He is an experienced consultant in the field of transport planning, economics management, restructuring privatization of public enterprises (primarily transportation, but also water waste management road maintenance), public administration, design, training, implementation monitoring, what can be proved by his professional record projects carried out. He has an experience on research development, consultancy public administration as he was active in these fields since 1971, including researcher, civil servant political positions since Previously he has working as a consultant researcher mostly on urban local economy matters also on environment planning. As a civil servant politician he was responsible for large scale programmes projects: Urban Transport for the City of, Gdansk Urban Transport Project for The City of Gdansk EBRD, also ISPA Transport for the Ministry of Transport Maritime Economy (currently Ministry of Infrastructure). During taking the position of Deputy Mayor of ( ) he was responsible for restructuring post-communist type of economic organisation into market oriented, privatised former public construction maintenance companies. During taking the position of Undersecretary of State in The Ministry of Transport ( ) he was responsible for transport strategy policy, also for civil aviation law, environment regional development within the transport sector. He was a leading author of National Transport Policy document, adopted by The Government in After his work as civil servant at Minicipality of ( ) he started consultancy business in During this period we was appointed Head of The Transport Policy Department in the Ministry of Transport Maritime Economy, between nominated as Undersecretary of State in this Ministry. Later in was contracted as permanent collaborator with Ernst & Young Corporate Finance Ltd in. Remaining periods we works as an independent consultant, also a member at hoc formed consortia, among others with: Ernst&Young, Technical University, also working as Project Manager for other consortia, lead by international firms (SYSTRA (F), FaberMaunsell (UK)), or Polish firms (IMS Ltd. (PL)). As an independent consultant he acts as planner, consultant advisor for transport studies, management restructuring in municipal commercial transport organizations (administration, service providers construction companies). He works mostly as project manager of co-ordinator together with such topics as traffic modelling, institutional arrangements environment impact assessments. Recently he was contracted as Project Manager for large scale projects based on European integration: for the European Commission Pan European Corridor I Study gives a wide experience knowledge on the Raod Rail Baltica related challenges threats, especially for the Polish link. Also public transport urban projects were developed implemented, eg Gdansk Urban Transport Project ( ), Lodz Regional Tram Project ( ), Wroclaw TramPlus Development of Urban Rail system Project ( , prepared for launching), innovation public transport project for the City of Olsztyn also second Lodz modern tram line, recently on Rzeszow Public Transport Development Project with wide use of ITS components. He also worked for the EBRD restructuring framework programmes (Lodz road management restructuring, Urban Transport Project, 3 Major Polish Cities Municipal Roads Maintenance PPP Programme). He was also working for big Polish cities on preparation of integrated public transport project under Structural Funds ZPORR Programme (Gdansk,, Lodz, Poznan, Czestochowa). As the ministerial municipal civil servant he was involved in preparations of EU EBRD sponsored projects on urban transport other. As Undersecretary fo State he was nominated as Sectoral Authorising Officer for ISPA in As consultant he was preparing consulting applications for Cohesion ERD Funds for numerous clients, including big project cases (Lodz, Gdansk,, Olsztyn, Rzeszow). During he was involved in Ministry of Regional Development JASPERS initiative in supporting preparations of of urban transport projects as local expert.. He supported preparations on feasibility studies for 5 cases, including buses, trolleybuses, trams metropolitan rail projects. Also he prepared as co-author the first version of the guidelines for CBA preparations for urban transport projects co-financed by EU funds for Pol. The period he was involved as project manager on restructuring the big difficult project on regional / urban public transport project for the Rzeszow Agglomeration in Pol. The project has been earlier prepared rejected by responsible government agency due to unrealistic policy approach he was responsible for reshaping the project adjust to EU PL transport policies. In early 2013 he served a short term consultancy for the World Bank Office as a support to other WB team on project pipeline preparations methodology of road projects in Romania. The aim of this work was to present Polish way of transition on methodology practice aet up recommendations for RO. He is active on training academic education. As a lecturer at universities he gives lectures at postgraduate courses on European Funds management project preparations management. According to training activities he was among others organising giving lectures on strategic management for Polish Rail PKP organization on municipal projects organisation management in rural areas (SAPARD).
