CALL TO ORDER Mayor Reeves called the meeting to order at 2:00 p.m. 2. ADOPTION OF MINUTES.1 Executive Committee Meeting Minutes - October 6, 2003 Moved by Councillor Peary, seconded by Councillor Gill, that the minutes of the Executive Committee meeting of Council, held October 6,2003, be adopted. E CARRIED. 3. BUSINESS OUT OF MINUTES.1 A & A Project Developments Ltd. (Great Canadian Oil Change), 2713 Ware Street, Development Permit Amendment ( ) Consideration of Report No. BLD dated October 15, 2003, the Director, Development Services, was deferred until full Council is present.

DELEGATIONS.1 A. Mathieu, Library Manager, Clearbrook Library - Update ( ) An update of service initiatives was presented by A. Mathieu, Library Manager, Clearbrook Library. She noted the October 19, 2003, inaugural Sunday opening at the Clearbrook Branch was attended by 428 patrons. M. Helmer, Assistant Fire Chief, Fire Protection, announced the opening of the new Fire Safety Library, a cooperative effort of the Clearbrook Library, Abbotsford McDonalds and the Abbotsford Fire Rescue Service. The Diwali Festival, co-hosted by Community Services, will take place on October 24, 2003, with cultural festivities involving local students. R. Mathieu, Manager of Systems, Fraser Valley Regional Library, announced that on September 17, 2003, the Fraser Valley Regional Library became the first library system in British Columbia to provide state-of-the-art wireless service. He outlined the benefits of the new service in providing an alternative delivery method for library services. 5. REPORTS Moved by Councillor Fast, seconded by Councillor Harris, that the delegation of A. Mathieu, Library Manager, Clearbrook Library, and R. Mathieu, Manager of Systems, Fraser Valley Regional Library, providing an update on library operations, be received. E CARRIED. 5.1 CORPORATE SERVICES Councillor Fast declared a conflict of interest with the following item, and was excused from the meeting at 2:12 p.m.

3 0005aa held October 20, 2003, at 2:00 p.m. in the Matsqui Centennial Auditorium Page 3.1 Bylaw No , "Tax Exemption Bylaw No.1, 2004" ( ) Moved by Councillor Peary, seconded by Councillor Gill, that Report No. CORIO-2003 dated October 14, 2003, be received from the Director of Corporate Services and the Director of Parks and Recreation, and: (1) Bylaw No , cited as "Tax Exemption Bylaw No.1, 2004", proceed for three readings at the next Regular meeting of Council; (2) the request for tax exemption from Abbotsford Community Services, for that portion of the land and improvements at Laurel Street, used exclusively as a family centre/community recreation facility, be approved; and (4) the request for tax exemption from: (a) Faith Bible Church at 2455 West Railway Street; (b) Freshwater Fisheries Society of BC, operating the Fraser Valley Hatchery at Vye Road; (c) Valley Recovery Support Association, operation Kinghaven at King Road, and Peardonville House at 825 Huntingdon Road; and (d) British Columbia Society for the Prevention of Cruelty to Animals (BCSPCA) at Industrial Way, be denied. Councillor Fast rejoined the meeting at 2:14 p.m.. 2 Bylaw No , "Tax Exemption Bylaw No.2, 2004" ( ) Moved by Councillor Harris, seconded by Councillor Warawa, that Report No. CORII-2003 dated October 14, 2003, be received from the Director of Corporate Services and the Director of Parks and Recreation, and: (1) Bylaw No , cited as "Tax Exemption Bylaw No.2, 2004", proceed for three readings at the next Regular meeting of Council.

4 held October 20, 2003, at 2:00 p.m. in the Matsqui Centennial Auditorium Page 4 The Director of Corporate Services explained that the subject bylaw meets the provisions of the Community Charter, which is anticipated to be in force before the end of2003. The exemption is effective for 2004, but if the Charter is not adopted by January 2004, the bylaw can be amended or repealed. The motion was then put and E CARRIED. 5.3 DEVELOPMENT SERVICES.1 Privatization of Liquor Stores - Update ( /R ) Moved by Councillor Warawa, seconded by Councillor Harris, that Report No. DEV dated October 14, 2003, be received from the Manager, Major Planning Projects, regarding privatization of liquor stores. Councillors Ross and Beck joined the meeting during the following discussion, at 2:18 and 2:20 respectively. Some Councillors believed the City should be prepared to limit hours of operation if the privatization of liquor stores is reintroduced by the Province in the future. Staff is waiting for further information from the Province on the status of the two liquor retail outlets that were zoned in the City. The motion was then put and E CARRIED.

5 held October 20,2003, at 2:00 p.m. in the Matsqui Centennial Auditorium Page ADMINISTRATION Consideration of the following report was deferred until Councillors Beck and Ross were in attendance.. 1 Proposed 2004 Schedule of Meetings ( ) Moved by Councillor Peary, seconded by Councillor Warawa, that Report No. ADM dated October 15, 2003, be received from the Manager of Administration, and the proposed 2004 Schedule of Meetings be approved for inclusion in Bylaw No. 6-95, "Council Procedure Bylaw No. 6-95". Report No. ADM dated October 15,2003, from the Manager of Administration, discussed the rationale for the proposed 2004 Schedule of Meetings, reducing the number of meetings to two per month, to allow increased access to the Matsqui Centennial Auditorium (MCA) for use by community groups. Some Councillors expressed concern regarding the potential for longer meetings and the resulting inconvenience to developers, the public, and staff; accessibility of Council to the public; and lengthening the approval process. Another supported holding two meetings a month outside the MCA; others believed the primary function of the MCA was as Council Chambers. One Councillor thought there was precedent in other jurisdictions for two meetings per month; many Regular meetings are under 20 minutes long; the 2003 summer schedule worked well; and a six month trial would be beneficial. *Resolution E3l The motion was then put and E DEFEATED. Opposed: *Mayor Reeves and Councillors Beck, Fast, Gibson, Gill, Harris, Ross and Warawa. Moved by Councillor Gibson, seconded by Councillor Warawa, that staff report back with a proposed 2004 Schedule of Meetings similar to 2003, including a summer schedule. E CARRIED.

