3 RESULTS OF ERDOGAN'S VISIT TO UZBEKISTAN On November President of Turkey Recep Tayyip Erdogan paid an official visit to Uzbekistan. As was reported at the press conference before the visit, the Turkish side intends to "open a new page in relations with Uzbek brothers". Turkish President was accompanied by his vice-premiers Veysi Kaynak and Tugrul Turkesh, Minister of Foreign Affairs Mevlut Cavusoglu, Minister of Economy Nihat Zeybekci and Minister of Energy and Natural Resources Berat Albayrak. At the beginning of the trip Erdogan visited the grave of Islam Karimov in Samarkand to commemorate the first president of Uzbekistan. According to experts, this visit is the first visit of the Turkish president to Uzbekistan after a long break of 13 years. As the Administration of the President of Turkey noted, Uzbekistan is one of the strategically important Central Asian states, and Ankara attaches special significance to the development of relations with Tashkent. Within the official visit, Erdogan held talks with Acting President of Uzbekistan Shavkat Mirziyoyev. During the meeting sides discussed the state and prospects of Uzbek-Turkish relations. In his turn, the President of Uzbekistan Sh.Mirziyoyev noted that Uzbekistan considers Turkey as an important and long-term partner and also supports strengthening the bonds of friendship between the two peoples and the development of cooperation based on mutual trust. The sides reached a series of important agreements in the field of agriculture, transport and investment. In addition, the sides agreed to hold early next year in Tashkent the regular session of the intergovernmental joint commission and the organization of Uzbek-Turkish Investment Forum within its framework. 1

4 THE SECOND SESSION OF THE ASTANA CLUB On November 14-16, the second meeting of the Astana Club was held in Kazakhstan. More than 50 leading experts in the field of economics, politics, and international relations from the United States, Russia, China, Turkey, Iran and the European Union discussed a variety of topics from the economy to politics. President of Kazakhstan Nursultan Nazarbayev participated in the event. In his speech Nursultan Nazarbayev emphasized the need for new approaches to national, regional and global development. Speaking of geopolitical issues, the President of Kazakhstan emphasized: "Kazakhstan's mission is to make our region of Central Asia a strong bridge with two-way traffic between East and West, between North and South. It should become the territory of interaction and collaboration, a model area of peace, confidence and global security. There are also its problems". As part of the discussion platform there are sessions, reflecting world's major players view of problems of the region. Director of the Center for Russian and Central Asian Studies at Fudan University Zhao Huashen drew attention to the fact that today at the round table experts from around the world spoke frankly about how they interpret events in the Eurasian region, particularly in Central Asia. As the head of Eastern Europe, Russia and Central Asia programs of the German Foreign Relations Council Stefan Meister noted, experts spoke about economic problems such as the stabilization of oil prices, the development of infrastructure projects, as well as about political issues such as how the election of a new US president will affect the countries of Central Asia. Astana Club is a discussion forum dedicated to the discussion of key issues of development of Eurasia. The organizer of the Club is the Fund of the First President of Kazakhstan - Leader of the Nation. Club's Sessions are held under the rules of Chatham House, where you can use ideas told at the club meetings without disclosing their authorship. This allows experts to openly discuss the most pressing problems of the world. 2

5 TASHKENT AND DUSHANBE BEGAN TO DISCUSS WATER AND ENERGY ISSUES On 16 th of November, Minister of Foreign Affairs of Uzbekistan Abdulaziz Kamilov met with the First Deputy Minister of Energy and Water Resources of Tajikistan Sulton Rahimzoda. According to the Foreign Ministry press service of Uzbekistan, during the meeting the sides discussed issues of water and energy resources in the region. According to the Uzbek Foreign Ministry, the sides discussed Uzbek-Tajik relations in the context of the rational use of water and energy resources in Central Asia. It is known that in late October, Tajikistan began to build a dam for Rogun HPP, which according to the plan will be the largest hydroelectric plant in Central Asia. Construction of the dam at the Rogun hydropower plant was postponed over the years due to controversy with the Uzbek authorities on this issue. Uzbekistan say about the probable breakthrough dam in case of an earthquake. But Tajikistan believes that fears of Tashkent are groundless, citing the example of other working in a country hydro power plants with the same type of dam. These issues were discussed during the meeting. In addition, the same day a meeting of Abdulaziz Kamilov with the Deputy Minister for Foreign Affairs of Tajikistan Makhmadsharif Khakdodov was held. The issues of delimitation and demarcation of the Uzbek-Tajik state border were the main theme of the meeting, reported the Uzbek Foreign Ministry press service. 3

