Henning Nilausen CV Henning Nilausen (HN) has strong management skills and 30+ years of management experience at all levels including top-management, management in political organisations and management of technical specialists. He has worked with management development, financial management and HRD in public and private organizations and within own organisation as well as external adviser. His responsibilities has been within (public) financial management, including Activity Based Costing, quality management and monitoring & evaluation, including implementation of comprehensive M&E systems. From HN was engaged with the planning and implementation of a major administrative reform in Denmark involving national, regional and local government. Moreover, as a deputy CEO he has played a key role in the planning and implementation of a merger of two municipalities. A process which included support to the city council, negotiations with government and regional agencies and the participation of a large number of local stakeholders. Reporting progress and results has been a key issue and responsibility. HN has a strong knowledge and experience of building local capacity for local service delivery and local development, including a participatory approach and ongoing communication and collaboration with local councils, associations, private service providers, etc. Also, he has worked with Public Procurement, Public-Private-Partnerships, Contracting Out/Outsourcing, including design of tender processes and tender documents. HN has worked with project design, planning and implementation in numerous projects for more than 20 years. He has headed several projects and worked with multicultural teams in Malawi, Zambia, Nepal and in Denmark. As an external examiner he is updated on research accomplishments in the public sector field, having a big contact network with researchers and institutions and he has been engaged in several evaluations. Strategic advice to the Mayor and politicians (of different political parties) of the city council, which includes making papers, programmes and plans for political decision-making, PR and communications. Implementation of policies and plans in connection with overseeing day-today operations in the health care sector, social institutions, etc., heading a merger of two municipalities starting from Continuous improvement of business procedures including quality checks and benchmarking. Supervising innovative projects and cross sector partnerships with private enterprises. Heading programmes in the health care & social care sectors. Member of The Administrative Steering Committee on Health Care Plans in the Region of Copenhagen (1,700,000 inhabitants) and Member of the Board of Digital Health Care in Denmark. September 1999 May 2003 Danish Ministry of Social Affairs As head of section HN had the following responsibilities: Member of the Ministry Senior Management Team and heading the Administration & Management Department of the Ministry. Negotiating and agreeing on annual performance contracts with two agencies and 25 institutions. Controlling and reporting on agencies' and institutions' achievements. Developing a comprehensive concept for the overall central management of decentralized institutions, based on a principle of allocating maximum local responsibility and compulsory result reporting. Heading several performance improvement projects in agencies and institutions. Some projects with participation of external consultants. Heading four mergers between institutions and a phasing out process at two institutions. Providing consultations regarding organizational challenges, HRD and HRM. Preparing policy papers and speeches to the Minister. Direct dialogue with the Minister about specific matters within my field of responsibility. Preparing Minister's answers to questions forwarded from Members of Parliament. Direct contact with individual politicians and Parliamentary Subcommittees concerning technical advice on specific matters. Managing relations to the media. February 1999 September 1999 Ramboll International As senior consultant HN worked with the following projects: Danida, Support to The Royal Election Commission of Nepal. Danida, Evaluation of the Danish Support to Good Governance and Democratization focus on Free and Fair Elections.!3

4 January 1996 February 1999 Ministry of Finance As a senior consultant, I headed a number of projects, including budget analysis. Budget analysis consisted of critical analysis of the budget and expenditure in different Ministries. The aim of such analysis was to provide a basis for decisions on either budget cuts or reprioritizing the current budget. A major budget analysis, headed by me, concerned the Danish Ministry of Environment. The project encompassed the Department (the Minister's secretariat) and two agencies. I was reporting to the Permanent Secretary of the Ministry of Finance and chairing meetings with representatives of the Ministry of Environment. The final report resulted in a reprioritizing process in the ministry for approximately 250,000,000 DKK (Euro 30 M) and the cancellation of requested supplementary grants. Another project regarding the High Commissioners of Greenland and the Faroe Islands was commissioned to me by the Prime Minister s Office. Since the High Commissioners are dealing with relations between Denmark, Greenland and the Faroe Islands, such a project is politically sensitive and needs to be handled with care. The aim of the project was to strengthen the management and business processes of the High Commissioners' offices. Monitoring & Evaluation concepts, including relations to the OECD office and to the RAKO cooperation with Sweden, Norway and Finland. Advising on more effective government institutions, including business process redesign. My section was specialized in organizational development, Human Resource Development and evaluation. Our clients were public sector organizations, NGOs and private enterprises. Customer Relation Management, ensuring a good reputation and market position for the PLS Consult. Drafting tenders, including project design and bid calculation. Working as a consultant on concrete projects. I have been involved in more than 100 projects. Day-to-day management, coaching and supporting consultants. As a specific field, I advised labour organizations, NGOs and political parties. The focus was on strengthening their capacity to prepare negotiations, lobbying and strategic public interventions such as campaigns. The European Single Market analysis on market and competition effects on the PKA market position, including the drafting of redesigned business strategies. Public Relations. 6 Assignments For more than 20 years HN has worked as an external examiner in political science at all five Universities in Denmark and Copenhagen Business School.
