20 Joint City-County Committee to Examine Shared Services Page 2 MINUTES January 11, ITEMS FOR CONSIDERATION Moved by Councillor Bucci Seconded by Councillor Coleman THAT the agenda BE AMENDED to include the following resolution: Request for Presentation on History of Boundary adjustments between City and County THAT Staff BE REQUESTED to provide a presentation to the Joint City-County Committee to Examine Shared Services on the history of the boundary adjustment discussions between the City and County at the next meeting. APPROVED BY 2/3 MAJORITY Moved by Councillor Bucci Seconded by County Councillor Coleman Request for Presentation on History of Boundary adjustments between City and County THAT Staff BE REQUESTED to provide a presentation to the Joint City-County Committee to Examine Shared Services on the history of the boundary adjustment discussions between the City and County at the next meeting. CARRIED Councillor Bucci and County Councillor Chambers left the meeting at this point. The Committee adjourned for a short period to allow time for quorum to be acquired when Mayor Eddy arrives. Mayor Eddy arrived at 10:49 a.m. and the meeting resumed with Mayor Eddy in the Chair. 2.1 Review of City and County Municipal Services Inventory Staff reviewed the services that each municipality provide, as outlined on Schedule A and the services that are provided by the City or County and shared in some manner, as outlined on Schedule B. Schedule C identifies the shared services. Mayor Friel requested staff to provide a summary or description of each of the shared services.

21 Joint City-County Committee to Examine Shared Services Page 3 MINUTES January 11, 2012 Provincial Offenses With regard to Provincial Offenses, information was provided relating to the involvement and financial support by the Province. It was noted that the City has been solely responsible for the funding of this service. Mutual Aid Referring to the Mutual Aid, Mayor Friel suggested that this item be a priority and reviewed in hopes to eliminate boundaries for all citizens of both communities. It was clarified that mutual aid covers fire services and water rescue. Rural Water Quality P. Emerson advised that information on this Program can be requested from the Grand River Conservation Authority and a presentation on the effectiveness and measurement of the Rural Water Quality Program. Boundary Road Agreements C. Compeau provided information on the boundary road agreement, specifically on Powerline Road but also general information on how other road agreements are structured. Mayor Eddy requested that further information be provided identifying the boundary roads and agreements for each road. Mayor Friel suggested that details also be included relating to geographical features in the area. Economic Development and Tourism Activities G. Dworak identified a number of joint activities and marketing opportunities, as well as separate activities. It was noted that both municipalities have their own industrial areas that are promoted and marketed separately. The Committee discussed the benefits and challenges of jointly promoting and marketing both communities. Joint Purchasing/Tendering Staff noted that there may be financial benefits of reviewing the opportunity of joint purchasing to enhance the core services and make them more affordable for each municipality.

22 Joint City-County Committee to Examine Shared Services Page 4 MINUTES January 11, 2012 Joint Training C. Compeau referred to the numerous requirements and regulations for water quality training. She noted that there is cost savings for both municipalities when undertaking this together. There may be other training opportunities that could be reviewed as well. D. Temprile further commented on the importance of fire prevention training for both municipalities. This training has become more vital and he encouraged the Committee to consider this item further. Aerial Photography Project and GPS Pilot Project C. Compeau noted that the City, County and a number of other municipalities are investigating these Projects at this time and this could be a time to consider partnerships for cost-saving benefits. With regard to the GIS System, P. Emerson felt that more cooperation between municipalities in the watershed and the GRCA should be considered. This would allow for sharing of information and reduce costs. Infrastructure Agreement C. Compeau identified a couple of infrastructure items, such as City traffic lights that are located in the County as well as the Bell Homestead facility, which is located in the County. Mayor Friel suggested information be provided on each shared service and how it is measured to determine if each is managed effectively. He requested that information be provided with how each service is delivered and if the customer is happy with the service delivery; has the joint service model eliminated red tape or increased more hierarchy; and costs for each service. He suggested that some items within Schedule C be considered to be enhanced - such as mutual aid; purchasing/tendering; joint training (fire services); IT and GIS Project; and emergency measures. Moved by Mayor Friel Seconded by Councillor McCreary A. THAT staff provide the following information on each service that is identified in Schedule C (current shared services) of the Report: The results of any measurement, evaluation or benchmarking of current shared services Any identifiable costs for these services

THAT staff BE REQUESTED to provide information and recommendations on opportunities to enhance the following services identified in Schedule C : Mutual Aid; Joint Purchasing and Tendering; Joint Training (fire services); IT and GIS Mapping Emergency Services C. THAT Staff BE REQUESTED to report back at the next meeting of the Committee with a short list of approximately (5) additional services that could be considered for service sharing between the City and the County; and D. THAT the following services be examined at future meetings of the Committee: Emergency Measures Emergency Services (Police, Fire and Ambulance) Municipal Utility Corporations CARRIED The Committee identified the following services from Schedule A to be considered as part of the five services selected to be considered for sharing: Recreational Programming Animal Control Tourism Outdoor Sports Facilities Heritage and Policy Planning Health and Safety Joint Purchasing Library Information Technology Broadband/Fibre Optics Specialized Transit Fleet Services Infrastructure Design and Development Wastewater Operations Joint Traffic Lights (located in the County) Water Distribution, Treatment and Operations Flood Control (prevention and response) Road and Bridge Maintenance Storm Sewers Emergency Measures Emergency Services (including Fire, Ambulance and Police) Fire Training
