Harder Media Present: Rogers Cablesystems and Sterling News Service Public Present: CALL TO ORDER Mayor Ferguson called the meeting to order at 7:34 p.m. 2. ADOPTON OF MNUTES.1 Regular Council Meeting Minutes - August 11, 1997 Moved by Councillor Gill, seconded by Councillor Wiebe, that the minutes of the Regular meeting of Council held August 11, 1997, be adopted. R CARRED. 3. BUSNESS OUT OF MNUTES.1 S. Sharma, South Fraser Way - Development Permit No ( / D97-44) Report No. DEV dated August 11, 1997, from the Manager, Current Development, recommended issuance of Development Permit No for the S. Sharma property at South Fraser Way. f approved, reconstruction of a fire damaged building, using the existing foundation and exterior walls, revising the roof from flat to peaked, and adding 18.6 m 2 of office space in the new roof area, would be permitted. The owner, S. Sharma, has agreed to the contents of the permit, and surrounding property owners and occupiers have been notified that they may comment on the proposal. There were no comments or questions.

Sharma property at South Fraser Way, be approved for issuance. R CARRED B.C. Ltd., Spur Avenue - Development Permit No ( / D97-34) Report No. DEV dated August 12, 1997, from the Deputy Approving Officer, recommended issuance of Development Permit No for the B.C. Ltd. property at Spur Avenue. f approved, site preparation for townhouse development would be permitted. Moved by Councillor Wiebe, seconded by Councillor Fast that, as recommended in Report No. DEV dated August 11, 1997, from the Deputy Approving Officer, Development Permit No. 1109, for the B.C. Ltd. property at Spur Avenue, be approved for issuance, subject to the applicant providing the required $32,000 security and $1,600 inspection fee. R CARRED. 4. DELEGATONS.1 J. Cooper, 2863 Princess Street, Speeding on Princess Street J. Cooper, 2863 Princess Street, representing residents of Princess Street, highlighted his correspondence dated August 18, He outlined steps taken by the local residents to alleviate the problem of motorists using Princess Street as an alternative route in order to avoid traffic congestion, and often travelling in excess of posted speed limits. He presented further options, which included: (1) closing off access to Princess Street from Clearbrook Road; (2) constructing speed dips on the roadway; (3) constructing speed bumps on the roadway; (4) posting "children at play" signs; or (5) reducing the posted speed limit from 50 km/ h to 30 km/ h.

3 7:34 p.m. in the Matsqui Centennial Auditorium Page 3 Although sympathetic, Councillors noted difficulties related to some of the delegation's proposals for relieving the traffic problems on Princess Street. t was suggested that the matter be referred to the Abbotsford Traffic Safety Committee for review, and that the Abbotsford Police Department be requested to increase radar enforcement in the area. Moved by Councillor Fast, seconded by Councillor Gill, that the issue of speeding on Princess Street be referred to the Abbotsford Traffic Safety Committee and Abbotsford Police Department for recommendations back to Council. D. Peters, 2924 Princess Street, supported closing off access to Princess Street. He proposed that the posted speed limit be decreased to 30 km/ h or 40 km/ h, or that three- or four-way stops be placed at each intersection. Mr. Peters was skeptical about the success of radar enforcement. T. Simpson, 3074 Princess Street, outlined difficulties he had encountered with speeding motorists on Princess Street. He believed that the large traffic volumes will be further impacted as future development takes place, and requested that the speed limit on Princess Street be reduced to 30 km/ h. N. Durante, 2862 Princess Street, reiterated her neighbours' comments, and stated that a sidewalk should be constructed on Princess Street. She noted that traffic would increase as future development takes place. T. Stoddart, 2796 Princess Street, supported the recommendations of his neighbours. He believed that drastic measures, such as the installation of speed bumps, must be taken to resolve the problem of speeding on Princess Street. J. Strating, 2781 Princess Street, supported the installation of speed bumps as an effective deterrent to speeding on Princess Street. The motion was then put and R CARRED. The Princess Street residents were invited to send a representative to the next Abbotsford Traffic Safety Advisory Committee meeting, which will be held on September 24, 1997.

CONSENT AGENDA 5.1 BY -LAWS TO BE ADOPTED Moved by Councillor Lee, seconded by Councillor Warawa, that the following by-laws now be adopted:.1 By-law No , cited as "Airport Establishment By-law, 1997"; and.2 By-law No , cited as "Local mprovement Charge By-law (Roads), 1997". Moved by Councillor Warawa, seconded by Councillor Fast, that adoption of By-law No , cited as "Abbotsford Zoning By-law, 1996, Amendment By-law No. 81", be deferred, pending clarification of concerns regarding the setbacks for accessory buildings where a lane abuts the rear lot line of property. R CARRED. 5.2 MNUTES AND CORRESPONDENCE Moved by Councillor Gibson, seconded by Councillor Gill, that the following minutes and correspondence be received:.1 Correspondence received August 7, 1997, from the Minister of Municipal Affairs and Housing, advising that Bill 46, Local Government Statutes, Amendment Act (No.2), 1997, received Royal Assent on July 28, 1997;.2 Correspondence dated August 1, 1997, from the Lotteries Advisory Committee, enclosing a Request for Proposals for additional gaming facilities in British Columbia;

Bulldozing Ltd. application for a Mines Act permit for a quarry on Sumas Mountain;.4 Correspondence dated July 31, 1997, from the Fraser Valley Regional Library, inviting the Mayor and Council to a gala celebration of the Youth and nternet projects launch;.5 Correspondence expressing support of a sister-city arrangement between Abbotsford and Fukagawa, Hokkaido: (1) dated August 8, 1997, from the University College of the Fraser Valley; and August 12, 1997, from the Abbotsford Chamber of Commerce;.6 Correspondence dated August 5, 1997, from Medusa's Child Productions Limited Partnership, thanking the City for its cooperation during the filming of the production "Medusa's Child" at the Abbotsford Airport;.7 Correspondence dated August 5, 1997, from the Central Fraser Valley Cycle Club, announcing that it will be hosting the 1998 Canadian National Road Race Championships;.8 Memorandum dated August 5, 1997, from the Greater Vancouver Regional District, enclosing information related to the Canada/ British Columbia nfrastructure Works Program; and.9 News Release dated August 6, 1997, from the Ministry of Municipal Affairs and Housing, announcing that 37 individuals received assistance from the B.C. Dyck property at 3217 Saddle Street be rezoned from One Unit Suburban Residential Zone (RR4) to One Unit Urban Residential Zone (RS3) and Multi-unit Residential RM16 Zone (RM16). R CARRED. NEW BUSNESS mperial Paving Ltd. - Contract No , Reconstruction of McCallum and Marshall Roads - Tender ( /8) Moved by Councillor Warawa, seconded by Councillor Gill that, as recommended in Report No. ENG dated August 13, 1997, from the Manager, Transportation and Drainage: (1) Contract No , Reconstruction of McCallum and Marshall Roads, be awarded to the low bidder, mperial Paving Ltd., for the tendered price of $978,069.88, including G.S.T.; (2) the use of pole undergrounding funds be approved for this project, with the understanding that the currently approved beautification project will be partially funded out of 1998 undergrounding funds; (3) the expenditure of $115,000 be approved from the Abbotsford East Urban Water Utility for the replacement of AC water main; and (4) the Mayor and City Clerk be authorized to execute the necessary documentation on behalf of the City.
