This policy explains how Hampshire Constabulary will approach the policing of events within the two counties. This policy is primarily aimed at police officers planning for events and operations and is to ensure that Hampshire Constabulary meets its legal and professional obligations It forms an overarching policy within which more detailed subject specific policies and procedures are set out to deal with the variety of circumstances that are involved within event and operational planning. The current list of subject specific policies and procedures is set out in section 7 below. This list is not exhaustive and further procedures will be added as the need arises. 2. General Principles 2.1. This policy will set out clear guidance to police officers and staff planning events and operations and will seek to increase public confidence and making public places safer Hampshire Constabulary is committed to problem resolution (where possible and practicable) in partnership with other public authorities and agencies. In the case of a public event, Hampshire Constabulary will participate fully in the local Safety Advisory Groups (SAG) process. 3. Statement of Policy 3.1. Hampshire Constabulary is committed to ensuring public safety, preventing and detecting crime, and protecting the rights and freedoms of individuals. Any police action or intrusion will be based on necessity and proportionality as to the potential impact of the incident or event. Primary responsibility for public safety rests with the organisers of an event, the owners of the land on which it takes place and the Local Authority, if the event takes place on a road. Other agencies which undertake actions regarding public safety at an event may assume a duty of care and therefore, become responsible. Assessment of the need for police attendance and

2 action at public events will be principally based on the need to discharge our core responsibilities which are as follows; a) The prevention and detection of crime; b) Preventing or stopping a breach of the peace; c) Traffic regulation within the legal powers provided by statute, a Road Closure Order ( TCPA 1847 ) or a Traffic Regulation Order ( RTRA 1984 ); d) Activation of a contingency plan where there is an immediate threat to life and coordination of resultant emergency service activities. Police resources will not be routinely deployed to tasks where there are no legal responsibilities or legal powers The way in which Hampshire Constabulary carries out its support roles will be in keeping with the requirements and considerations of the following statutes: a) The Human Rights Act 1998 b) The Health and Safety at Work Act 1974 c) The Police (Health and Safety) Act 1997 d) The Equality Act 2010 e) The Civil Contingencies Act 2004 f) Licensing Act 2003 g) Freedom of Information Act 2000 h) The Public Order Act 1986 i) Traffic Management Act 2004 j) Private Security Industry Act Where appropriate, upon notice of an event that will impact upon the force, a memorandum of understanding will be submitted to the organiser to ensure early understanding of needs and expectations.

3 3.4. Depending on the type of operation or event will determine whether an operation order is required. If deemed appropriate, an operation order will follow the IIMARCH principle. Alternatives to a full operation order will be a briefing sheet or joining instruction s. You can use all three for the same event/operation if appropriate A Community Impact Assessment will be completed, where appropriate, by the local District Commander For annual events a problem profile should be considered. This will be carried out by the intelligence unit. The extent of the intelligence product will be agreed between the lead planner, silver commander and intelligence lead Incident or command logs will be used to ensure there is a solid record made of decisions and rationale Public Order Tactical Advisors (POTA) are available as a resource 24 hours a day. They are accredited to the national standard and hold evidence of their competence. Their use should be considered at the planning and implementation stage of every operation. The decision not to consult a tactical adviser must be documented An NPCC Terrorism and Allied Matters (TAM) qualified CT Security Co-Coordinator (CT SecCo) may be appointed by the police Gold Commander for an event in line with APP Guidelines Policing arrangements for the security of an event remain the responsibility of the Gold Commander. The CT SecCo works directly to Gold and will submit a final report on the effectiveness of security arrangements to Gold. The appointment of a CT SecCo does not affect the command of the operation, which always rests with Gold. It is therefore advisable that the Gold Commander should be of senior rank to the CT SecCo It is essential for the CT SecCo to be a member of Silver's tactical planning group. This will ensure that the security plan and contingencies do not develop in isolation from other elements of the operation, e.g. public order, traffic and communications How the CT SecCo is used on the day of the event will be according to Gold's requirements. This may include: a) Quality assurance of the implementation of the security plan; b) Ongoing review of the effectiveness of the security plan;

4 c) Maintaining engagement with stakeholders; d) Advice to Gold and Silver whilst remaining independent of the command structure Should the event be deemed one that may require an accredited Public Order Public Safety (POPS) Silver Commander, then they must assess the nature of the event, as to whether they satisfy the conditions of a POPS event and from that assessment determine what Command structure, level and nature of resourcing and tactical methodology should be applied. Although not exhaustive, a Public Order Public Safety event can be described as: a) Any event with a large crowd attendance; b) Iconic public events; c) Public attended events that have a history of crime and disorder; d) Large scale events that involve a protected person; e) Football and major sporting events; f) Music festivals g) Protest marches, demonstrations and group direct action, planned or otherwise If assessed as a Public Order Public Safety (POPS) event, an accredited POPS Silver Commander will be appointed from the POPS Command Cadre. They will be responsible for the development and delivery of a Tactical Plan. A Lead Planner (from Strategic and Tactical Operations) will also be appointed to work to that Silver commander An accredited POPS Gold Commander will be appointed for all POPS events (from the POPS Command cadre). They will be responsible for the setting of the Strategy for the event and associated Gold functions i.e. agreeing Command structure / signing off Tactical Plan (as set out in Authorised Professional Practice (APP)) Non POPS events will be planned for by Strategic and Tactical Operations and delivered locally utilising appropriate resources.

5 4. Implications of Policy 4.1. The policing of events and operations will be charged for in line with NPCC Policing Guidelines on Charging for Police Services Monitoring and Evaluation 5.1. The policing arrangements for public disorder matters are monitored by the Strategic Operations Unit on behalf of the CoG lead for POPS and the POPS Strategic Governance group The evaluation and review of policy in relation to Policing Operations, particularly those predictable events where the risk is high, will be a continuous process and will be conducted by Strategic and Tactical Operations Unit Operations and events are subject to a de-brief where organisational learning will capture learning points for the force. Strategic and Tactical Operations staff as planners ensure that learning points are captured and considered for the next event. 6. Review 6.1. This policy will be reviewed annually The review will consider the effectiveness of this policy and its implementation, and the need for any changes. It will take into account any relevant correspondence and other written records, and any changes in legislation and working practices. The review will be the responsibility of Chief Inspector, Strategic and Tactical Operations Department, in consultation with relevant internal departments and external agencies. 7.
