3 -2- RESOLUTION No. 1/11-ORG(IS) ON CANDIDACIES PRESENTED BY MEMBER STATES FOR POSITIONS IN INTERNATIONAL ORGANIZATIONS The Eleventh Session of the Islamic Summit Conference(Session of the Islamic Ummah in the 21 st Century), held in Dakar, Republic of Senegal, from 6 to7 Rabiul Awal 1429 H (13-14 March 2008), Aware of the importance of representation of States Members of the OIC in various international positions; Having considered the candidacies presented by Member States in this regard; Decides to support the following candidacies: 1. Candidacy of Ambassador Dr Musa Bin Jaafar Bin Hasan (sultanate of Oman) for the position of Director General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) during the elections that will be held in Paris in October Candidacy of Dr Aziza Banani (Kingdom of Morocco) for the position of Director General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) during the elections that will be held in Paris in October Candidacy of Dr Ismail Alhaj Musa (Republic of Sudan) for membership of the Executive Council of the United Nations Educational, Scientific and Cultural Organization (UNESCO). 4. Candidacy of H.E. Mr Farouq Hosni, Minister of Culture of the (Arab Republic of Egypt), for the position of Director General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) after the expiration of the term of the current Director General. 5. Candidacy of the Hashemite Kingdom of Jordan for membership of the Governing Council of the International Labour Office in Geneva for the period from Candidacy of the Great Socialist People s Libyan Arab Jamahiriya for presidency of the sixty-fourth session of the United Nations General Assembly which will be held in New York in 2009.

Candidacy of the Kingdom of Bahrain for membership of the Human Rights Council on the seat allocated for the Asian Group in the elections to be held at the General Assembly in New York in May Candidacy of the Arab Republic of Egypt to occupy one of the two seats designated for Africa in the Board of Governors of the International Atomic Energy Agency for the period from , at the elections scheduled to take place during the fifty-second session of the IAEA General Conference in Vienna in September Candidacy of the State of Kuwait for membership of the Council of Administration of the Universal Postal Union for the period , at the elections to be held during the 24 th Session of the Universal Postal Union Conference in Nairobi, Kenya in the period from 13 August September Candidacy of the Republic of Turkey for non-permanent membership of the United Nations Security Council for the period from , at the elections to be held during the sixty-third session of the United nations General Assembly in New York in Candidacy of H.E. Mr Awn Shawkat Al-Khasawneh (Hashemite Kingdom of Jordan, Vice president of the International Court of Justice, for reelection to the Court at the elections to be held during the sixty-third session of the United Nations General Assembly in Republic of Turkey s nomination of the City of Izmir to host the 2015 International Exhibition titled: New ways of improving Global Health for All, at the elections to be held at the General Assembly of the Bureau for International Exhibitions (BEI), scheduled to take place in Paris in March Emphasizing that if Izmir is elected, it will be the first time that EXPO will be held in a member country. 13. Candidacy of the Republic of Togo for non-permanent membership of the United Nations Security Council for the period at the elections to be held in 2009, during the 64 th ordinary session of the United Nations General Assembly. 14. Candidacy of the Republic of Kazakhstan for membership of the Executive Council of the World Tourism Organization for the period from , during the elections to be held in Catargena, Colombia, in November Re-election of Ambassador Joseph Akel (Republic of Lebanon) for membership of the International Court on the Law of the Sea, at the elections to be held during the meeting of the States Parties to the United Nations Convention on the Law of the Sea scheduled to take place in New York in 2008.

