1 REQUEST FOR QUOTATIONS Zero Turn Mower The City of Dawson Creek is requesting quotations for one 2018 Zero Turn Mower All contract documents are available through the City of Dawson Creek website at The Proponent is solely responsible for ensuring any addenda are downloaded, reviewed, and included in their bid. Questions regarding specifications can be directed to the City s contact person, Gerritt Lacey, Utilities Manager, Public Works Department, at , or via at glacey@dawsoncreek.ca. Bidders must refer to the RFQ Documents for the terms governing the Bid process. Quotations shall be prepared and submitted at the sole expense of the proponent and without cost to the Corporation of the City of Dawson Creek. All quotations received by the City of Dawson Creek Director of Corporate Administration become the property of the Corporation of the City of Dawson Creek and as such are subject to the Freedom of Information and Protection of Privacy Act. Quotations sealed in an opaque envelope, clearly marked with the supplier s name and address and the project name will be accepted until to 2:00 p.m. (local time), Friday, June 1, 2018 and will be received by: Brenda Ginter, Director of Corporate Administration City of Dawson Creek A St. P.O. Box 150 Dawson Creek, B.C. V1G 4G4 It is the sole responsibility of the Bidder to ensure that its Bid is received at the above location and by the time stipulated. Bids received after the stipulated time will be rejected and returned to the Bidder unopened. Faxed Bids are not acceptable and will be rejected. The City reserves the right to accept or reject all or any bids and to waive any informality, incompleteness or error in any bid. This is a Request for Quotations only. The City shall not be obligated in any manner whatsoever to any supplier until a letter of award is received by the bidder.

2 RFQ Zero Turn Mower Page 2 of 7 SPECIFICATIONS 1. Introduction The City of Dawson Creek (the City) is looking for prices for one 2018 Zero Turn Mower. 2. Vehicle Specifications General Out front mower Side discharge deck 72 cutting width Cutting height 1 to 6 Mower deck to be constructed of a minimum of 7 gauge steel Blades to be heat treated Minimum of 2 idler wheels Belt idlers to be self-adjusting Deck covers to have quick releases Hydraulic or PTO driven mower deck Engine Industrial 4 stroke diesel engine, liquid cooled Not less than 1.1L Gross H.P. not less than 24 Dry type cooling system complete with air restriction indicator Equipped with full flow oil filter system with bypass High temperature low oil pressure warning Cooling Engine shall be liquid cooling Heavy duty cooling system, four core radiator Transmission Hydrostatic drive Parking Brake Instruments Hour meter Engine coolant gauge or lights Engine oil pressure gauge or lights Fuel gauge Braking Systems Internal wet disk Hub/Wheels/Tires Turf tires non-scruff type

Submission Requirements Bids must include the Bid Form, completed in full. The bid must be received at the closing location by the specified closing date and time, delivered in an opaque envelope and clearly marked with the proponent s name and address and the project name. The bid must be signed by a person authorized to sign on behalf of the Proponent. The bid must be in English. Bidders may amend their bid via fax to Fax changes must be received prior to the closing time. Any Bid change should disclose only price changes and any change that discloses a lump sum price, a unit price, an extended total, or total price will result in the entire bid being rejected. If a Bidder faxes a change to the Bid, the Bidder accepts all risk associated therewith, including lost or misdirected fax and any malfunction of the City s fax machine. In the case of a unit price contract, if the Bid contains an error in adding amounts, the total Bid price is the total resulting from correct addition by the City of the amounts. 4. Evaluation Quotations will be evaluated on the basis of the best value to the City based on quality, service, price or other criteria provided in the RFQ.

4 RFQ Zero Turn Mower Page 4 of 7 The City will be under no obligation to receive further information, whether written or oral, from any bidder. The City reserves the right to accept or reject any or all of the quotations submitted. The City reserves the right to waive any informality, incompleteness or error in any bid. Award of any contract will be subject to budget consideration and, if applicable, Council approval in accordance with the City of Dawson Creek Purchasing Policy. 5. Additional Information Except as expressly and specifically permitted in the RFQ, no Bidder shall have any claim for any compensation of any kind whatsoever, as a result of participating in the RFQ, and by submitting a bid, each bidder shall be deemed to have agreed that it has no claim. The bidder, through submission of a bid, agrees to all terms and conditions contained in the RFQ. Any additional information made available to proponents prior to the RFQ submission/closing date and time by the City or representative of the City is not included in the Request for Quotations. Such additional information is made available only for the assistance of proponents who must make their own judgment about its reliability, accuracy, completeness and relevance to the RFQ, and neither the City nor any representative of the City gives any guarantee or representation that the additional information is reliable, accurate, complete or relevant. 6. Requests for Clarification Bidders may inquire into and clarify any requirements of this RFQ. Questions must be communicated to the City s contact person at least five days prior to the closing date. It is the bidder s responsibility to clarify any details prior to submitting a bid. The Corporation of the City of Dawson Creek will assume no responsibility for any oral instruction or suggestion. 7. Omissions and Discrepancies If a bidder finds discrepancies in, or omissions from the request for quotations, or if he/she is in doubt as to their meaning, he/she should advise the City immediately. Responses, if not already addressed in the RFQ, will be addressed in the form of addendum, posted in the same location as the original RFQ documents. No oral interpretations will be effective to modify any provisions of the Bid, unless a written addendum has been issued by the Director of Corporate Administration, prior to the advertised closing date and time. The Bidder is solely responsible for ensuring any addenda are downloaded, reviewed, and included in their bid. Bidders must also acknowledge receipt of each addendum (if any) in the space provided on the bid form.

5 RFQ Zero Turn Mower Page 5 of 7 8. Bid Irrevocability By submission of a clear and detailed written notice, the Bidder may amend or withdraw its bid prior to the closing date and time. Any amendment submitted which results in the disclosure of pricing or other salient points of the original bid will result in disqualification of the Bidder. At closing time, all bids become irrevocable. Bids shall be firm for a period of at least 30 days from the RFQ closing date, and shall be used as the basis for and be included as part of the contractual agreement that will be entered into with the selected firm. The City reserves the right to negotiate scope and price with the lowest qualified bidder without any obligation to any other bidders. By submission of a bid, the Bidder agrees that should its bid be successful, the Bidder will enter into a contract for the work with the City of Dawson Creek, the content and format of such contract to be determined by the City of Dawson Creek.
