2 2. Moment of Reflection 3. Singing of O Canada 4. Recording of Attendance The Warden noted that Mayor Paterson was absent. All other members of Essex County Council were in attendance. 5. Disclosure of Pecuniary Interest There were no conflicts of pecuniary interest declared. 6. Adoption of Regular Meeting Minutes Moved By Mr. Antaya Seconded By Mr. Bachetti That the minutes of the September 20th, 2017 Regular Meeting of Essex County Council be adopted as presented. 7. County Warden s Welcome and Remarks Warden Bain welcomed the members of Council, staff and the public. He also welcomed Chief Krauter back, following his medical leave. The Warden noted his participation in the following events: Attended the World Alzheimer's Day Breakfast Attended the Union Gas Luncheon in Kingsville and noted that Union Gas was seeking support from local municipalities for the expansion of the proposed Kingsville Transmission Reinforcement Project. Attended the Foreign Trade Zone (FTZ) workshop where discussion involved the automobile and agricultural industries, as well as the small and medium sized businesses in area local municipalities who rely on importing and exporting goods for their sustainability. He advised that the region had been recognized as a key area to trade in Canada. Attended the International Day of the Elder Person Attended the Communities In-Motion events along with many other members of County Council. He noted that these events highlight the importance of staying active and participating in activities that get people moving as part of a healthy lifestyle. Attended the Mayor's Roundtable on Economic Development in Kingsville. 2

3 Attended the Ruthven Apple Festival Parade and Opening Ceremonies along with other members of County Council. 8. Delegations and Presentations There were no delegations scheduled for the October 4, 2017 meeting. 9. Communications 9.1 Correspondence Moved By Mr. Bondy Seconded By Mr. Fazio That the correspondence listed on the Regular Agenda for October 4, 2017, be received and any noted action approved Association of Municipalities of Ontario (AMO) AMO AMO View the online versions of AMO WatchFile, dated September 21, 2017 and September 28, Received ed copy of AMO Communications, dated September 19, 2017 regarding the 2017 Human Services Symposium, Thursday, September 21, 2017 Hilton Toronto Airport Hotel and Suites. Received ed copy of AMO Communications, dated September 28, 2017 referring to an AMO Policy Update - Health Omnibus Bill introduced with Municipal Implications. (online version) Mr. McNamara expressed the importance of the local municipalities vocalizing their concerns with the Health Omnibus Bill. He explained one of the concerns related to the Bill proposing a pilot program which would introduce a firemedic model which would have implications to budgets, funding and labour concerns. He advised AMO has communicated that this program has not proven to improve patient care or outcomes and is cautioning municipalities to pay close attention to the potential impact of this Bill. 3

5 9.2 Resolutions Essex County Accessibility Advisory Committee on October 24, He advised that there will be the keynote speaker Tracy Schmitt who will also be conducting an interactive session with participants. Other speakers are Career Compass, from Community Living Essex County and the Accessibility Directorate of Ontario. The event is open to the public and all are invited to attend Municipality of Chatham-Kent Received ed copy of correspondence from Randy Hope, Mayor/CEO to the Honourable Kathleen Wynne referring to Chatham-Kent Council's resolution regarding Barriers on Highway Moved By Mr. Meloche Seconded By Mr. Antaya That Essex County Council support the resolution from the Municipality of Chatham-Kent regarding barriers on Highway Consent Agenda Moved By Mr. Queen Seconded By Mrs. MacDonald That the recommendation in the Administrative Report listed as item 10.1, on the Consent Agenda for October 4, 2017, be approved Approval of 2018 Conferences 5 Report Number 2017-R09-CS-1004-MB, dated October 4, 2017 from Mary Birch, Director of Council Services/Clerk. 11. Reports and Questions 11.1 Essex County Accessibility Advisory Committee Minutes of the Essex County Accessibility Advisory Committee for September 14, 2017, Mr. Gord Queen, Vice Chair.

