Some have suggested that: Pursuing local bargaining at municipal level contrary to a centralized system of bargaining with subsequent strike action The executive committee system reduces the powers of the mayor vs the executive mayoral system Managers are often directly engaging with political parties and may even address communities directly thereby undermining the divide between politics and administration and the interface role of the mayor.
