No. 2008/004627/07 Telephone: (044) Progress Street, Facsimile: (044) PO Box 2070, 6530 Web: 27 March 2017 Cape EAPrac Ref: GEO363b/19 DEA&DP Ref: 16/3/3/5/D2/6/0010/16 Dear Registered Interested & Affected Party (I&AP) / Stakeholder Via , Fax or Post RE: NOTIFICATION of ADDENDUM to the ENVIRONMENTAL AUTHORISATION for the NOEM NOEM VILLAGE, Erf 3603 Blanco, FANCOURT GOLF ESTATE Cape Environmental Assessment Practitioners (Cape EAPrac) were appointed by the Applicant, Plattner Golf (Pty) Ltd. to facilitate the legally required Amendment Application process in terms of the National Environmental Management Act (NEMA, Act 107 of 1998, as amended) to amend the existing Environmental Authorisation (of 25 Sept.2007) of the Fancourt Golf Estate to allow for the Noem Noem Village on Erf 3603 Blanco, as well as an associated new access road across Portion 111 of Farm 209 Modderriver. On behalf of the Applicant, you are hereby notified that the provincial Department of Environmental Affairs & Development Planning (DEA&DP) has issued a positive Addendum to the Environmental Authorisation (EA) to Plattner Golf (Pty) Ltd. (Fancourt Golf Estate). The date of decision (signature date) of the Addendum to the Environmental Authorisation (EA) for the Noem Noem Village, Fancourt was 16 March 2017 and was issued on the 16 March The associated Correction Notice, dated 23 March 2017, was issued on 23 March PROPOSAL APPROVED The Department has decided to amend the Environmental Authorisation issued on 25 Sept.2007 and the approved Environmental Management Programme, Reference Number: EG12/2/1- AG6/5479-Farm Modderriver 209/86 & Erf 1720, as follows 1.1 Consolidation of seven (7) approved single residential erven on the southern area of Erf 3603 to allow for 45 group housing opportunities; 1.2 Transformation of private open space (Bramble Hill Golf Course, holes 17 & 18) to seven (7) new single residential erven (on the northern area ); and 1.3 New access road from Gwaiing Road (DR1618) across Portion 111 of Farm 209 Modderriver to provide access to Erf 3603 / Noem Noem Village (Access Road Alternative 2). The stormwater channel on the property (Erf 3603) and remaining area will be maintained as Private Open Space. The proposed Noem Noem Village will be undertaken within the existing Fancourt development and will be done in accordance to the Site Development Plan, Ref: 715/GEO/14/TEK/SKF/MontVilSDP1, DelPlan Consulting, April 2016 (attached to the EA Addendum). The EMPr is also amended and accepted in order to address the changes in the approved proposal. All other information contained in the EA (of 25 Sept.2007, Ref: EG12/2/1-AG6/5479-Farm Modderriver 209/86 & Erf 1720, and amendment issued on 23 March 2015, Ref: 16/3/3/5/D2/6/0001/15) remains unchanged and is still in force. 3 Noem Noem Village, Erf 3603 Blanco, Fancourt Golf Estate GEO363b/19 CONDITIONS OF APPROVAL & REASONS FOR THE DECISION The Addendum to the EA (16 March 2017), and associated Correction Notice (23 March 2017), issued by the Department are subject to various Conditions of Approval (as Section C of the EA Addendum). A complete copy of these documents are attached to this notification for review. In addition, the Addendum to the EA, and associated Correction Notice, have been published on the Cape EAPrac website: under Active Projects, Noem Noem Village. The Addendum to the EA includes the Department s Reasons for Decision as Section B. APPEAL PROCEDURE in terms of the 2014 National Appeal Regulations Please refer to Section D of the attached EA Addendum for details of the appeal procedure. Should any party wish to appeal this decision, an Appeal Submission must be lodged with the appeal administrator within twenty (20) calendar days from the date that the notification of the decision was sent to the registered interested and affected parties.
