3 OPENING SPEECH OF THE EXERCISE ADMINISTRATION Dear colleagues! The field exercise of the Barents Euro- Arctic region countries Barents Rescue 2009 aimed at cooperation between departments and rescue services of Russia, Norway, Finland and Sweden in different emergencies, has become one of the most large-scale projects in its history. The goal of the exercise was to check the readiness of interstate functional groups to solve problems when carrying out joint actions on elimination of emergency consequences and to train practical skills of rescuers in real setting. A lot of civil and military departments of the countries-participants of the exercise combined their forces in eliminating dangers that occurred in consequence of simulated situations according to the scenario. The participants of the exercise got an opportunity of communication, strengthening of mutual understanding and comprehension of importance of their profession, the sense of which is to rescue people s lives. The final report represents the main stages of planning, preparation and realization of the exercise and contains certain conclusions and suggestions for the participating countries how to improve the international project. 7 Planning of the Exercise The process of planning the Exercise is an important opportunity to learn and understand various possibilities and principles of work of the similar structures in other countries and also it is an excellent opportunity to make contacts and establish relations. However, it is necessary to understand, that arrangement of joint work over exercise planning is a long and complicated process. In the start there was created a group of project developers for working-out of a scenario and implementation of a planning process of the exercise. The original tasks for the group were the following: - to study methodic recommendations on planning the international exercise for international services that are worked out on basis of planning of NATO s peace-management operations; - to study and generalize the experience of the similar international exercises held by the countries of Barents Euro- Arctic region; - to analyze the emergencies for the last five years, to find out the frequency of their happening and to estimate a possibility of their happening in the Murmansk region; In the group s report there were identified risks of emergencies connected with forest fires, big road accidents and possibility of oil spills. Identification of the risks has become a starting point for determining a theme, goals and objectives of the exercise and its scenario. On basis of the experience of international exercises of the same kind the group of the project developers suggested that the field exercise should have a theme of Organization of cooperation between rescue services and departments of Russia, Norway, Finland and Sweden in emergencies of different kind and be conducted in four stages. 6

9 Planning of the Exercise Carrying out of the Exercise presupposed an emphasis on realization of practical work by the training groups and for the staff of the Main Headquarters and of the crisis centers on different stages of the Exercise it presupposed an emphasis on practical arrangement of cooperation between the departments and organisations participating in the Exercise and practical management of the rescue works. The group of scenario developers had a task to work out models of emergencies maximum close to the real ones. Fulfillment of this task let the training groups to carry out rescue works practically in real conditions. The following goals of the Exercise were set: - improvement of practical skills of the direction officials on the administration of the functional and territorial subsystems of the United state system of elimination of emergencies and its consequences in cooperation with search and rescue services of the other states in organisation of application of forces and means, their management in joint solving of problems of elimination of different types of emergencies; - check of readiness of the interstate functional groups to solve problems of providing activity of the Main Headquarters of the Exercise in joint actions; - investigation of different problem aspects of the population and territory defence from natural and man-made emergencies in the Murmansk region of the Russian Federation and the near-border territories of Norway, Finland and Sweden. When specifying the parameters of the future project scenario the developers made a list of organisations and enterprises that would be involved into the Exercise. They were consulted at once and there were decided questions of arrangement of their cooperation in the course preparation and carrying out of the Exercise. 8

11 Planning of the Exercise At the first planning conference regarding the international Exercise Barents Rescue 2009, which was held in Murmansk in period of October 14-15, 2008, there was represented the scenario of the Exercise for the first time and there was also discussed the time of holding of other planning conferences and the Exercise Barents Rescue 2009 itself. For the first conference the developers worked out Manual over planning of the Exercise and a draft of Requirements for the participants of the Exercise. These documents were worked out in accordance with methodical recommendations for planning of international exercises of rescue services and turned out to have a volume content, though many chapters of the Manual and Requirements repeated with a slight change of the meaning. In the course of the conference upon request of the Norwegian side there was included an extra stage of the search and rescue works in the Barents Sea (Varanger Fjord). At the conference there were organized work groups, but they did not make a sustainable contribution into the preparation for the Exercise. As the results of the conference the following decisions were concluded by the participants: - To organize the International Exercise of rescue services Barents Rescue 2009 in the first decade of September 2009; - To take the offered scenario of the Exercise with the changes as a basis. There were settled time periods of the further preparation conferences: - For the second conference the second decade of March 2009, during which it was agreed to do a reconnaissance of places for practical stages of the Exercises and to preliminary estimate forces and means involved into the Exercise; - For the third conference June 2009, during which all the questions regarding the carrying out of the Exercise should have been agreed. 10

