B) Approval of Agenda Clayton moved to approve the Agenda as written; Dewan seconded the motion. Vote: All yeas. Motion carried unanimously. C) Approval of Minutes i. October 23, 2014 Clayton moved to approve the minutes of the October 23, 2014 Brownfield Redevelopment Authority meeting as written; seconded by Ballein. Vote: All yeas, motion carried unanimously. 3 C) Approval of Minutes ii. November 20, 2014 Clayton moved to approve the minutes of the November 20, 2014 Brownfield Redevelopment Authority meeting as written; Croom seconded the motion. Vote: All yeas, motion carried unanimously. 2) Written Communications None. 3) Communications from Audience Jim Anderson, 968 Roxburgh, questioned the Brownfield Plan Amendment discussed at the Project & Infrastructure Committee last month, especially as it relates to Table 2. He asked what an economic gap is. Monsma asked what Miscellaneous entails in Table 2. 4) Communications from Staff None. 5) Business Agenda A) Park District Investment Group Brownfield Plan #19 Krause moved to defer this item because of the proposed changes to the site plan; Clayton seconded the motion. Vote: All yeas. Motion carried unanimously. B) Park District Investment Group Development Agreement Krause moved to defer this item because of the proposed changes to the site plan; Clayton seconded the motion. Vote: All yeas. 4 PLANNING, BUILDING AND DEVELOPMENT Quality Services for a Quality Community MEMORANDUM TO: FROM: CC: Downtown Development Authority Board & Brownfield Redevelopment Authority Board Lori Mullins, Community and Economic Development Administrator Tim Dempsey, Director of Planning, Building and Development City of East Lansing PLANNING, BUILDING & DEVELOPMENT 410 Abbot Road East Lansing, MI DATE: February 19, 2015 SUBJECT: PDIG Draft Development Agreement (517) The draft Development Agreement between the Park District Investment Group, LLC, the City of East Lansing, the Downtown Development Authority, and the Brownfield Redevelopment Authority was discussed at the DDA s Project and Infrastructure meeting this month. The agreement describes the Developer s redevelopment project, including the work to be completed by the developer in the public right of way. Furthermore, it outlines the requirements related to performance bonds, insurance, timing, financial incentives, and land transfers, including 303 Abbot Road. Also attached is the latest draft of the Brownfield Agreement, which details the project s financial gap, the Brownfield eligible expenses, and the proposed capture of tax increment revenues over 25 years. As was discussed at the January DDA meeting, the intention is to have an outside consultant provide additional review of the project, and these documents will be provided in advance of Board action; however, any feedback from the Board at your February meeting will be appreciated. Grand River Site Plan and SUP application (517) Attached is the staff report related to the most recent Site Plan and SUP application for the Gateway project to be located at 300 W. Grand River, on the northwest corner of Grand River Avenue and Delta Street. The proposed four-story building would include one level of underground parking, first floor retail and three levels of residential apartments. The Planning Commission will hold a public hearing on this topic at their February 25, 2015 meeting.
