The purpose and objective of the KZNPMA is to, amongst others, consider the followings: - Assess the progress made since the Provincial Conference; - Adopt the provincial member s programme of action, business plan and budget in respect of the ensuing year; - Consider reports from the provincial working groups and oversight bodies; and - Deal with any other issues emanating from the provisions applicable to provincial members in this Constitution. The KZNPMA serves as a platform where local government leaders: - Analyze the state of local government at a strategic and holistic level, - Engage and network as colleagues in a spirit that fosters creativity and innovation - Influence other spheres of government as well as each other. The Mayor of the Local Municipality will welcome delegates and also share the offerings of the area as well as the perspective of the municipality in as far as local government. The Chairperson of SALGA KZN will provide a background, and a rationale for the hosting of the Provincial Members Assembly. Some have suggested that: Pursuing local bargaining at municipal level contrary to a centralized system of bargaining with subsequent strike action The executive committee system reduces the powers of the mayor vs the executive mayoral system Managers are often directly engaging with political parties and may even address communities directly thereby undermining the divide between politics and administration and the interface role of the mayor. Interim responses to threats to are not implemented. NGCOBO Some have argued that civil society movements undermine the democratic project by explicitly challenging, through extra-institutional action, a legitimate democratically elected government. Is local government un-friendly towards civil society? How should municipalities relate to organized communities to minimize protest action?