Candidacy of Dr Boualam Bouguetaia (People s Democratic Republic of Algeria) for the post of a judge at the International Tribunal for the Law of the Sea (ITLOS) during the elections to be held in June 2008 at the 18 th meeting of the State Parties of the United Nations Convention on the Law of the Sea. 17. Candidacy of the State of Qatar for membership of the Council of Administration of the Universal Postal Union for the period , at the elections to be held during the 24 th Session of the Universal Postal Union Congress in Nairobi, Kenya in the period from 13 August September Candidacy of Dr Latif Huseynov (Republic of Azerbaijan) for membership of the Consultative Committee of the United Nations Human Rights Council during the election that will be held in Geneva in March Candidacy of Mrs. Halima MBAREK EL-OUARZAZI (Kingdom of Morocco) for the membership of the Consultative Committee on Human Rights during the elections to be held on the sidelines of the 7 th Session of the Human Rights Council from 3 to 28 March 2008 in New York. 20. Candidacy of the Arab Republic of Egypt for membership of the Council of Administration of the Universal Postal Union and for re-election to membership of the UPU Postal Operations Council, at the election scheduled to take place in Nairobi from 13 August 3 September Candidacy of Ambassador Dr Muhammad Izz El Deen Abdel Monem (Arab Republic of Egypt) for membership of the Economic, Cultural and Social Rights Commission, at the elections to be held during the meetings of the Economic and Social Council at New York in April Candidacy of the Arab Republic of Egypt to occupy the Alternate Seat at the International Labour Organization at the elections to be held during the 97 th Session at Geneva in June Candidacy of the State of Qatar for membership of the Economic and Social Council for the period at the elections to be held during the 63 rd Session of the United Nations General Assembly. 24. Candidacy of the State of Qatar for membership of the Executive Council of the United Nations Development Programme United nations Population Fund for the period Candidacy of the State of Qatar for membership of the Social Development Commission for the 48 th 51 st sessions.

Candidacy of the State of Qatar for membership of the Executive Council of the United Nations Children Education Fund (UNICEF) for the period from Candidacy of the State of Qatar for hosting the 3 rd Session of the Contracting Parties of the United Nations Convention against Corruption in Candidacy of the State of Qatar for hosting the 25 th Session of the Universal Postal Union in Candidacy of the Republic of Tunisia for membership of the Board of Governors of the International Atomic Energy Agency (IAEA) for the period , at the elections to be held on the sidelines of the 52 nd Session of IAEA s General Conference from 29 September 3 October Candidacy of the Republic of Tunisia for membership of the Governing Body of the International Labour Office representing Governments of North Africa for the period , at the election to be held on the sidelines of the 97 th Session of the International Labour Conference to be held in Geneva, from June, Candidacy of the State of the United Arab Emirates for membership of Council of Administration and the Bureau of Investment at the Universal Postal Union for the period from Candidacy of Ambassador Masoud Khan (Islamic Republic of Pakistan) for the position of Director General of the World Intellectual Property Organisation (WIPO), at the election to be held during the General Assembly of WIPO in Geneva from May Nomination of the Islamic Republic of Pakistan to the membership of the United Nations Human Rights Council for the period during the elections due to be held in May Nomination of Ambassador Ahmad Fathallah (Arab Republic of Egypt) to the membership of the Human Rights Committee emanating from the International Covenant on Political and Civil Rights during the elections scheduled to be held at the Meeting of the States Parties to the International Covenant on Political and Civil Rights in New York in September 2008.

Nomination of Dr. Mona Dhulfiqar (Arab Republic of Egypt) to the membership of the Advisory Committee to the Human Rights Council during the elections scheduled to be held in March Candidacy of the Kingdom of Morocco for membership of the Operational Council of the Universal Postal Union for the period Nomination of Morocco of His Excellency Ambassador Hassan Zahid by the Kingdom to be re-elected as a member in the International Civil Service Commission in the elections scheduled to take place during the 63 rd Session of the UN General Assembly. 38. Nomination of Ambassador Dr. B. K. Kaigama by Nigeria for membership of the Human Rights Supervisory Council in the elections scheduled to be held at Geneva on March 25, Candidacy of Nigeria for non-permanent membership of the Security Council for the period in the elections scheduled to take place during the 64 th Session of the UN General Assembly in Candidacy of Mr. Jaafar Said Ba Salah (Republic of Yemen), member of the Parliament to the post of Secretary General of the Parliamentary Union of the OIC Member States. 41. Candidacy of Dr. Toufik Ali (People s Republic of Bangladesh), for the position of Director General of the World Intellectual Property Organisation at the election to be held during the General Assembly of WIPO in Geneva from May Candidacy of the Republic of Azerbaijan as part of the Eastern Europe Group for non-permanent membership of the United Nations Security Council, for the period of , at the elections to be held during the 66 th Session of the United Nations General Assembly in New York, in Candidacy of the Republic of Azerbaijan as part of the Eastern Europe Group for the United Nations Human Rights Council, for the period of , at the elections to be held during the 64 th Session of the United Nations General Assembly in New York, in Candidacy of the Republic of Azerbaijan as part of the Eastern Europe Group for the Presidency of the United Nations General Assembly, for 2032, at the elections to be held during the 87 th Session of the United Nations General Assembly in New York, in 2032.