13 Planning of the Exercise The Norwegian delegation suggested that the third and final conference of the international Exercise of rescue services Barents Rescue 2009 should have taken place in the city of Bodø. During the period between the conferences the scenario got the last changes and development of the Generalized specification on exercise planning and Requirements for the participants were finished. During the second planning conference, which took place in Murmansk on March 16-19, 2009, the following questions were discussed: - time of the final planning conference of the international Exercise Barents Rescue 2009, which was planned to be held in the city of Bodø (Norway), and a list of the participants of the Exercise. In the course of the conference there was held a reconnaissance of the region of the Exercise and there were represented projects on Generalized specification of the Exercise and Requirements to the Exercise participants. The conference resulted in the following decisions of the participants: - to carry out the international Exercise of rescue services Barents Rescue 2009 in period of September 08-10, 2009; - to accept an offered scenario of the Exercise with the changes. The time and the place of the final planning conference were agreed the city of Bodø, Norway, May 25-27, At the final planning conference in Bodø, Norway, May 25-27, 2009 there were settled: - Plan of conducting the Exercise; - The Generalized specification of the Exercise; - Requirements to the participants of the Exercise. There also were estimated means and forces drawn to the Exercise and order of material and technical and other support. The planning process was over and there was coming preparation work to the Exercise. 12

15 Planning of the Exercise Experience of the planning stage The Russian side for the first time planned and carried out an international exercise of such a scale according to the suggested technique of the countries of Barents Euro-Arctic region in a format of NATO s peace-management operations Partnership for the sake of peace. The scenario of the Exercise was developed on basis of analysis of emergencies for the last five years and experience of conducting the similar international exercises by the countries of the Barents Euro- Arctic region. All the participating countries should take efficient part in the process of making decisions. The Exercise must be a result of coordinated and concerted decisions made in respect of opinions of the interested parties. Problem questions of the planning process 1. The planning technique is too scrupulous and bureaucratized and many chapters of the Generalized instruction over planning of the Exercise repeat each other. 2. The basic terminology is very much different from the generally accepted one regarding the subject of prevention and elimination of the emergency consequences. 3. Carrying out of planning conferences has not in full reflected wishes of the group developers in communication and getting experience from the foreign participants. 4. The forces and facilities of the training groups of the participating countries were not determined till the last planning stage of the Exercise. 5. Work of the groups during the conferences was not organized in the proper way because of the constant absence of the permanent members of the countries-participants and the structure of groups was changing until the start of the Exercise. 14

17 Planning of the Exercise Suggestions on improvement of the planning process 1. To make a work group of representatives of the participating countries for development of methodic recommendations on order of planning and carrying out of the international exercises of rescue services of the Barents Euro- Arctic countries Barents Rescue. 2. By means of methodic recommendations to determine a structure of the Exercise s direction and a list of obligatory documents and their structure necessary for carrying out of the Exercise. 3. To include into the work group specialists who took part in the planning and conducting the Exercises of years 2001, 2005, 2007 and The structure of the work group should be maximum permanent from the moment of its forming till acceptance of methodic recommendations as instruction. To develop scenario and plan the Exercise in a combined work group of the participating countries taking into consideration the existing experience and peculiarities of cooperation. One of the ways to guarantee participation of all the countries in the planning process could be arrangement of working meetings in between the main conferences for developing a scenario. 4. To complete groups of the Main Headquarters of Exercise, to specify their goals and tasks at the first planning conference. 5. To include reconnaissance of the districts where the stages of Exercise would be held into the regulations of the second planning conference. And when carrying out a Headquarters play on maps during the third and final conference to draw groups of Main Headquarters for to specify an order of actions of participants when drilling the stages of the Exercise. 16

19 Preparation for conducting the Exercise A preparation process goes in parallel with planning process. When developing a scenario a specific character of the work done by the training groups and of the landscape and remoteness from the places of accommodations of the participants were taken into consideration. The scope of the Exercise in full showed up in solving problems of cooperation in the course of preparation to the Exercise. Parameter of the Exercise: - 5 stages 3 days - distance to the places of conducting Exercise from the Main Headquarters: minimal 44 km, maximum 438 km; - amount of the participants of the training group 384 persons, 77 units of equipment; - total amount of the staff persons, 192 units of equipment; -flight devices 6 units; - ships, boats and other waterborne vehicles 30 units; - organisations participating in arrangement of cooperation during conducting of the Exercise 43; In the course of preparation to the Exercise there was done big work by a group of interaction with departments, organisations and enterprises, involved into the preparation and conducting the Exercise. There were held working meetings with representatives of Ministry of Foreign Affairs of the Russian Federation, of the Murmansk customs and of the Frontier Administration of Russian FSB of the Murmansk region regarding arrangement of entrance through the state border for the Exercise participants and regarding solving problems of flight of flying devices and call of boats to Russia. 18