6 NEWS AGENCIES WORLD CONGRESS WAS HELD IN BAKU In the reporting period, at Heydar Aliyev Center in Baku, the Heydar Aliyev Foundation and AZERTAC held a joint opening ceremony of the 5th News Agencies World Congress, 16th General Assembly of the Organization of Asia-Pacific News Agencies (OANA). The event was attended by about 190 leaders and representatives of 100 news agencies from 80 countries which determine the main directions of world's information policy, international experts in the field of media, the official representative of UN - UNESCO, as well as members of the regional media organizations. News agencies from all over the world were presented at the Congress. So, 77 representatives of 39 agencies from 31 Asian countries, 51 representatives of 30 agencies from 23 European countries, 25 representatives of 16 agencies from 16 African countries, 17 employees of 9 agencies from 7 countries of America, as well as 4 representatives of 3 Australian agencies arrived in Baku. At the Congress sessions, held under the theme "New challenges for news agencies", discussions on following topics took place: "Future of the information consumption", "News Agency - challenges and opportunities of new technologies and social media", "Innovation of news agencies", " Training of journalists for the future of media", "Protection of journalists' mission: freedom and the possibility of expression, safety and conflict zones"; also the problems of journalism undergoing a rapid transformation in the new millennium, forms of cooperation of different platforms of social media with news agencies were discussed. Note that the News Agencies World Congress for the first time was held in Moscow on th of September The following congresses were held respectively in Spain, Argentina and Saudi Arabia. The main body of the Congress is the Council. Council members at the 4th Congress in Riyadh in 2013 supported and elected the candidacy of AZERTAC for the next term of chairmanship in the 5th Congress. 4

7 KYRGYZSTAN IS PREPARING FOR THE LOCAL COUNSIL (KENES) ELECTIONS The Kyrgyz Republic is preparing for the main event of this winter - holding of a referendum. Before the referendum elections to local authorities of the country should be held. Accordingly, on November 14th, Prime Minister of the Kyrgyz Republic Sooronbai Jeenbekov received the Chairman of the Central Commission for Elections and Referendums of the Kyrgyz Republic Nurzhan Shayldabekov. As the Kyrgyz government apparatus reported, they discussed organizational issues on preparation and holding elections of deputies of local councils of the Kyrgyz Republic and the referendum under the Law project "On Amendments to the Constitution of the Kyrgyz Republic", the interaction of state bodies and local authorities in preparing for elections, as well as the issues of funding and material-technical support of electoral commissions. According to Kyrgyz media, currently polling stations are opened and functioning everywhere, and according to the electoral legislation, process of updating voter lists will last until November 26, Recall that on November 3, 2016 the President of the Kyrgyz Republic Almazbek Atambayev signed the Law of the Kyrgyz Republic "On the appointment of the referendum on the draft law of the Kyrgyz Republic "On Amendments to the Constitution of the Kyrgyz Republic", according to which the referendum is scheduled for Sunday, December 11, Also, according to the Decree of the President of the Kyrgyz Republic Almazbek Atambayev made on October 10, 2016 "On the appointment of elections of the Kyrgyz Republic of deputies of local councils", in connection with the expiration of the term of office of local councils deputies, the next elections of deputies of local councils of the Kyrgyz Republic were appointed on Sunday, December 11,

8 MOSCOW HOSTED A MEETING OF EAEC HEADS OF GOVERNMENTS On November 17, Moscow hosted a regular meeting of the Eurasian Intergovernmental Council of States - members of the EAEC. The main agenda of the meeting of Heads of Government of the EAEC was the discussion of adoption of the Customs Code project. It is designed taking into account analogous international documents. As was expected, following a meeting heads of the governments of Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia approved the project of the EAEC Customs Code. The new document was approved and sent to the EAEC countries for domestic approval procedures. It includes all the latest trends in terms of customs administration and aims to automate, simplify customs procedures, as well as to improve the business environment. The project of the code will be submitted for signing by heads of State at the High Eurasian Economic Council, which will take place in December this year. Also, the participating countries signed documents which regulate the sphere of circulation of medicines in the territory of the EAEC. The adoption of this agreement will facilitate the fight against counterfeit goods, and for consumers it will eventually lead to the reduction of prices and improvement of the quality of medicines. In addition, it was noted at the meeting that Israel showed the interest in cooperation with the EAEC. Recall, that this year under the chairmanship of Kazakhstan in the EAEC was declared by the President of Kazakhstan Nursultan Nazarbayev, the year of deepening the economic relations of the Eurasian Economic Union with third countries and key integration associations. The following year the chairmanship of the EAEC will be transferred from Kazakhstan to Kyrgyzstan. 6
