3 DART Tariff Proposal Each of the Rockies Pipelines will submit a tariff filing to the Federal Energy Regulatory Commission ( FERC ) to effectuate the conversion from the Xpress system to the DART system. Generally, the changes that will be proposed are modest and not service related. Three categories of DART tariff changes Required by DART system implementation Standardization for ease of administration Housekeeping 3

6 Service Requests Clarification of Request Process Data elements required for valid requests listed in Tariff Ruby and CPG include these lists currently CIG, WIC and Young will propose to include these lists in lieu of the forms currently shown in the tariffs Requests submitted electronically or in writing Customers may submit the necessary information in to DART to effectuate a request for service. Transporter may act on behalf of customers and submit the necessary information in to DART. 6

7 Service Requests Standardization of Pro Forma Agreements Order of provisions standardized Addition of Governing Law provision Removal of obsolete paragraphs (i.e., Application of Tariff Provision and Incorporation by Reference ) Footnote clarifications and additions Standard rate footnotes for max, discount and negotiated rates Proviso for renumbering footnotes and including them as necessary Footnote that will provide a fill-in-the-blank for discounts on authorized overruns 7

9 Scheduling Flow Day Diversion ( FDD ) Character of FDD will not change Due to system changes to segment-based pipelines, references to Intermediate Scheduling Points ( ISPs ) will change to Segments. Pooling Removal of location pooling concept; buy/sell available at any point (no contract necessary) Relocation of Title Transfer Tracking provisions from Rate Schedule HSP to the General Terms and Conditions 9

11 Capacity Release Releasing Shipper s Bid Evaluation Criteria Change default timeline to NAESB standard for consistency with other bid evaluation methodologies; Remove special timeline from tariff Recall/Reput Notice Recall notice will include the timing associated with the recall and, therefore, the reput (if applicable) will occur based on the end time reflected in the recall notice. Removal of requirement to have separate notices for recalls and reputs 11

13 Imbalance Management/Trading Modifications to Imbalance Trading Shift from Shipper-Level to Contract-Level Imbalance quantities will trade TSA to TSA Removal of higher-of cash out pricing for imbalances held open for trade; imbalances will be valued at the price in the accumulation month Revisions to trading timeframe Begin: 9th business day of the month End: 17th business day of the month Clarification regarding the notice for an election to trade an imbalance 13

15 Park and Loan Service Update PAL will be available at all locations, unless otherwise posted on the EBB Three-part rate structure (Ruby) Initial Rate Park/Loan Balance Rate Completion Rate Pro forma agreement consistency Revision to terms for consistency with KM legacy pipes 15

16 Summary Moderate tariff proposals for each of the Rockies Pipelines to recognize the conversion from the Xpress system to the DART system. Tariff filings are anticipated to be submitted to FERC in April Pro forma tariff records will be submitted Separate implementation filings will be submitted 30 to 60 days prior to DART Go-Live date. 16
