2 The context of the public consultation A common framework A unique objective for the consultation: find out the public opinion on the first RBMP and PoM projects A similar approach in all districts:questionnaire by post and by Internet but different practices in the districts A specific questionnaire for each district from 4 to 15 questions More or less room for free opinions Different tools for advertising:communication campaigns, public meetings, etc 2

5 The consultation n audience In the districts i t Variable rates of return: fr rom 0.6% (Seine- Normandy) to 4.1% (Rhine-Meuse) Returns not corresponding with the respective weight of the districts in France For electronic consultation from 2% (Artois-Picardy) to 13% (Adour-Garonne) 5

6 The topics of the consultation Six chapters in the questionnaires : The validity of the results and the actions suggested Prioritization of actions The agreed efforts for oneself and for others Willingness to pay to achieve the objectives Main concerns about wate er Desired methods of information 6

7 The priorities High awareness about the stakes of the district The problems judged to be priorities indicate the important subjects for the district: provision of drinking water an nd risk of shortage : one of the two main problems for 65 to 70% of the respondentss in Adour-Garonne farming pollution for 47% of the respondents in Loire-Brittany pollution of natural environments for 61% in Artois-Picardy 30% 25% 20% 15% Seine-Normandie : «Quelle proposition rajouter au SDAGE?» 10% Actions linked to environment and ecosystems are only priorities for less than a third of respondents 5% 0% Economiser et réutiliser l'eau Financement : pollueur- payeur, prix, etc. Information / Communication 7

8 The main concerns expressed Agricultural and industrial pollutions are the main challenges highlighted by more than half of the people responding Urban pollutions are considered at a lower level 60% 50% 40% 30% Water pricing, quantitative issues and water savings are also of high interest 20% 10% 0% 8
