaimer Subject to any law to the contrary, and to the maximum extent permitted by law, HARTRON and its officers, employees, contractors, agents, and advisers disclaim all liability from any loss or damage (whether foreseeable or not) suffered by any person acting on or refraining from acting because of any information including forecasts, statements, estimates, or projections contained in this Request for EoI document or conduct ancillary to it whether or not the loss or damage arises in connection with any negligence, omission, default, lack of care or misrepresentation on the part of HARTRON or any of its officers, employees, contractors, agents, or advisers. 6.2 Costs to be borne by Respondents All costs and expenses incurred by respondents in any way associated with the development, presentations, preparation, and submission of responses, including but not limited to the attendance at meetings, discussions, demonstrations, etc. and providing any additional information required by HARTRON, will be borne entirely and exclusively by the respondent. 6.3 No Legal Relationship The selection in the EoI or participation in the EoI process doesn t qualify for any contractual obligation from HARTRON. 7 Enabling last mile connectivity to the citizens in rural areas of Haryana using network created under

8 6.4 Recipient Obligation to Inform Itself The recipient must conduct its own investigation and analysis regarding any information contained in the Request for EoI document and the meaning and impact of that information. 6.5 Rights of Ownership All submissions, including any accompanying documents, will become the property of HARTRON. Recipients shall be deemed to grant all rights to HARTRON to reproduce whole or any portion of their submission for the purpose of evaluation, to disclose the contents of the submission to other Recipients who have registered a submission and to disclose and/or use the contents of the submission as the basis for any resulting EoI process, notwithstanding any copyright or other intellectual property right that may subsist in the submission or accompanying documents. 6.6 Request for Information Recipients are required to direct all communications related to this Request for EoI through the Nominated Point or contact person: HARTRON will not answer any communication initiated by respondents later than the business days prior to the due date for submission of EoIs. Respondents should provide details of their Fax, and full address(s) to ensure that replies to EoI could be conveyed promptly. + If HARTRON, in its absolute discretion, deems that the originator of the question will gain an advantage by a response to a question, then HARTRON reserves the right to communicate such response to all Respondents. HARTRON may, in its absolute discretion, engage in discussion with any respondent (or simultaneously with more than one respondent) after the EoI closes to improve or clarify any response. HARTRON reserves the right to withdraw or cancel this EoI document at any time without assigning any reasons thereof. While this EoI has been prepared in good faith, neither the HARTRON nor their employees or advisors/consultants make any representation or warranty, express or implied, or accept any responsibility or liability, whatsoever, in respect of any statements or omissions herein, or the accuracy, completeness or reliability of information contained herein, and shall incur no liability under any law, statute, rules or regulations as to the accuracy, reliability or completeness of this EoI, even if any loss or damage is caused to the Bidder by any act or omission on their part. 6.7 EoI Response Requirements Interested Bidders may furnish their Expression of Interest by giving all the necessary information and supporting documents in English language. The response should clearly describe the concept/ technology/ system/ product, for the stated objective of Last Mile Connectivity at villages for HARTRON. Case studies/ experiences may also be provided.
