1 Ministry of Public Safety and Solicitor General Assistant Deputy Minister, Police Services The Policing and Security Branch superintends and regulates policing, law enforcement and private security within the province. Policing in British Columbia is provided by the RCMP Provincial Force, 63 RCMP municipal forces, 11 independent municipal forces, and three Designated Policing Units. The Solicitor General, as the chief law enforcement officer for the Province, has a statutory mandate under the Police Act to ensure that adequate and effective levels of policing and law enforcement are maintained throughout the province. The Assistant Deputy Minister (ADM), Police Services has the overall responsibility to fulfill the service mandate of the Branch and is the executive responsible for all aspects of the development, operation, and enforcement of government policy and programs that govern policing, law enforcement and security throughout British Columbia. The ADM provides leadership within the Ministry for the development of legislation and policy initiatives relating to policing and security. This position must establish and maintain links through a variety of provincial, federal and municipal and security industry representatives and community groups to recommend pro-active responses to policing and security services issues throughout B.C. We are looking for an excellent communicator with experience managing high profile and sensitive issues. Someone with successful stakeholder engagement and strong relationship-building and interpersonal skills. You must be accessible and flexible; an outstanding manager of people and resources; creative and innovative; and viewed and respected as a progressive, trusted leader of absolute integrity. Senior public-sector leadership experience in a large policy and legislative focused environment is required, preferably within a Canadian jurisdiction. The role also requires significant experience in and understanding of the structures, processes and practices of government; a well-developed understanding of Cabinet, Treasury Board and ministerial briefing is essential. 2 Policing and Security Branch JOB PROFILE Position# ASSISTANT DEPUTY MINISTER, POLICE SERVICES CLASSIFICATION: ADM 2 The Policing and Security Branch is composed of two divisions: Police Services Division and Security Programs Division. The branch provides central oversight of policing, law enforcement and the private security industry in British Columbia and develops and administers public safety initiatives dedicated to the protection of British Columbians. Policing in B.C. is provided by the RCMP Provincial Force, 63 RCMP municipal forces, 11 independent municipal forces, and three Designated Policing Units. The Solicitor General, as the chief law enforcement officer for the Province, has a statutory mandate under the Police Act to ensure that adequate and effective levels of policing and law enforcement are maintained throughout the province. The branch s key functions include: central oversight of all policing in the province; overseeing the finances and organization of provincial and municipal RCMP police forces through federal/provincial/municipal contracts; administering First Nations policing agreements and programs; inspecting and reporting on the quality and standard of policing and law enforcement services delivery; collecting, monitoring and reporting on provincial crime and police data; providing training and support to municipal, First Nations and other police governance boards; developing policing policy and setting policy direction; managing non-police law enforcement appointments and activity (e.g. special constables and auxiliary members); administering road safety enforcement programs and policies; and coordinating policy and legislation directed at policing, security and organized crime initiatives. Through the Registrar of Security Services, the branch licenses and regulates the private security industry including armoured car guards, security guards, security alarm services, private investigators and other security industry workers and businesses; administers the Criminal Records Review Program; and oversees the public security systems and technology that actively support policing in British Columbia. The branch also maintains the Protection Order Registry to support the enforcement of civil and criminal protection orders, administers the Metal Dealers Recycling Act and provides, in collaboration with the Public Service Agency, personnel screening services within government under the Personnel Screening Office. JOB OVERVIEW The Assistant Deputy Minister (ADM), Police Services is responsible for all aspects of the development, operation, and enforcement of government policy and programs that govern policing, law enforcement and security throughout British Columbia. As a member of the Ministry executive, the ADM participates in the corporate management of the Ministry, reform initiatives, and advises the Minister and Deputy Minister (Deputy Solicitor General) on operational, strategic and politically sensitive issues. The ADM is accountable to the Minister and Deputy Minister for the delivery of services and programs in accordance with the Police Act and other legislation and standards. This position must establish and maintain links through a variety of provincial, federal, and municipal governments, security industry representatives, and community groups to recommend proactive responses to policing and security services issues throughout B.C. The ADM provides leadership for the development of legislation and policy initiatives relating to policing and security, working with Legislative Counsel, the Ministry Policy Planning and Legislation Branch, and Cabinet Operations concerning legislation; Cabinet Operations, Treasury Board Staff and senior ministry officials concerning the preparation of major briefing packages for the Minister and the Deputy Solicitor General; The 2 P a g e

