4 Public involvement in practice Evolvement of the community planning & public engagement basic stage random campaigns, meetings, council meetings etc. intermediate stage campaigns organised by the municipality, connencted to other events; focus of the events interlinked with i.a. outputs from public hearings advanced stage campaigns topics focusing on problems identified during public hearings, roundtables and other public events but also identified in expert analyses (Health Plan, Energy Plan, Social Services Plan etc.) regular communication with public is established

6 Innovative Partnership INNOVATIVE PARTNERSHIP lies in a systematic work with citizens and other partners such as NGOs, business, local associations etc. Litoměřice approach: outputs of the public debates are systematically incorporated in the decision-making proces through TOP 10 problems of the city TOP 10 problems are confirmed by a public survey (8 k households) TOP 10 problems are approved by the city council; monitored and evaluated and presented at the Healthy City Forum next year...but still decision-making process and community planning are somehow two parallel processes.. the question is how to connect each other?

Vision for 2013/2014 (part of a new project funded by EU structural funds) community planning as a regular part of the budgetting process community planning as a part of strategic planning through Action plans more effective investing through stronger public support bridging the implementation gap more transparent budgeting process taking into account public opinion with direct influence on investments and services options

14 Learning Messages community planning is evolving process and takes time partners (ussualy) can help more than we believe people s wishes and suggestions must be taken into account but only through a transparent and open process better services can be delivered when citizens are involved only transparent budgeting process connecting community and politicians / experts can create successful long-term cooperation Local Agenda 21 is an approved universal tool for systematic public involvement and can facilitate implementation of big investments
