2 Decision 29/1 IECEE Budget 2012 (approved by correspondence) Noting the recommendation of the IECEE CMC, the CAB approves the IECEE budget for 2012 contained in CAB/953/DV. Ref.: CAB/953A/RV. Decision 29/2 IECQ Budget 2012 (approved by correspondence) Noting the recommendation of the IECQ MC, the CAB approves the IECQ budget for 2012 contained in CAB/956/DV. Ref.: CAB/956A/RV. Decision 29/3 IECEx Budget 2012 (approved by correspondence) Noting the recommendation of the IECEx ExMC, the CAB approves the IECEx budget for 2012 contained in CAB/957/DV. Ref.: CAB/957A/RV. Decision 29/4 Draft Agenda CAB approves the draft agenda CAB/950C/DA. Decision 29/5 CAB notes the follow-up report on CAB 28. Regarding CAB Decision 28/20, CAB notes the positive developments reported from China regarding acceptance of EMC tests. Mrs. Du committed that CAB member from China will report back to CAB by end August 2011 on the ongoing consensus building process within the CA community in China. Further action in line with Decision 28/20 is pending the update from the Chinese CAB member. Decision 29/6 Follow-up issues The CAB expresses its appreciation to the German NC on the successful resolution of the matter regarding ZLS. Decision 29/7 Deadlines for CAB documents CAB Secretary to reword CAB/945/INF to comply with wording in the IEC Statutes. 2 / 8 CAB/986/DL

3 Decision 29/8 Thomas Edison Award CAB notes that the voting for the 2011 Thomas Edison Award will open on with the documents issued by and that, depending on the outcome of the voting, CAB members may be asked to vote for a second round if there are not at least two clear winners of the 2011 award. Decision 29/9 Treatment of System members from non-iec-member countries CAB approves the guidance issued by WG 11, noting comments received (use of the CAB Secretariat working with the General Secretary s office to take on the follow-up function), to read as follows: Guidance to the IEC CAB and Conformity Assessment System Secretaries In response to the report of IECEE and subsequent comments from Germany given at the Seattle CAB meeting in October 2010, WG 11 reviewed the historical background of the present rules (conditions) for bodies and organizations domiciled in non-iec member countries to become a member of an IEC CA system, which are currently annexed to the Basic Rules of each IEC CA System, and they also reviewed the recent cases of countries which have succeeded in starting as a System member and then moving to membership of the IEC, as well as those cases where countries have failed to meet the terms stipulated. The WG 11 considers that the IEC Statutes and Rules of Procedure and the respective Basic Rules of the systems basically provide adequate mechanisms for the admission of non-member countries to the systems and the terms that those countries must meet to continue to participate in the systems by becoming either Associate or Full Members of the IEC. It is recommended that the CAB Secretariat liaise with non-member countries during their three-year grace period during which they are not associate or full members of the IEC, in order to ensure that their application for membership shall be forthcoming in the timeframe stipulated (i.e. within three years). Non-member countries who are coming to the end of the three-year term shall be encouraged by the CAB Secretariat to communicate any rationale or reasoning for preventing their accession to membership status (e.g. financial difficulties, natural disasters, etc.) in a timely fashion for consideration by the General Secretary. The aim of any dialogue should be to encourage increased participation in the IEC. Furthermore CAB seeks a regular reporting from the CAB Secretariat on the status of countries using the Systems that would be looking to seek IEC membership. 3 / 8 CAB/986/DL

4 Decision 29/10 Developing Countries CAB asks WG 11 to investigate a possibility of new ways of participating in conformity assessment activities of the IEC and, if it is appropriate, to develop a draft additional model to address the first step of developing countries in their conformity assessment needs and to enter the IEC Community. Input from Systems shall be included in this model. WG 11 shall report back to CAB by Decision 29/11 Continuous monitoring of reported misuse of certificates and marks The CAB thanks the CA Systems for the reporting received on their monitoring of reported misuse of certificates and marks, and notes that there were no major incidents that may adversely affect the IEC brand or reputation reported to the CAB in the last 12 months, though there were a few incidents of which a relevant System was diligently taking care (specific information given in the System Reports). Decision 29/12 Energy Efficiency Survey CAB appreciates and thanks the affiliate countries for the valuable answers to the E3 survey. Decision 29/13 CAB representation in SG 3 CAB notes the transfer of the SG 3 (Smart Grid) representation to Mr. Pierre de Ruvo and to inform the SMB of the change. Decision 29/14 Smart Grid and E3 CAB requests the Systems to highlight updates on Smart Grid and E3 developments in the regular reports to CAB. Decision 29/15 E3 activities of TCs CAB requests that SMB investigate if IEC TCs could include an item in their Strategic Business Plan (SBP) identifying the respective TC s role in the area of electrical energy efficiency (E3) where relevant. 4 / 8 CAB/986/DL