21 Preparation for conducting the Exercise In order to make the conditions of emergencies during the Exercise realistic, special attention was paid to preparation of material resources and places of conducting the stages of the Exercise. It was decided not to make dummies of equipment, which was a part of the scenery in different emergency situations. The problem was solved by providing pieces of real equipment, and that contributed to the real conducting of work on the 3d stage of the Exercise. Experience of the stage of preparation The decision to carry out preparation process in parallel with planning process was correct. The most important condition for achieving positive results when preparing for the Exercise was development of a plan, which showed to what events in that very day and hour the most attention should have been paid to. Problem questions of the preparation stage 1. Untimely submission of the lists of representatives and their groups by the participating countries in order to work in the Main Headquarters did not let arrange their work in period of preparation to the Exercise. 2. Untimely and incomplete submission of lists of the participants resulted in booking extra hotel rooms and cancelling some of them in the future. 3. Web-page of the Exercise and exchange of information by between the participants was not in full. 20

23 Conducting the Exercise On September 8, 2009 on the territory of the Murmansk region there was conducted the international Exercise of rescue services of the countries of the Barents Euro-Arctic region under command of Head of Exercise Chief Military Expert of EMERCOM of Russia, General-colonel Pavel V. Plat As part of management of means and forces of the search and rescue services there participated a delegation of the Republic of Finland (58 persons, 11 units of equipment), a delegation of the Kingdom of Norway (56 persons, 15 units of equipment), a delegation of the Kingdom of Sweden (27 persons, 4 units of equipment), a delegation of the Russian Federation, which was represented by OG EMERCOM of Russia, the regulatory body of the functional and territorial subsystems of RSCHS (the United state system of elimination of emergencies and their consequences) of the Murmansk region, forces and facilities of search and rescue services of the Murmansk region (243 persons, 47 units of equipment). In total there participated 384 people and 77 units of equipment. Before the start of the Exercise the guests and the observers were instructed about the safety requirements. At a working meeting of the heads of delegations there were clarified questions of using forces and means of the foreign participants during the Exercise. A solemn opening ceremony of the International Exercise of rescue services of the countries of the Barents Euro-Arctic region Barents Rescue 2009 was held on September 08, 2009 at 10 o clock at the central square of the hero-city of Murmansk. Dmitry V. Dmitrienko, the governor of the Murmansk region, General-colonel Pavel V. Plat, Head of the Exercise and the heads of delegations addressed with opening speeches to the participants. After the opening ceremony the guests and the observers got acquainted with the samples of fire and rescue equipment and units of emergency rescue equipment presented from the participating countries. At a press-conference the heads of delegations answered questions of the representatives of mass media. The Exercise was conducted in five stages during three days. 22

25 Day 1 (September 08, 2009) I stage Subject: Combined action of the administration of the functional and Murmansk territorial subsystems of RSCHS in a situation of radioactive discharge in the environment as result of damage of a container with radioactive waste. Opening situation There started a fire onboard of a transport aircraft. The uncontrolled airplane fell onto storage of radioactive waste in Andreeva Bay. According to the information from the operative officer on duty the explosion resulted in destruction of the container for storing wastes and radioactive discharge into the environment. 15 people got some doses of irradiation. 3 people were hospitalized with traumas of medium severity and signs of radiation sickness. As result of the explosion a transport container type TK-18 was damaged. About 5% (app. 740 grams) of nuclear technology waste in the form of fine particles were emitted on a high altitude and made a plume of radioactive contamination towards the Rybachy Peninsula and Norway. And the rest of the waste in the form of larger particles was dispersed on a territory of 2 ha in the region of the aircraft crash. At the temporary storage of radioactive waste at the Andreeva Bay (branch number 1) Federal State Unitary Enterprise «SevRAO» there was announced emergency situation regime. Planning activities were carried out to eliminate the effects of radiation accidents with the help of system of emergency reaction. The staff, which was not involved in the elimination, was evacuated. The administration of Rosatom undertook organizational and technical measures to eliminate the consequences of radiation accident. 24