3 position also works closely with the Union of BC Municipalities, police and law enforcement officials, security industry representatives, and colleagues from the Federal, Provincial and Territorial governments. The ADM, under Police Services Agreements between Canada and the Province, and Municipal Unit agreements between the Province and municipalities, is responsible for ensuring responsible financial administration of those agreements in the delivery of effective policing by the RCMP province-wide. The position works closely and collaboratively with the senior leadership of the RCMP provincially and nationally, as well as with local government leaders. The ADM must also establish sound relationships within government, both to discharge the mandate of the branch, and to provide support and advice to other ministries impacted by matters related to community safety, security and policing. ACCOUNTABILITIES Accountable for regulation and oversight of policing, security and law enforcement in B.C. Oversees the administration of Policing Agreements, including fiscal oversight, and the delivery of policing throughout the province, including the delivery of anti-gang and organised crime response through the Organised Crime Agency of B.C. and the Provincial Police. Advises the Deputy Minister, Minister and Government on broad policy, legislation, standards, and regulatory issues affecting the integrity and efficacy of policing and security services in the Province and the achievement of the government s social, economic, and fiscal policy priorities for those services. Participates in the corporate management of the Ministry; provides sound advice and recommendations to the Minister and Deputy Minister; represent the Minister or Deputy Minister in committees, negotiations, public forums, and media interviews. Oversees the development, management, and implementation of legislation, policies, programs, initiatives and public safety standards for policing and security services, and the regulatory enforcement measures needed to serve the public interest Leads the strategic planning processes of the branch, develops and implements long-term vision, goals and strategies; and generates organizational commitment to the vision. Identifies the resource requirements needed to fulfil the mandate of the branch and deploys and manages resources to maximize impact and achieve goals within budget; directs the development and management of the branch budget to achieve financial goals. Leads organizational innovation and change; designs organizational structure; and supports the development of staff through performance management and establishment of new programs to meet training or development needs. Leads public engagement and consultation processes and communicates publicly on branch and ministry programs on behalf of the Deputy Minister, and Minister. Maintains effective relationships with external stakeholders such as Local Governments, mayors as chairs of Police Boards, Chiefs of Police, Municipal councils, UBCM, and accountability bodies such as the Independent Investigations Office and Office of the Police Complaints Commissioner to ensure the delivery of effective, efficient and coordinated policing throughout the province. Manages sometimes contentious and sensitive issues arising within policing, security and law enforcement and provide advice to the Minister, Deputy Minister and Government. Oversees the delivery of inspections, audits and studies under the Police Act and other legislation to ensure adequate and effective policing and adherence to provincial regulations and standards. 3 P a g e

Significant experience in and understanding of the structures, processes and practices of government as well as a demonstrated ability to work effectively with Ministers, executives within ministries, and across government. Preference may be given to candidates with experience in a senior policing, regulatory, compliance or enforcement role, with an understanding of investigative processes. Experience developing, evaluating and implementing strategic and operational policy and procedures. Experience managing high-profile and sensitive issues Experience representing the organization and in exercising sound judgement, often under significant pressure, using diplomacy and discretion in all relationships and interactions. Experience as a leader who can set goals, create and manage change, empower and develop people, build teams, build alliances, solve problems creatively, and foster trust. Experience formulating, leading and evaluating significant change management projects. Knowledge, Skills and Abilities: Negotiation, consensus-building and influencing skills. Ability to devise strategic and innovative approaches to issues. Demonstrated knowledge of business planning, change management, accountability processes and performance management systems. A well-developed understanding of Cabinet, Treasury Board and ministerial briefing is essential.