5 Decision 29/16 Cooperation with Organizations relating to Regulation CAB appreciates, supports and calls for reinforced IEC cooperation with international and regional organisations in the field of regulation, and requests regular reporting of these activities to CAB by the CAB Secretariat (in addition to the Systems reporting). Decision 29/17 Performance levels The CAB has identified several standards (e.g., in the field of electric motors IEC ) where performance levels have been well addressed. This facilitates the CA processes and, where relevant, the regulatory framework. It would welcome the opportunity to open a dialogue with SMB to see if other technical areas could adopt similar approaches where relevant. Decision 29/18 E3 and Affiliates CAB supports the development of dedicated material focusing on E3 for the Affiliate Country Programme Secretariat to use as part of the ongoing capacity building initiatives. This should include an update of the Information Guide on CA for developing nations in CAB recommends that a workshop format organized by the Affiliate Secretariat at the GM in 2012 could act as an appropriate platform to increase knowledge and understanding of the E3 subject among developing countries (both IEC members and affiliates). Decision 29/19 International energy efficiency labelling protocol CAB assigns WG 12 the task to develop a general proposal outlining the market relevance, aims and objectives of such an international energy efficiency labelling protocol and to report back to CAB by Review of IEC White Paper: Smart Electrification (Decisions 29/20 to 29/25) Decision 29/20 Political awareness and public visibility (IEC White Paper Rec ) Liaison with international organizations (Rec ) CAB welcomes this recommendation and will continue to support the IEC Management and Members activities in this regard for international and regional organizations. 5 / 8 CAB/986/DL

6 Decision 29/21 Technology Watch and standardization Road Maps (Rec ) CAB welcomes the Technology Watch and Standardization Roadmap (Recommendation 8.2.5) initiatives and looks forward to receiving formal output at a later date. Decision 29/22 Use of an applications rather than product-oriented approach (Rec ) and Options and rules for connection, stability, intelligence and efficiency of electric grid (Rec ) CAB welcomes proposed approaches of use of an applications rather than productoriented, and Options and rules for connection, stability, intelligence and efficiency of electric grids, respectively Decision 29/23 Product standards for a co-generation environment (Rec ) / Solar thermal power generation (Rec ) / Energy architecture for buildings (Rec ) / Micro-grids (Rec ) CAB welcomes these initiatives and is ready to act on the results of the work at the earliest convenience. Decision 29/24 Energy-efficiency measurement methods for industry (Rec ) CAB recognizes this subject as being of critical importance to the IEC CA Community and supports and cooperates with SMB where relevant. Decision 29/25 EV Charging Infrastructure (Rec ) CAB welcomes this initiative and is ready to act on the results of the work at the earliest convenience. It should be noted that the IECEE is currently engaged in proposing a CA solution on EV charging stations (including comprehensive safety and performance aspects). Decision 29/26 Product Piracy and Counterfeit Parts CAB notes the progress of this brochure. The System Management Committees are to be asked for input. Once finalized, CAB calls on the IEC CO to publish this document and distribute to NCs with all available support material before the next CAB meeting, if 6 / 8 CAB/986/DL

7 possible, in Melbourne with final approval having been given by CAB Chairman and WG 13 Convenor. In addition, CAB welcomes that IECQ is setting-up new activities in the field of aerospace supply chain in response to requests from industry. Decision 29/27 Wind Turbine Certification Advisory Committee CAB endorses the continued development of the WT CAC and asks that this item become a regular reporting item. It further recommends that CAC to meet at least twice per year. The CAB notes the willingness of the existing Systems to support the development of the CAC work programme. CAB expresses its satisfaction with the progress made to date. Decision 29/28 Marine Energy Certification CAB endorses the ad hoc WG recommendations detailed in CAB/965/R including transformation of the ad hoc group to a CAB Working Group on Marine Energy, and asks that this become a regular reporting item. Decision 29/29 IECEE Basic Rules CAB endorses the new sub-clause 8.3 in the IECEE Basic Rules: 8.3 In order to ensure a smooth transition with the outgoing Chairman, a Chairman Elect shall be appointed by the CAB, on the nomination of the CMC, one year before his effective investiture as Chairman. The Chairman Elect will then assume its function and be involved in all operations pertaining to the role of the IECEE Chairman. Decision 29/30 IECEE Operational & Ruling Document CAB requests the SMB to approve the text of IECEE Operational & Ruling Document Guidance for the evaluation of risk management in medical electrical equipment, and seeks its advice on the most appropriate path to be published as an official IEC Publication. 7 / 8 CAB/986/DL

8 Decision 29/31 IECEx and UNECE CAB welcomes the publication of the UNECE CRO (Common Regulatory Objectives), and calls on the Chairman to report this success story to Council Board. The CAB expresses its appreciation to the IECEx personnel and the German NC in their work to achieve this outcome. Decision 29/32 SLCA CAB thanks Dr. Chand and agrees to establish a dedicated CAB WG to review the potential SLCA needs. WG shall comprise representatives from all systems. CAB underlines the importance of close cooperation among relevant management board groups. The CAB Chairman will nominate the experts from CAB by correspondence. The first feedback will be given by the Melbourne management meetings in October Proposed Decision 29/33 ISO CASCO Thanks Sean MacCurtain for his presentation and report, and reaffirms IEC commitment to the important work of CASCO. Proposed Decision 29/34 ISO CASCO WG 29 CAB members endorse the recommended comments in the Annex of CAB/955A/R and submit these as the official IEC position. CAB encourages the National Committees to put forward this position as their respective national position. CAB assigns Pierre de Ruvo to bring this issue to the attention of the CASCO WG 29 for further consideration by the CASCO CPC. Decision 29/35 IEC and ILAC/IAF CAB congratulates the successful meeting chaired by Pierre de Ruvo and encourages to strengthen the cooperation. 8 / 8 CAB/986/DL