The candidature of the Republic of Kazakhstan to the UN Peace Building Committee as its member for the period of Candidacy of the Arab Republic of Egypt for Peace Building Committee (New York), The Candidature of the Republic of Uganda for membership in the Security Council of the United Nations for the period Candidature of the Republic of Senegal for re-election to the Human Rights Council, during the elections to be held in Candidacy of His Excellency H.R. Agung Laksono, the Speaker of the House of Representatives of the Republic of Indonesia as the President if the Inter- Parliamentary Union (IPU) for the period , during the elections at the 119 th IPU Assembly, which will take place in October, 2008 in Geneva, Switzerland. 54. Candidacy of the State of Qatar to host the World Olympics in Candidacy of the Hashemite Kingdom of Jordan for membership in the Board of Directors of the Universal Postal Union and the Postal Operations Council of the UPU, to be held during the 24 th Conference of the Union in Geneva in Candidature of the Islamic Republic of Mauritania to the position of alternating member at he Board of Directors of the International Labour Office at the elections to be held during the 97 th Session of the International Labour Conference in Geneva, June Requests the Secretary-General to follow up the implementation of this resolution and to report thereon to the 12 th Session of the Islamic Summit Conference

9 -8- RESOLUTION NO.2/11-ORG (IS) ON THE ADOPTION AND RATIFICATION OF THE OIC REVISED CHARTER The Eleventh Session of the Islamic Summit Conference (Session of the Islamic Ummah in the 21 st Century), held in Dakar, Republic of Senegal, from 6 to 7 Rabiul Awal 1429 H (13-14 March 2008), Recalling Article 11 of the Charter of the Organization of the Islamic Conference concerning the amendment of the Charter; Recalling also the relevant resolutions of the 3 rd Session of the Extraordinary Islamic Summit Conference held in Makkah Al Mukarramah from 7-8 December 2005, Aware of the importance of the provisions contained in the Ten-Year Programme of Action adopted by the 3 rd Extraordinary Islamic Summit Conference, which provided for the "Reform the OIC through restructuring, and the review of its Charter and activities," in such a way as to enable the Islamic Ummah to face the challenges confronting it at the onset of the new millennium. 1. Unanimously decides to adopt the amended Charter of the Organisation of the Islamic Conference.. 2. Reaffirms that the entry into force holds a special importance, given its numerous implications on the reform of the Organisation and its different activities. 3. Urges and exhorts the Member States to ratify the Charter as soon as possible and, in any case, within the next six months. 4. Requests the Secretary General to implement this resolution and to report thereon to the 12 th Session of the Islamic Summit Conference

10 -9- RESOLUTION NO.3/11-ORG(IS) ON RENEWING THE MANDATE OF THE SECRETARY GENERAL The Eleventh Session of the Islamic Summit Conference (Session of the Islamic Ummah in the 21 st Century), held in Dakar, Republic of Senegal, from 6 to 7 Rabiul Awal 1429 H (13-14 March 2008), Being aware of the importance of initiating the implementation of the amended OIC Charter; Recalling Article 16 of the amended OIC Charter on the election of the Secretary General; Paying Tribute to the substantial and far reaching undertakings of the Secretary General as to the OIC reform and the follow up of the implementation of the provisions of the Ten-Year Programme of Action (TYPOA) issued by the 3 rd Extraordinary Islamic Summit held in Makkah Al Mukarramah on 7-8 December 2005; Being appreciative of the Secretary General s efforts in the defense of the Islamic Ummah and its sanctities and in availing it of the means to face up to the challenges of the early new Millennium; 1. Unanimously decides to renew the mandate of the Secretary General in accordance with Article 16 of the amended OIC Charter. 2. Urges the Secretary General to continue with the reform of the OIC and the General Secretariat s restructuring and to follow up the implementation of the TYPOA. 3. Requests the Secretary General to implement the present resolution and report thereon to the Twelfth Session of the Islamic Summit Conference SUM-ORG-RES-FINAL
