1 Conferencee Invitation PUBLIC POLICIES AND SOCIAL ENTERPRISES October 27 t h, 2011 Hosted by the Committee of the Regions, Bruxelles

2 Context The enterprises of the social economy have the capacity to correct major economic and social imbalances and can help achieving a number of general interest objectives. The European Parliament, the Commission and the Economic and Social Committee recognise the role of the social economy and the specificities of social enterprises. Nonetheless, its potential is not fully exploited. In this context, the project PASE Public Policies and Social Entreprises was launched in The Project, made possible by the INTERREG IVC Programme and co-financed by the ERDF, aimed at enforcing the effectiveness of the partner's regional public policies in promoting and supporting social entrepreneurship as an important lever for local economic development and territorial competitiveness. Theme and Goals of the Conference The conference will be an occasion to have a closer look at the role of the social economy and at the instruments public authorities have to support it, with attention both to the possibilities offered by the current legal framework and to desirable future improvements. Part of the day will be dedicated to discuss the ongoing reform of European public procurement rules and their impact on social enterprises. PASE project's partners will take active part in presenting some good practices and the lessons learned in these years. Target audience Everybody is invited. We are convinced that our conference will be of great interest to experts in the field of the social economy in Europe and in the Member States, to consulting bodies or consultants working with social enterprises or with the public sector, and to regional and local public administrators.