27 Day 1 (September 08, 2009) I stage Worked-out questions 1. Warning of operational services of the bordering countries (by means of an on-line video-conference) about the threat of radioactive contamination of the local area and its consequences, collection of forces and resources of the participating in the elimination of the radiation accident. 2. Arrangement of work of the Central Crisis Center of the Chief Management Agency of EMERCOM of Russia in the Murmansk region and arrangement of a telephone hot line in an emergency regime. 3. Carrying out a session of Emergency and fire safety commission of the Government of the Murmansk region. 4. Monitoring of the radiation situation and passing the data about a break in the exercise in the emergency area to the crisis centers of the participating countries in the real time by means of a video-conference. 5. Organization of cooperation between the press-center of Chief Management Agency of EMERCOM of Russia in the Murmansk region and media-groups over highlighting the emergency in the mass media. 6. Organization of cooperation between the Crisis center of the Government of the Murmansk region, National Crisis Center and MAGATE. Experience of the 1st stage 1. Informing of the crisis centers in Norway, Finland and Sweden by the operative service on duty of National Crisis Center of the Russian Federation about the threat of possible radioactive pollution of the area by means of a videoconference. 2. Check of work of Murmansk territory automatic system of control of radiation situation (ASKRO) in an automatic regime in the conditions of real time. 26

29 Day 1 (September 08, 2009) I stage 3. Organization of cooperation between National crisis center of Russia, Crisis center of the North-West region center of EMERCOM of Russia in the Murmansk region and structures of the Murmansk territory subsystem of RSCHS by means of a video-conference. Problem questions of the 1st stage 1. The efficiency of the stated and agreed procedures of mutual informing was not checked. A great emphasis was made on questions of telecommunication connections (videoconferences) between the countries. 2. The technical side of the video-conference was not taken into consideration. It resulted in vulnerability and unreliability of modern technologies, because the connection between the participants was constantly cut off. Conclusions The goals and tasks of the 1st stage of the International Exercise Barents Rescue 2009 on the whole were achieved. 28

Getting permission for crossing the Russian-Norwegian border by rescue aircrafts of the Russian Federation and the Kingdom of Norway for delivery of the injured to the nearest landing fields of the bordering states. 3. Crossing of Russian-Norwegian state border by rescue helicopters and delivery of the injured to landing fields of the border states (Murmansk, Kirkenes). 4. Practical performance of search and rescue at sea searching and lifting of the injured onboard the vessels and aircrafts. 30

33 Day 1 (September 08, 2009) II stage Experience of the 2nd stage 1. Organization of cooperation between search and rescue forces of the Kingdom of Norway and Russia. 2. Getting practical experience of organisation of cooperation in performance of search and rescue operations when crossing the state borders by aircrafts and ships. Problem questions of the 2nd stage 1. An aircraft for exploration and marking of possible region of loss of the ship was not used and that led to increase in time of the search and rescue operation. Conclusions The goals and tasks of the second stage of the Exercise Barents Rescue 2009 were achieved. 32

35 Day 2 (September 09, 2009) III stage Subject: Combined action of regulatory bodies, forces and facilities of functional and Murmansk territory subsystems of RSCHS, rescue services of the bordering states in elimination of consequences of a big road accident with a threat of radioactive pollution of the territory. Opening situation At 1405 km of the Federal road there happened a crash of 2 busses - 1 of them a bus with foreign tourists, a car and a special cargo vehicle with radioactive cargo. A group of foreign tourists (40 people) had been going from Borisoglebsk to Murmansk. A group of Russians (23 people) in the second bus had been going to Pechenga. 2 people were in the car. The bus with the foreign tourists drove down the road and turned over and the bus with Russians turned over as a result of the accident. The special cargo vehicle was damaged. There occurred a threat of damage of the container and as a result a radioactive pollution of the territory and transport. Passengers with accidents were blocked in emergency buses; they tried to rescue their selves. Worked-out questions 1. Reporting to rescue services of the bordering states, collecting of forces and facilities that would take part in elimination of the consequences of the emergency situation, as a result of road accident. 2. Organization of work of the Central crisis center of the Chief Management agency of EMERCOM of Russia in the Murmansk region and of a telephone hot line in emergency situation regime. 34