Bick, Fraser Highway; Zoning and Text Amendments to allow a residential subdivision ( R03-039) Moved by Councillor Peary, seconded by Councillor Warawa, that Report No. DEV dated October 14, 2003, be received from the Senior Planner, and (1) staff prepare and present an amendment to Abbotsford Zoning Bylaw, 1996, for the W. Bick property, located at Fraser Highway to: (a) allow a specific exception to the minimum parcel size requirements for subdivision of Agricultural One Zone (AI) lands at Fraser Highway; (b) remove a minimum lot area requirement for Agricultural Land Commission (ALC) lands under the Agricultural One Zone (AI), Agricultural Two Zone (A2), Agricultural and Resource Processing Zone (A3), and Agricultural and Produce Processing Zone (A4), where subdivision of the lands results in no net increase in the number of existing parcels, and the subdivision is approved by the ALC; and (c) delete the reference to B. C. Regulation 448/98 under the minimum subdivision requirements of the AI, A2, A3, and A4 zones, and replace it with the current B.C. Regulation 171/2002; and (3) the Mayor and Director of Administration and Corporate Planning be authorized to execute all documents related to this matter. Staff will work with the applicant to mitigate his costs. The motion was then put and E CARRIED.

Rana, et al., 1810 Queen Street, Temporary Use Permit ( fU03-002) Moved by Councillor Gill, seconded by Councillor Gibson, that Report No. DEV dated October 12,2003, be received from the Planning Consultant, and: (1) the application by A. K. Rana, A. S. Sandhu, and R. S. Malhi for a Temporary Use Permit to allow parking of loaded and empty freight trucks at 1810 Queen Street, proceed for public comment at an upcoming Council Hearing; (2) the speed limit on Queen Street be reduced to 30 kmh; and (3) the Mayor and Director of Administration and Corporate Planning be authorized to execute all documents related to this matter. Discussion ensued regarding the transitional nature of the Queen Street area; concerns regarding vehicle speed, safety of children, and large truck traffic. Suggestions were made to reduce the speed limit on Queen Street and to explore options to promote quicker development of the industrial neighbourhood to allow road improvements to proceed. Moved by Councillor Warawa, seconded by Councillor Ross, that further consideration of Report No. DEV dated October 12, 2003, from the Planning Consultant, be deferred pending upgrading of Queen Street. E DEFEATED. Opposed: Councillors Beck, Fast, Gibson, Gill and Peary. The main motion was then put and E CARRIED. Opposed: Mayor Reeves, and Councillors Harris, Ross, and Warawa

E CARRIED.. 5 Current Development Activity Report, September ENGINEERING Moved by Councillor Harris, seconded by Councillor Gill, that Current Development Activity Report, dated September 2003, be received. E CARRIED..1 Pavement Management ( ) Moved by Councillor Fast, seconded by Councillor Harris, that Report No. ENG dated October 10, 2003, be received from the Operations Manager, regarding scientific and objective pavement management techniques. E CARRIED. 5.5 PARKS AND RECREATION Abbotsford Exhibition Park Master Plan ( ) The Director of Parks and Recreation introduced M. Farevaag, of Phillips, Farevaag, Smallenberg, a planning, urban design and landscape consulting firm, which prepared the 2003 Exhibition Park Master Plan. Ms. Farevaag highlighted the power point presentation of the planning process, information gathering, public input, analysis of facilities, open space and infrastructure. She presented recommendations for short term park improvements to be implemented over the next five to ten years. Questions and comments from Councillors included timing, priorities, and cost analysis; as well as inclusion of Community Planning Through Envirorunental Design principles, improved access and egress to the park during major events, noise issues, potential conflict between pedestrian and vehicular flow, and future role ofthe Agrifair.

NEW BUSINESS Moved by Councillor Beck, seconded by Councillor Gill, that further consideration of Report No. P&R dated October 14, 2003, from the Director of Parks and Recreation, and Manager, Community Recreation Facilities; regarding the 2003 Abbotsford Exhibition Park Master Plan, be deferred pending a staff report on cost estimates, time lines, and a list of priorities..1 ANNOUNCEMENTS E CARRIED. Mayor Reeves and the Director of Engineering provided an update on the current flood situation, including the need for the residents of Abbotsford to conserve water until the Norrish Creek reservoir can be repaired. Councillor Warawa announced the October 21, 2003, public information meeting on Bridge Housing, from 7:30 to 9:00 pm in the Matsqui Centennial Auditorium. Councillor Peary congratulated the Abbotsford Judo Association on the successful B. C. Judo Championships held in Abbotsford on October 18. The local club is the largest in Canada. 7. ADJOURNMENT Moved by Councillor Gibson, seconded by Councillor Gill, that the October 20,2003, Executive Committee meeting of Council be adjourned (3:53 p.m.). CARRIED.
