Call to Order Mayor Deline called the meeting to order at 6:00 p.m. 2. Approve Agenda Councillor Hadley / Councillor Kerby TO approve the Agenda with the addition of item 11.1 Notice of Motion" 3. Disclosure of Pecuniary Interest and the general nature thereof. None declared. 4. Approval of Council Meeting Minutes: Public Development Charges Meeting - November 18, 2015 Regular Council Meeting November 18, 2015 Deputy-Mayor Kramp-Neuman / Councillor Sandford "THAT the Minutes of the: Public Development Charges Meeting - November 18, 2015 Regular Council Meeting - November 18, 2015 be approved as amended." 5. Delegations / Presentations: South East Local Health Integration Network Paul Huras, CEO, Rick Giajnorio, Sr. Consultant, Performance & Funding Jennifer Payton, Planning & Integration Consultant. Re: Long Term Care

2 Page 2 of 6 Information was provided showing the need for long term beds is not as high in Central Hastings as other parts of the LHIN region. The LHIN representatives suggested that assisted living units may better serve our residents. Councillor Hadley / Deputy-Mayor Kramp-Neuman "THAT the delegation from the South East Local Health Integration Network be received with thanks." Councillor Hadley / Deputy-Mayor Kramp-Neuman "THAT Council recess for 10 minutes." 6. Staff Reports: CAO/Treasurers Report 1. Dog Licenses 2. Development Charges Councillor Hadley / Councillor Sandford "THAT Council receives the report from the CAO/Treasurer regarding dog licenses; AND FURTHER THAT Council directs staff to prepare an agreement for the sale of dog licenses with the Madoc Lion's Club, at the same price and rates as 2015." Councillor Kerby / Councillor Sandford "THAT Council receives the report of the CAO/Treasurer regarding development fees." PW Superintendent Public Works 1. Lagoon - septage dumping Deputy-Mayor Kramp-Neuman / Councillor Hadley "THAT Council receives the report from the Public Works Superintendent; AND FURTHER directs staff to draft an agreement between the Municipality and Mumby Septic Tank Pumping for septage disposal for the winter season with certain conditions and restrictions at the recommended rates." Announcements: Councillor Kerby Quinte Conservation Authority finalized the 2016 budget and the Municipality of Centre Hastings will see an overall increase of $46 which represents a 1.71% increase. Councillor Sandford No report Councillor Hadley Attended the Mayor's breakfast with MP Bossio in Stirling. Update on Ontario Electric Support Program Deputy Mayor Kramp-Neuman Santa Claus parade November 28, Council members to participate. The Community Christmas Tree was decorated last Friday evening and looks very nice. Mayor Deline Will be attending County Council session tomorrow. A filming crew will be attending the Madoc & District Recreation Centre on December 1st to shoot footage that will air on 'Hockey Day' February 7, Appointment to the Deloro Mine Site Cleanup Public Liaison Committee - Deputy Mayor Kramp-Neuman with Councillor Bob Hadley as alternate. Direct staff to make available for Council members a copy of the video from Quinte Conservation Authority regarding the history of the Deloro Mine. Councillor Sandford / Councillor Kerby "THAT resolution # be rescinded; AND FURTHER THAT Council authorize the purchase of a turkey or ham for each employee of the municipality at the One Stop Butcher Shop." 8. Minutes from Meetings of Various Boards & Committees: Stirling - Rawdon and District Arena Board Minutes of meeting, October 27, 2015 Quinte Waste Solutions Minutes of meetings, September 21, 2015 and October 22, 2015 Councillor Kerby / Councillor Sandford "THAT the minutes of the various boards and committees, items 8.1 & 8.2, be received." 9. Staff was directed to prepare certificates of appreciation for the members of the Disaster Relief Committee to be presented at the December 16th Council meeting. 10. Correspondence, Action: Collins Barrow Chartered Accountants Re: Management Letter Councillor Kerby / Deputy-Mayor Kramp-Neuman "THAT the Council of the Municipality of Centre Hastings has received and reviewed the letter from Richard Steiginga of Collins Barrow Kawarthas LLP dated November 16, 2015 regarding the Audit of the consolidated Financial Statements of the Municipality of Centre Hastings and understand and agree with the comments contained therein; AND FURTHER THAT the Mayor and Deputy Mayor acknowledge this on behalf of Council by signing the management letter." Municipality of Neebing Re: Consultation on the Police Services Act Councillor Hadley / Councillor Kerby "THAT the Council of the Municipality of Centre Hastings hereby receives and files the correspondence from the Municipality of Neebing regarding consultation on the Police Services Act." 11. New and Unfinished Business: Notice of Motion Councillor Eric Sandford Re: Health Care cuts Councillor Sandford / Councillor Hadley WHEREAS the Ministry of Health and Long-term Care (the Ministry) unilaterally imposed cuts after the Ontario Medical Association rejected the government s offer during contract negotiations on January 15, 2015; AND WHEREAS the Ministry unilaterally imposed further cuts to physicians services on October 1, 2015 that will further impact patient care; AND WHEREAS the Municipality of Centre Hastings continues to make access to primary health care through family physicians in surrounding areas a priority for its residents, many of whom are aging; AND WHEREAS the Municipality of Centre Hastings has successfully worked with the Township of Tudor and Cashel and the Township of Madoc with the creation of the Tri-Area Medical Centre, which opened in 2009; AND WHEREAS the Tri-Area Medical Centre, which the Municipality of Centre Hastings has helped financially, houses the Central Hastings Family Health Team; AND WHEREAS the Municipality of Centre Hastings through the Mayor

5 Page 5 of By-Laws: supported the County of Hastings in passing a special resolution on May 28, 2015 in support of Ontario s doctors; AND WHEREAS the Government of Ontario has restricted the number of family physicians who can enter into a Family Health Network or Family Health Organization; AND WHEREAS these imposed actions will lead to difficulties in recruiting and retaining physicians for the underserviced communities in Hastings County and other similar areas of the province; AND WHEREAS the Ontario Medical Association has also expressed its concern that the Government of Ontario s actions will hurt patient care across the province; NOW THEREFORE BE IT RESOLVED THAT the Municipality of Centre Hastings hereby supports the Ontario Medical Association in their call for the province to reverse its new policy restricting the number of family physicians who can join Family Health Networks and Organizations; AND FURTHER THAT the Municipality supports the Ontario Medical Association in its efforts to ensure a fully funded health care system that accounts for the demand for care on Ontario s aging and growing population; AND FINALLY THAT a copy of this resolution be sent to the Association of Municipalities of Ontario, the Honourable Eric Hoskins, Minister of Health and Long-Term Care; the Honourable Deb Matthews, President of the Treasury Board; Mr. Todd Smith, M.P.P. for Prince Edward-Hastings. By-law Being a by-law with respect to Development Charges Councillor Kerby / Deputy-Mayor Kramp-Neuman "THAT By-law # , being a by-law with respect to Development Charges for the municipality be given the necessary readings and passed this 25th day of November, 2015." Motion Lost Deputy-Mayor Kramp-Neuman / Councillor Hadley "THAT By-law be deferred until the next regular Council meeting to allow for amendments to the by-law as discussed." 13. Closed Session: Under the Municipal Act, 2001 S. 239 One matter under 2(e) litigation or potential litigation regarding the Madoc and District Recreation Centre Councillor Sandford / Councillor Hadley "THAT Council close the meeting under Section 239 of the Municipal Act, 2001, subsection 2(e) litigation or potential litigation regarding the Madoc and District Recreation Centre."
