2 What is social control? It is the participation of the society in monitoring and verification: * of the public management actions; and, * the evaluation of results.

3 Three Main Factors that Influence the Social Control Performance 1) The councils formation process and the local power influence; 2) The counselors technical and operational capacity to cope with the conferred assignments ; 3) The understanding of its role as a social control instrument.

4 Social Control Objectives To enable the society participation in government matters; To turn the civil society aware and cooperative about government actions; To ensure and publicize the use of the government resources; To democratize the management of public policies.

17 CONCLUSIVE OPINION OF THE SCHOOL FEEDING COUNCIL ON THE PROGRAM IMPLEMENTATION Management ways: Centralized / Decentralized Implementation of shared resources : FNDE makes the transfer of resources made available by the Federal Government as a complement to those allocated by the states and municipalities, art.1 and art. 30 Resolution CD / FNDE, in Funds Application: The funds transferred by the FNDE, while not used, must necessarily be applied in the financial market Process of acquisition of foodstuffs: The purchase of food supplies should be preceded by a bidding process (Law 8.666/93). TCU recommends using, preferably, the electronic trading system or the Registry Prices System on purchases of NSFP. Family household agriculture: Since 2009 it was determined by the laws of the NSFP that at least 30% of the funds received by the FNDE should be used to purchase food from family household agriculture and Rural Family entrepreneur.

18 CONCLUSIVE OPINION OF THE SCHOOL FEEDING COUNCIL ON THE PROGRAM IMPLEMENTATION Regularization of the distribution: School feeding is the right of students in basic public education. Menu Technical Features: It is the nutritionist responsibility at the EE to prepare the menu, composed by a variety of foods, which respect the culture, traditions and healthy habits in accordance with the peculiarities of students. Offered food Quality : It is mandatory a prior quality control of foods purchased for school meals in its different phases with government agencies. Students Accession to the offered meals: The accession is measured by the quantity of students who consume the offered food, divided by the total number of students present on the day of assessment. Nutritional assessment: the biopsychosocial development, learning, school performance and the formation of healthy dietary practices are NSFP goals and the evaluation is an important nutritional element for measuring the achievement of goals.

19 CONCLUSIVE OPINION OF THE SCHOOL FEEDING COUNCIL ON THE PROGRAM IMPLEMENTATION CAE Responsibilities examine the annual report of PNAE, the rendering accounts and other financial documents; participate in the stages of quality control; inform the FNDE and the control agencies the irregularities noted in the program implementation; Conduct meetings and visits to schools; Participate in biddings and public calls; Prepare the bylaws of the CAE; Verify the compliance and acceptability of the menu. Inconsistencies and non-conformities: Any person or entity is legitimate to file a complaint of irregularities in the application of resources to the FNDE, the TCU ( Federal Auditing Agency), Comptroller General Office, the General Prosecuting Agency and the CAE.
