1 LETHBRIDGE COLLEGE School of Engineering Technologies Environmental Engineering (CIV2257) Assignment #5 Sanitary Landfill 1. Design a sanitary landfill for Lethbridge (10 marks) a. Estimate the volume required for 30 years of future operation. Research the census information & the demographics of the region, and consider the population growth during this period in your design. b. What is the typical composition of waste in an Alberta landfill? (i.e., paper, plastic, cardboard, metal ). c. Use satellite images or regional maps of the area to choose an appropriate location for the landfill. Justify your choice. List the procedure for a Phase I Site Environmental Assessment (Screening) see Legislation on course website. d. Research & choose a suitable liner for the landfill. Justify your choice. e. Layout a leachate collection and primary treatment system for the landfill. What pollutants would you expect to find in this leachate? f. Estimate the amount of methane that may be produced by this landfill, if a gas collection system is installed. How much energy would this produce, if used to generate electricity (30% conversion efficiency from gas to electricity)? g. Establish a groundwater and air quality monitoring program to protect adjacent lands and water systems from contamination. Describe the appropriate corrective actions if a problem is found. (see Legislation on course website). h. Describe a reclamation process for the landfill at the end of its useful life. What would be an appropriate future use for this land?

3 Get the Facts! Lethbridge Committee for Government Affairs February 21, 2017 STOP THE MONEY GRAB FROM OUR MAYOR AND CITY COUNCIL! On January 24 th we held a Get the Facts meeting at the Lethbridge Public Library. We were impressed with the number of people that came to the meeting (approximately 140). We had a plan to mobilize and to brig our concerns regarding the City of Lethbridge Curbside Recycling program. Our City Council voted in favor of City operated Curbside Recycling on November 28, It is imperative to note that the vote was eight in favor and one opposed. The single opposition vote came from Councillor, Joe Mauro. Our meeting on January 24 th had been publically advertised and no special invitations were extended. It was noted that our Mayor, nor any of our City Council members or anyone from the City of Lethbridge Administration, chose to attend. Since our meeting, we have been very busy and we have had several meetings and continue to do so. We have had legal counsel and have been in contact with the Alberta Government, Municipal Affairs. We are now at the stage of preparing our petition with the intent of having the issue of City Operated Curbside Recycling held in abeyance and that a democratic vote, (in conjunction with our Municipal Election on October 16, 2017) provided to the Lethbridge population who pay utility and city taxes on residential properties. We want the questions on the voting to be simple and non-convoluted: 1) Are you in favor of the status quo with respect to recycling diversion? (Yes or No) 2) Are you in favor of City operated, Curbside Recycling Blue Bin? (Yes or No) 3) Are you in favor of City operated, Curbside Recycling Green Bin? (Yes or No) 4) Are you in favor of a City owned, Material Recycling Plant? (Yes or No) 5) If the City proceeds with their Curbside Recycling program, do you want there to be a provision to opt out? (Yes or No)

4 These are actions which we have been undertaking and continue to advance: 1) We have provided the Mayor and City Council with a drafted Motion that they can legally introduce after May 28 th (Six months after their original vote on the Curb Side Recycling November 28, 2016) this Motion outlines would direct City Council to put an el stoppel on the program and to defer the decision to a vote of the Lethbridge population who pay utility and city taxes on residential properties, and that this vote be held in conjunction with our Municipal Election on October 16, ) Our discussion with the Alberta Government, Ombudsman has informed us that effective this fall, the Ombudsman will have jurisdiction to hear complaints respective of City By-laws and programs, specifically a planned implementation of compulsory, City operated Curbside Recycling. 3) We are in the process of drafting a legal petition, and are awaiting final instructions from legal counsel. 4) We continue to receive numerous telephone calls, s and invitations to meet individually with residents who are very upset with the City initiative for compulsory Curbside Recycling. 5) Several letters to the editor of the Lethbridge Herald have been published and there has been a constant roasting of the city decision in the Herald s Monday Roast and Toast 6) Residents continue to and call City Hall voicing their dissatisfaction to the decision for the City Operated Curbside Recycling. 7) To date, three meetings have been held among the three curbside recycle private operators and City Council members and the Mayor. These meeting were held on January 20, 27 and February 3. There is a tentative meeting scheduled for March 3. The purpose of the meetings (Which were called by the City) was to engage in meaningful conversation with the private recyclers to determine if any alternative opportunities were available for them to continue their business operations once the City began their Curb Side Recycling. (Harold Pereverseff attended each of these meeting as a representative for Residential Recycling.) - The Manager of the City Infrastructure Services, Doug Hawkins, made it abundantly clear right at the onset of the first meeting, that there was absolutely no fit for the private recyclers in the City operated Curbside Recycling structure. - Mayor Chris Spearman stated, at the first meeting, that when the City began their Curbside Recycling Spearman said that the private business operators were being given two years notice, and that should be adequate time for the businesses to diversify or if they wanted to keep their existing customers they could, however the City would still be assessing those customers with the City utility rates for recycling..it is highly unlikely that those customers would agree to paying double rates for their recycling! When Spearman was specifically asked if any compensation would be offered to the private operators as the City was essentially driving them out of their businesses, he replied, What compensation did Block Buster Video get when they closed down? Spearman was reminded that this was a totally different situation, the City did not take over their type of business operation like they were doing in the instant matter.

5 - The second meeting was begun with a direct question to Spearman regarding compensation to the private operators. Case law regarding the Fair Competition Act and a litigation in Vancouver were brought to the attention of Spearman and Hawkins. After some back and forth discussion, Spearman said that the private operators could write a letter to him asking for compensation to be considered and that the letter(s) would be addressed by City Council. - The third meeting was rather disappointing as Hawkins and Spearman did not attend, neither did Alex Singbeil from the City waste department. - The three meetings were scheduled to run from noon to 4:00PM, this was a significant effort by the operators of the private recycling businesses to attend as they had to forego their business responsibilities in order to attend. 8) Lethbridge College is currently undertaking a random city survey and one of the questions being asked is regarding the City decision to implement the mandatory Curbside Recycling. 9) We have contacted the Chamber of Commerce to solicit their involvement in a fair resolve to the situation facing the private curbside recycle businesses. 10) We have contacted Investigative Reporting with CBC and CTV outlining the residents concern regarding this matter. We have had preliminary discussions with the Networks and they are determining if and/or how they may become involved.