37 Day 2 (September 09, 2009) III stage 3. Monitoring of a radioactive situation in the region of emergency. 4. Practical performance of rescue work and psychological help for the injured. 5. Record keeping, filtration and distribution of the injured to the hospitals. 6. Practical decision of diplomatic and migration questions with the suffered foreigners. Experience of the 3d stage 1. Organization and joint practical rescue work with rescue services of the foreign states. 2. Attraction of additional forces consisting of separate medical team of the Northern Fleet for medical aid for the injured. Problem questions of the 3d stage 1. Zones for rescue transport facilities for providing quick and safe transportation of passengers were not marked. 2. The goals and roles for all the members of rescue teams for actual work zones were not set in full. Conclusions The goals and tasks of the 3d stage of the Exercise Barents Rescue 2009 were achieved. 36

39 Day 2 (September 09, 2009) IV stage Subject: Combined action of the regulatory bodies, forces and facilities of the functional and Murmansk territory subsystems of RSCHS and the rescue service of the Republic of Finland for extinguishing of a large forest fire in the frontier zone. Opening situation On the frontier in the district of settlement Kairaly, the Murmansk region (15 km from the state border) there was detected a big forest fire hazard, which was spreading towards the state border. It was a low fire of medium severity, in some districts it was a crown fire too. The area under the fire took ha. It was not possible to stop the fire by forestry forces. Worked-out questions 1. Detecting of the forest fire and transmission of its coordinates to the ground services. 2. Informing of operative services, collecting of forces and facilities and their engagement in the fire extinguishing. 3. Involving of forces and facilities for the fire extinguishing in accordance with the operative plan. 4. Organisation of cooperation with the Frontier administration of FSB of Russia in the Murmansk region regarding the fire extinguishing in the frontier zone. 5. Getting of permission for the fire fighters of the Republic of Finland to cross the border and come on the territory of Russia to help to extinguish the forest fire. 6. Practical extinguishing of the forest fire by the combined forces with usage of helicopter MI-8MT and a special device (VSU). 38

41 Day 2 (September 09, 2009) IV stage Experience of the 4th stage 1. Organisation of cooperation between the Frontier administration of FSB of Russia in the Murmansk region and Murmansk customs regarding permitting to Finnish fire fighters enter the border and go to the territory of the Russian Federation. 2. Practical usage of helicopter MI-8MT with a special device (VSU) for forest fire extinguishing. 3. Organisation of cooperation between the Russian and Finnish fire fighters when extinguishing the forest fire in the frontier zone. Problem questions of the 4th stage 1. Because of the weather conditions it was not possible to use aircraft BE-200 CHS. 2. Technical problems of transmission of the information via satellite connection did not let work out the questions of this stage in full. Conclusions The goals and tasks of the 4th stage of the Exercise Barents Rescue 2009 were achieved. 40

43 Day 3 (September 10, 2009) V stage Worked-out questions 1. Informing of the operative services, collecting of forces and facilities for elimination of the consequences of the emergency happened as a result of crash of the shuttle tanker and floating storage Belokamenka. 2. Search and rescue of the injured with help of aircrafts. First aid treatment and evacuation of the injured. 3. Practical evacuation of the injured to the hospitals. 4. Tow and fire extinguishing on the shuttle tanker. 5. Practical fire extinguishing on the floating storage Belokamenka with help of aircraft BE-200 CHS. 6. Practical operation on elimination of the oil spill on the water area of the Kolsky Bay with help of coast-guard vessels of the Kingdom of Norway in the coastal area. Experience of the 4th stage 1. Practical usage of aircraft BE-200 CHS for extinguishing the fire on the floating storage Belokamenka. 2. Combined practical operation on elimination of the oil products spill on the water area of the Kolsky Bay by forces of Murmansk territory subsystem and coast-guard vessels of Norway. Problem questions of the 5th stage 1. Arrangement of cooperation. 2. Coordination between foreign vessels and Russian Northern Fleet and Border Guard authorities according passing into Kola Bay. Conclusions The goals and tasks of the fifth stage of the Exercise «Barents Rescue 2009 were achieved. 44

45 Conclusions 1. The goals and tasks of the Exercise have been achieved. 2. There has been gained practical experience in organisation of cooperation between the crisis centers of the bordering countries in the real time by means of a videoconference and organisation of elimination of the emergency consequences by using of rescue forces and facilities of the countries participating in the Exercise in accordance with the plan of Exercise conducting. 3. The Exercise participants have got practical skills of work in conditions of elimination of the consequences of emergencies. They participated in interaction groups (national representatives of different departments), in groups of cooperation with press service and information, in groups of cooperation with guests and observers, estimation groups and groups of inspectors. 4.