6 Moved By Mr. Queen Seconded By Mr. McDermott That the minutes of the Essex County Accessibility Advisory Committee Meeting for September 14, 2017 be approved Civic Centre Acquisition - GECDSB / WECDSB / ERCA Report Number 2017-R03-ADM-1004-RM, dated October 4, 2017 from Robert Maisonville, Chief Administrative Officer. Mr. Maisonville discussed the report and outlined the acquisition of the Civic Centre from the other owners being: the Greater Essex County District School Board, Windsor Essex County District School Board and Essex Region Conservation Authority Moved By Mr. Meloche Seconded By Mr. Bondy That Essex County Council authorize the Warden and Clerk to sign the necessary agreements, by-laws and all other documents related to the purchase of the Essex County Civic Centre interest from: Greater Essex County District School Board (GECDSB) Windsor Essex Catholic District School Board Essex Region Conservation Authority And further that Essex County Council authorize the Warden and Clerk to sign the necessary lease agreements, by-laws and all other documents related to the leasing of office space occupied by: GECDSB (Media Centre) Essex Region Conservation Authority Windsor-Essex Student Transportation Services Windsor Essex County Health Unit And further that the approximate $1,335,000 acquisition costs, including artwork acquisition, be paid from the Corporation's Rate Stabilization Reserve. 6

Unfinished Business 12.1 Appointments to Windsor-Essex Community Opioid Strategy Leadership Committee (WECOS-LC) At the September 20th, 2017 meeting of County Council, members of County Council interested in serving on this Committee were requested to submit their name to the Clerk. The Warden had been requested to sit on this Committee. Mr. McNamara would be appointed by virtue of his position as Chair of the WECHU. Mr. DiPasquale expressed interest in being appointed as an alternate, should Warden Bain or Mr. McNamara not be able to attend Moved By Mr. McDermott Seconded By Mr. Bondy That Essex County Council submit the names of Warden Tom Bain, Tecumseh Mayor Gary McNamara as Chair of the WECHU and Amherstburg Deputy Mayor Bart DiPasquale as an alternate, to the Windsor Essex County Health Unit for appointment to the Windsor Essex Community Opioid Strategy Leadership Committee. 13. New Business 13.1 Food Policy Council The Windsor Essex County Health Unit and partners forming a Food Policy Council for the region have extended an invitation for a member of County Council to serve on this Council. Ms. MacDonald advised that she was interested in serving on the Food Policy Council Moved By Mr. Antaya Seconded By Mr. Queen That Ms. Hilda MacDonald, Deputy Mayor of Municipality of Leamington be appointed to represent the County on the Essex Windsor Food Policy Council. 7

8 13.2 Town of Essex Copy of correspondence, dated September 1, 2017 from Robert W. Auger, Manager, Legislative Services/Clerk addressed to Honourable Justin Trudeau, Prime Minister of Canada and Honourable Kathleen Wynne, Premier of Ontario referring to their Council's resolution regarding the algae bloom in Lake Erie Moved By Mr. McNamara Seconded By Mr. Bondy That Essex County Council support the concern of the Town of Essex and send letters to the Federal and Provincial governments, requesting immediate attention be given to the severity of the algae bloom in Lake Erie Union Gas Limited Received request from Brian Lennie, Stakeholder Engagement Specialist - Public Relations, Union Gas Limited seeking support for the proposed Kingsville Transmission Reinforcement Project to submit with the application to the Ontario Energy Board Moved By Mr. Fazio Seconded By Mrs. MacDonald That Essex County Council provide a letter of support of the proposed Union Gas Kingsville Transmission Reinforcement Project Condolences to Edmonton and Las Vegas Mr. McNamara requested that the Warden, on behalf of Essex County Council, send a letter to the Mayor of Las Vegas and the Mayor of Edmonton, expressing condolences after the acts of violence during the past week in those Cities Moved By Mr. McNamara Seconded By Mr. DiCarlo 8

9 That Warden Bain, on behalf of Essex County Council send a letter of condolence and solidarity to the Mayors and the Cities of Edmonton AB and Las Vegas NV with regard to the recent violent and tragic events that took place in their cities Small Business Enterprise Tax Mayor McNamara raised the issue of the proposed changes to taxation on small businesses. He stated that there should be great concern on what the impact would be on greenhouse and other agricultural businesses in the region. He encouraged other municipalities to make their concerns known to their local MP's, to Finance Minister Morneau and to Prime Minister Trudeau Moved By Mr. McNamara Seconded By Mr. Bondy That Essex County Council send a letter to Finance Minister Bill Morneau and to the Prime Minister of Canada regarding the proposed Small Business Enterprise Tax that is being considered in Parliament; urging them to consider the negative impacts it may have on small businesses, including greenhouse and agricultural businesses and family farming operations. 14. Adoption of By-Laws Moved By Mr. McDermott Seconded By Mr. DiCarlo That By-law , having been read a first, second and third time, be finally passed and enacted By-law Number A By-law to Confirm the Proceedings of the Council of the Corporation of the County of Essex.
