1 The European Commission The Ministry of Sustainable Development, Stockholm International Water Institute & The Swedish Water House INFORMAL MEETING OF WFD COMPETENT AUTHORITIES at the World Water Week, Stockholm, August 2006 Network building cooperation - exchange of experiences The meeting will consist of presentations and a workshop focusing on the key issues of interest for the Competent Authorities (CA) in this period of WFD implementation. There will also be several opportunities for dialogue, i.e. an organised dinner on Wednesday night. The meeting will be based on an approach based on the following questions: What is new for the water managers compared to pre-wfd time? What are the main difficulties/challenges? What are the solutions? How do we create a fruitful cooperation, a continuing dialogue and exchange of experiences among the CA:s? One main conclusion from the meeting that we would expect is whether the participants find a network useful and how they see this develop in the context of the Work Programme for the WFD Common Implementation Strategy. For the purpose of future contacts and cooperation we would ask you to submit some brief information on the RBD:s in your country, on how the CA:s have been established and on their contacts, see attached example from. We will later provide you with a compilation of these information sheets from all EU countries. In some member states we might not be updated considering the correct addressees for the CA, so if needed, please forward this invitation to the right persons within your organisation. Please find enclosed a draft programme and registration form. We welcome your suggestions on improvements of the agenda. Focus on programmes of measures (POM) and public participation: "From Rhine river basin perspective: The development of programmes of measures on the regional level - experiences with public participation". Dr. Joachim Bley is the managing director of the German Rhine River Commission and also responsible for the WFD implementation in the CA of Baden- Württemberg. He will present experiences from the work developing POM considering the uncertainties deriving from not yet defined environmental objectives under the involvement of the regional public "Odense Pilot River Basin - Programme of Measures. Experience from the Danish pilot project for implementing the Water Framework Directive". 4 WFD in SWEDEN The Swedish Environmental Legislation has been adapted to the WFD and the Swedish Government has issued an ordinance for the water management according to the directive. includes 119 river basins. Administratively, it is divided into 21 County Administrative Boards. In order to comply with the WFD, is divided into 5 Water Districts with borders coinciding with those of river basins. The Competent Authority for each district is a selected County Administrative Board. Each of the 5 CA is headed by a Water Management Director. Each CA is governed by a Water Delegation, a body especially assigned to carry out the provisions of the WFD instead of the normal decision makers of the County Administrative Board. The Water Delegations include representatives from most of the County Administrative Boards within the district. The 5 Water Delegations, chaired by the County Governor, thus acts as decision-making boards. The reasons behind this structure is to establish a Competent Authority according to the WFD as well as making existing County Administrative Boards continue their work in the field of water in a coordinated way within river basins.
