KIRIT PREMJIBHAI SOLANKI SHRIMATI ANJU BALA to present the following Reports (Hindi and English versions) of the Committee on the Welfare of Scheduled Castes and Scheduled Tribes ( ):- (1) Twenty-eighth Report on Action taken by the Government on the recommendations contained in the Twenty-seventh Report (Fifteenth Lok Sabha) of the Committee on the Welfare of Scheduled Castes and Scheduled Tribes on the subject 'Implementation of schemes for Beedi workers with particular reference to Scheduled Castes and Scheduled Tribes' pertaining to the Ministry of Labour & Employment. SHASHI THAROOR to move the following resolution: - That this House disapproves of the Companies (Amendment) Ordinance, 2018 (No. 9 of 2018) promulgated by the President on 2 nd November, LEGISLATIVE BUSINESS Bills for consideration and passing The Companies (Amendment) Bill, *20. SHRI ARUN JAITLEY to move that the Bill further to amend the Companies Act, 2013, be taken into consideration. 7 7 The Aadhaar and Other Laws (Amendment) Bill, SHRI RAVI SHANKAR PRASAD to move that the Bill to amend the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 and further to amend the Indian Telegraph Act, 1885 and the Prevention of Money-laundering Act, 2002, be taken into consideration. (Amendments printed on separate lists to be moved) ALSO to move that the Bill be passed.

8 8 The New Delhi International Arbitration Centre Bill, The Personal Laws (Amendment) Bill, SHRI RAVI SHANKAR PRASAD to move that the Bill to provide for the establishment and incorporation of New Delhi International Arbitration Centre for the purpose of creating an independent and autonomous regime for institutionalised arbitration and for acquisition and transfer of undertakings of the International Centre for Alternative Dispute Resolution and to vest such undertakings in the New Delhi International Arbitration Centre for the better management of arbitration so as to make it a hub for institutional arbitration and to declare the New Delhi International Arbitration Centre to be an institution of national importance and for matters connected therewith or incidental thereto, be taken into consideration. SHRI RAVI SHANKAR PRASAD to move that the Bill further to amend the Divorce Act, 1869, the Dissolution of Muslim Marriages Act, 1939, the Special Marriage Act, 1954, the Hindu Marriage Act, 1955 and the Hindu Adoptions and Maintenance Act, 1956, be taken into consideration. 9 9 The Dentists (Amendment) Bill, SHRI JAGAT PRAKASH NADDA to move that the Bill further to amend the Dentists Act, 1948, be taken into consideration. The National Medical Commission Bill, SHRI JAGAT PRAKASH NADDA to move that the Bill to provide for a medical education system that ensures availability of adequate and high quality medical professionals; that encourages medical professionals to adopt latest medical research in their work and to contribute to research; that has an objective periodic assessment of medical institutions and facilitates maintenance of a medical register for India and enforces high ethical standards in all aspects of medical services; that is flexible to adapt to changing needs and has an effective grievance redressal mechanism and for matters connected therewith or incidental thereto, be taken into consideration. 10 10 DISCUSSIONS UNDER RULE FURTHER DISCUSSION on issues relating to Rafale Deal raised by Shri Rahul Gandhi on 2 nd January, SHRI BHARTRUHARI MAHTAB DR. P. VENUGOPAL to raise a discussion on natural calamities in various parts of the country, particularly in Kerala, Tamil Nadu and Odisha with special reference to cyclones like Gaja, Titli, etc.

11 11 PART II PRIVATE MEMBERS BUSINESS (From 3.30 P.M. to 6 P.M.) RESOLUTIONS 28. FURTHER DISCUSSION on the following resolution moved by Shri Raghav Lakhanpal on the 22 nd December, 2017 :- This House expresses its grave concern over the population explosion in our country, which, if not taken care of, would lead to demographic catastrophe in the next fifty years, and urges upon the Government to implement a stringent policy aiming at population control at the earliest. Implementation of a stringent population control policy. 29. SHRI HUKMDEV NARAYAN YADAV to move :- "Having regard to disparities prevailing in various areas in the country, this House urges upon the Government to constitute a National Commission to formulate a time-bound comprehensive plan for eradicating economic, social, political and administrative disparities in the country and to give its recommendations on the following within a period of one year - (i) priority in Government services to persons who opt for inter-caste marriages; (ii) fixation of reasonable limit for minimum Constitution of a National Commission to formulate a plan to eradicate economic, social, political and administrative disparities prevailing in the country.

12 12 and maximum income of individuals; (iii) restriction on re-employment of Government officers after their retirement in any Government service or a private office; (iv) implementation of the principle one person-one employment ; (v) provision of equitable and uniform educational facilities to all students; (vi) formulation of a plan to provide old-age pension to farmers and labourers in the country at par with Government employees; (vii) constitution of a National Commission for fixation of prices of industrial and agricultural products in the country on the basis of their cost of production; (viii) necessary measures to check increasing tendencies of political kinship and casteism in politics and administration; and (ix) provision of at least sixty per cent. of reservation in favour of persons belonging to the Scheduled Castes, the Scheduled Tribes and the Other Backward Classes, women and minorities in Government services, Judiciary, armed forces, political organisations including political institutions or parties and trade organisations."

13 SHRI A.P. JITHENDER REDDY to move :- Having regard to the agrarian crisis in the country, the trade deficit that affects economic growth, the environmental degradation that renders our population vulnerable to the hazards of climate change, the improper management of natural resources that diminishes our national wealth, the wrongly framed welfare schemes that result in socio-economic and political gap and the measures that has failed to address the fundamental problems of this country in the last seventy years, despite availability of adequate resources, this House resolves to declare that more concerted efforts are required to be immediately taken to address the fundamental issues in order to ameliorate the overall condition of a large section of society. 31. SHRI SHARAD TRIPATHI to move :- Keeping in view the need to propagate the teachings of Saint Kabir and development of tourism in the State of Uttar Pradesh, this House urges upon the Government to develop a Sufi Circuit connecting Varanasi (Kashi)- the birth place of Saint Kabir Sahab, Sarnath, Govind Sahab, Ghanghata, Maghar (the Nirvana place), Measures to address fundamental issues and ameliorate the condition of a large section of the society. Development of a Sufi Circuit to propagate the teachings of Saint Kabir.
