2 MINUTES OF THE PLAN BOTHNIA PROJECT KICKOFF MEETING INTRODUCTION 0.1 The partner kickoff meeting of the PLAN BOTHNIA project (MARE/2009/16) was arranged at the premises of Nordregio, Holmamiralens Väg 10, Skeppsholmen, Stockholm Sweden on 16th of December The meeting started 9:30 and ended 16: The Meeting was attended by all the Project partners and the Finnish Ministry of Environment and the Swedish Ministry of the Environment The List of Participants with contact details is contained in Annex I, signatures of attendance is contained in Annex II. 0.3 The Project Manager Mr. Hermanni Backer, HELCOM Secretariat, presented himself and chaired the Meeting. 0.4 The Participants presented themselves by a Round of introductions. Agenda Item 1 Adoption of the Agenda Documents: 1/1 1.1 The Meeting adopted the agenda as contained in document 1/1. Agenda Item 2 Presentation of the General Context and background Documents: None 2.1 The Meeting took note of the presentation by the representative of the Swedish Ministry of the Environment Mr. Sten Jerdenius on marine planning in Sweden. He described the overall aspects of the Baltic and European MSP process as well as the recent MSP study commissioned by the Swedish Government published in December 2010, the developments towards new Swedish legislation based on this study and the process to create a new national agency in charge of MSP in Sweden. 2.2 The Meeting took note of the presentation by the representative of the Finnish Ministry of the Environment, Ms. Tiina Tihlman on marine planning in Finland (Presentation 1). Agenda Item 3 The Plan Bothnia Project and Work Plan Documents: 3/1 3.1 The Meeting took note of the presentation on the PLAN BOTHNIA project by the Project Manager (Presentation 2) 3.2 The Meeting took note of the grant agreement with DG MARE which entered into force and started the implementation period of the project on 2 nd December The Meeting took note of the draft timeline of the PLAN BOTHNIA project as contained in document 3/1 and agreed to use it as a starting point to develop more detailed work plans. 3.3 The Meeting agreed to have the next meeting of the project in Pori, Finland as a two-day lunch to lunch meeting 7-8 March, and thanked CMS for the offer to host the meeting. The Meeting agreed on the necessary preparations as contained in Annex III. 3.4 The Meeting agreed that next meeting in March will be the main starting point in identifying the Bothnian Sea transboundary MSP issues based on comments by the regional authorities. However, the meeting shortly brainstormed for issues possibly relevant for the Bothnian Sea MSP and came up with the following topics: Herring fishery (smaller vessels in Sweden - bigger in Finland), Gravel extraction (impacts on Spawning of fish etc), Wind mill developments and other energy developments (especially shallow areas), Increase in shipping in general and related harbour developments, Aquaculture developments (Finland e.g. rainbow trout and whitefish), Recreation developments, Nuclear powerplants and Cultural heritage. 3.5 The Meeting took note of the information that an official request for VMS data, needed by the project for research purposes to create data layers on fisheries activities in the Bothnian Sea area, had Page 2 of 6

3 been sent to the Finnish Ministry for Agriculture and Forestry by HELCOM Secretariat on 5 th November Agenda Item 4 Administrative and Financial issues 4.1 Documents: None 4.2 The Meeting took note of the presentation on PLAN BOTHNIA Administrative issues by the Project Manager (Presentation 3) and that non-compliance with the terms in the agreement, and in the call, can result in demands for repayment by the DG MARE. 4.3 The meeting agreed that for the purposes of the two interim reports and the final report to be sent to DG MARE the partners agreed to send controlled reports by 3 weeks after end of the reporting period in question. First deadline to send a controlled partner report to HELCOM will be 21st June. The use of centralized first level control in Sweden might however be an acceptable reason to postpone this partner deadline. 4.4 The meeting took note of the required monthly info notes to be sent to DG MARE and agreed to the procedure that HELCOM will mail a draft by 25 th each month to the Partners. HELCOM assumes tacit approval of the draft if in case of no reply by morning last working day of the calendar month and sends the report to DG MARE. 4.5 The Meeting took note of the need of a change in the grant agreement budget to enable the participation of regional authorities in Finland and Sweden. In order to enable this, the Partners mandated the Lead Partner to draft a letter to the DG MARE, to be finalized in consultation with the Partners and to be sent to the DG MARE by the first half of January Agenda Item 5 Any other business Documents: None 5.1 The Meeting took note of the HELCOM VASAB Baltic Sea Broad-scale Maritime Spatial Planning (MSP) Principles adopted by both HELCOM and VASAB in December The took note of the start 30 th November 2010 of MASPNOSE, the PLAN BOTHNIA sister project in the North Sea coordinated by Wageningen University and Research Centre (Coordination team Martin Pastoors and Arie van Duijn ). Agenda Item 6 Outcome of the Meeting Documents: 6/1 6.1 Before closure the meeting agreed on draft Aims and Work Plan for PLAN BOTHNIA MSP meeting 1 (Annex III) as the main substantial outcome. 6.2 These final Minutes of the Meeting (Document 6/1) were finalized through correspondence on a draft made by the Lead Partner HELCOM. Minutes, and the other documents will made available PLAN BOTHNIA Website, together with the Power Point presentations given during the Meeting. Page 3 of 6

6 ANNEXES ANNEX III AIMS AND WORK PLAN FOR PLAN BOTHNIA MSP MEETING MARCH 2011 Description: The second meeting of PLAN BOTHNIA, constituting the 1 st Bothnian Bay MSP meeting, will take place 7-8 March 2011 March The meeting will take place in Pori (Finland) hosted by the Centre for Maritime Studies. This meeting will, based on the opinions and comments of the regions, identify central issues as the starting point for the Bothnian Bay MSP and PLAN BOTHNIA. Together with the regional authorities the participants will also look at the available and needed GIS material and other spatial information for purposes of the MSP assessment of Bothnian Sea to be developed by PLAN BOTHNIA. Anticipated Participants (ca. 25 persons): Partners (11), Sweden Ministry of Environment (1), Finland Ministry of Environment (1) Swedish Regional authorities (1-2 participants from each): Västerbotten, Västernorrland, Gävleborg, Uppsala Finnish regional authorities (1-2 participants from each): Satakunta, Österbotten, Egentliga Finland The Government of Åland Preparatory work agreed by the Project Partners at the Kickoff meeting in Stockholm 16 December 2010 to be conducted December-February 2011: 1. Contact persons from regional authorities and Åland have to be identified by mid January, (Finnish and Swedish Ministry) 2. An invitation/note that the meeting will take place will be sent to regional authorities and Åland as soon as possible to the regional authorities, by mid January (HELCOM, in consultation with others). 3. A letter of request for preparations to participating regional authorities and Åland have to be drafted and sent by end of January (HELCOM, Finland, Sweden, in consultation with others) 4. A draft list of needed GIS and other data will have to be compiled. Sectoral compilations, to be completed by end of January, will be done by SYKE environment, SBF fisheries, Nordregio (socio-economy around the sea itself), CMS for Maritime developments. HELCOM compiles and sends to all participants by mid February. 5. A draft for a document analysing of the planning systems in Finland and Sweden, with a focus on the Bothnian Sea and MSP (Boverket, in consultation with others). 6. A draft planning procedure and method for the project (Boverket and CMS, in consultation with lead partner and the others). To be sent to the meeting participants by mid February 7. A draft for a document mapping of existing plans and objectives, visions (Nordregio, in consultation with others). 8. A draft for a dissemination plan, identifying who should be informed about the project (HELCOM, in consultation with others). Page 6 of 6
